2424 SECTION 1. SHORT TITLE; FINDINGS. 3

2626 HORTTITLE.—This Act may be cited as the 4
2727 ‘‘Safe Storage Lockers for House Office Buildings Act’’. 5

2929 INDINGS.—Congress finds the following: 6

3333 (1) In 2024, there were 3,469 violent crime in-1
3434 cidents in the District of Columbia, making our Na-2
3535 tion’s capital one of the most dangerous cities in the 3
3636 United States. 4
3737 (2) Many employees of the House of Represent-5
3838 atives who work in House Office Buildings in the 6
3939 District of Columbia commute to and from their of-7
4040 fices by walking, and many have themselves been 8
4141 victims of these crimes in the District of Columbia. 9
4242 (3) Individuals in the District of Columbia are 10
4343 authorized under District of Columbia law to carry 11
4444 and use certain weapons for self-defense, including 12
4545 self-defense sprays, stun guns, and concealed fire-13
4646 arms. However, District of Columbia and Federal 14
4747 law prohibit individuals from carrying these weapons 15
4848 inside a Federal building. 16
4949 (4) As a result, employees of the House of Rep-17
5050 resentatives who work in House Office Buildings in 18
5151 the District of Columbia are prohibited from car-19
5252 rying weapons inside the buildings in which they 20
5353 work, even if these employees are authorized under 21
5454 District of Columbia law to carry and use these 22
5555 weapons for self-defense outside these buildings. 23

6363 UTHORIZATION.—An individual who is an em-4
6464 ployee of the House of Representatives may bring a weap-5
6565 on described in subsection (b) into a House office building 6
6666 if— 7
6767 (1) the individual is authorized under the laws 8
6868 of the District of Columbia to carry the weapon out-9
6969 side of the building; 10
7070 (2) immediately prior to entering the building, 11
7171 the individual is carrying the weapon in compliance 12
7272 with such laws; 13
7373 (3) the individual enters the building through 14
7474 an external pedestrian entrance; 15
7575 (4) upon entering the building with the weapon, 16
7676 the individual leaves the weapon in a storage locker 17
7777 operated by the United States Capitol Police under 18
7878 section 3 while the individual remains in the build-19
7979 ing; and 20
8080 (5) after retrieving the weapon from the locker, 21
8181 the individual leaves the building immediately. 22

102102 OARD.—Not later than 180 days after the date of the 13
103103 enactment of this Act, the Capitol Police Board shall de-14
104104 sign, install, and operate storage lockers at external pedes-15
105105 trian entrances to each House office building, which may 16
106106 be used while an employee of the House is in the building 17
107107 to safely store a weapon which the employee brings into 18
108108 the building under section 2, and from which the employee 19
109109 may retrieve the weapon when the employee leaves the 20
110110 building. 21

112112 EGULATIONS.—The Capitol Police Board shall 22
113113 promulgate such regulations as may be required to carry 23
114114 out this section. 24

119119 5104(e)(1)(A) of title 40, United States Code, is amended 2
