2525 EPORT.—Not later than 1 year after the date 5
2626 of the enactment of this Act, the Secretary, in consultation 6

4040 LEMENTS.—The report required by subsection 9
4141 (a) shall include an assessment of— 10
4242 (1) the digital security, national security, and 11
4343 economic opportunities associated with a trans-At-12
4444 lantic submarine fiber optic cable described in sub-13
4545 section (a); 14
4646 (2) the lifespan of submarine fiber optic cables 15
4747 currently connecting the United States Virgin Is-16
4848 lands to the contiguous United States; 17
4949 (3) the current security of telecommunications 18
5050 between the contiguous United States and the 19
5151 United States Virgin Islands; 20
5252 (4) the readiness of telecommunications infra-21
5353 structure in the United States Virgin Islands to sup-22
5454 port a trans-Atlantic submarine fiber optic cable de-23
5555 scribed in subsection (a); 24

6565 maximize investments in the United States economy 7
6666 through the use of a trans-Atlantic submarine fiber 8
6767 optic cable described in subsection (a); 9
6868 (7) the value, cost, and feasibility of estab-10
6969 lishing a data center and high-security cloud services 11
7070 facility, with independent power generation, in the 12
7171 United States Virgin Islands for communications of 13
7272 the United States Africa Command, communications 14
7373 of the United States Special Operations Command, 15
7474 and national security communications; 16
7575 (8) the state of submarine fiber optic cables 17
7676 connected to United States telecommunications in-18
7777 frastructure; and 19
7878 (9) any other related matters the Secretary de-20
7979 termines are appropriate. 21

8181 OMANDATORYDATACOLLECTION.—The Sec-22
8282 retary may not require any entity to provide data for pur-23
8383 poses of preparing the report required by subsection (a). 24

8989 ignation relating to dissemination control, but may include 3

9292 EFINITIONS.—In this section: 5

9494 OT TRUSTED.—The term ‘‘not trusted’’ 6
9595 means, with respect to an entity, that the entity is 7
9696 determined by the Secretary to pose an unacceptable 8
9797 risk to the national security of the United States, or 9
9898 the security and safety of United States persons, 10
9999 based solely on one or more determination described 11
100100 under paragraphs (1) through (4) of section 2(c) of 12
101101 the Secure and Trusted Communications Networks 13
102102 Act of 2019 (47 U.S.C. 1601(c)). 14

104104 ECRETARY.—The term ‘‘Secretary’’ means 15
105105 the Secretary of Commerce, acting through the As-16
106106 sistant Secretary of Commerce for Communications 17

110110 with respect to an entity, that the Secretary has not 20
