16	16	trict of Columbia, as ‘‘Alexei Navalny Way’’.
17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. FINDINGS. 3
20	20	Congress finds the following: 4
21	21	(1) The administration of President Vladimir V. 5
22	22	Putin of the Russian Federation has engaged in 6
23	23	transnational repression, assassinations of political 7
24	24	opponents, poisoning and other attempted murders 8
25	25	of political opponents, journalists, and human rights 9

29	29	defenders, systemic human rights abuses, and 1
30	30	unprovoked military attacks against and deploy-2
31	31	ments to neighboring countries. 3
32	32	(2) The administration of President Vladimir V. 4
33	33	Putin of the Russian Federation has carried out ar-5
34	34	rests and detentions of individuals who peacefully 6
35	35	seek democratic freedoms or oppose his repression, 7
36	36	corruption, and invasion of Ukraine. 8
37	37	(3) Alexei Navalny was a Russian political dis-9
38	38	sident and activist dedicated to promoting demo-10
39	39	cratic freedoms and fighting corruption in Russia. 11
40	40	(4) On February 16, 2024, the Russian prison 12
41	41	where Alexei Navalny was being held after his con-13
42	42	viction on fabricated charges in February 2021 an-14
43	43	nounced that he had died a day after he was seen 15
44	44	in good health. 16
45	45	(5) Alexei Navalny had a history of exposing 17
46	46	the widespread corruption that sustained the Putin 18
47	47	regime by enriching its enablers. He was recognized 19
48	48	and awarded on numerous occasions for his work 20
49	49	fighting corruption and promoting democratic ideals. 21
50	50	Those recognitions and awards include the 2015 22
51	51	Prize of the Platform of European Memory and 23
52	52	Conscience, a nomination for the 2021 Nobel Peace 24
53	53	Prize, the 2021 Boris Nemtsov Prize for Courage, 25

59	59	Knight of Freedom Award by the Casimir Pulaski 3
60	60	Foundation, and the 2021 Sakharov Prize by the 4
61	61	European Parliament. 5
62	62	(6) Alexei Navalny and fellow dissident Vladi-6
63	63	mir Kara-Murza endured several poisonings and 7
64	64	other attempts on their lives carried out by Putin’s 8
65	65	government. 9
66	66	(7) Renaming the street near the official resi-10
67	67	dence of the Russian Ambassador to the United 11
68	68	States serves as a continuing expression of solidarity 12
69	69	between the people of the United States and the peo-13
70	70	ple of the Russian Federation, who are engaged in 14
71	71	a sustained, peaceful, and patriotic struggle for fun-15
72	72	damental freedoms. 16
73	73	SEC. 2. DESIGNATION OF ALEXEI NAVALNY WAY. 17

77	77	N GENERAL.—The area of Sumner Row 19
78	78	Northwest between 16th Street Northwest and L 20
79	79	Street Northwest in Washington, District of Colum-21
80	80	bia, shall be known and designated as ‘‘Alexei 22
81	81	Navalny Way’’. 23
82	82	(2) R
83	83	EFERENCES.—Any reference in a law, 24
84	84	map, regulation, document, paper, or other record of 25

89	89	graph (1) shall be deemed to be a reference to 2
90	90	‘‘Alexei Navalny Way’’. 3
91	91	(b) S
92	92	IGNS.—The District of Columbia shall construct 4
93	93	2 street signs— 5
94	94	(1) that contain the phrase ‘‘Alexei Navalny 6
95	95	Way’’; 7
96	96	(2) one of which shall be placed immediately 8
97	97	above existing signs between 1135 16th Street 9
98	98	Northwest and 1119–1125 16th Street Northwest; 10
99	99	(3) one of which shall be placed on a sign post 11
100	100	at 1555 L Street Northwest; and 12
101	101	(4) that are similar in design to the signs used 13
102	102	by the District of Columbia to designate the location 14
103	103	of Metro stations. 15
