A BILL 
To require an income verification platform for certain 
Federal benefit funds, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Timely and Accurate 4
Benefits Act’’. 5
SEC. 2. REQUIREMENTS OF STATES; ENHANCED INCOME 6
VERIFICATION PLATFORM REQUIRED. 7
To be eligible to receive Federal funds for a covered 8
Federal benefit program, a State, not later than 1 year 9
after the date of the enactment of this Act, shall procure, 10

contract, and use an Enhanced Income Verification Plat-1
form. 2
SEC. 3. DEFINITIONS. 3
In this Act: 4
(1) C
OVERED FEDERAL BENEFIT PROGRAM .— 5
The term ‘‘covered Federal benefit program’’ means 6
any program administered by the Federal govern-7
ment, or by a State or local government using Fed-8
eral funds, in which eligibility for benefits, or the 9
amount of benefits, is determined, in whole or in 10
part, based on the income of an individual or house-11
hold. 12
(2) E
NHANCED GROSS INCOME .—The term ‘‘en-13
hanced gross income’’ means— 14
(A) wages, salaries, tips included and not 15
included on pay stubs, and other compensation 16
from all forms of employment, including tradi-17
tional W–2 employment not provided by exist-18
ing data sources, contract work, self-employ-19
ment, and participation in the gig economy; 20
(B) unemployment compensation; 21
(C) Social Security benefits, including re-22
tirement, disability, and survivor benefits; 23
(D) Supplemental Security Income (SSI) 24
payments; 25

(E) interest and dividends; 1
(F) short-term and long-term rental in-2
come; 3
(G) royalties; 4
(H) child support and alimony payments 5
received; 6
(I) cash assistance from government pro-7
grams; 8
(J) regular or recurring gifts or contribu-9
tions from individuals or organizations; 10
(K) distributions from trusts or estates; 11
(L) any other source of income, whether 12
taxable or non-taxable, that is available to the 13
individual or household to meet their needs, as 14
determined by the Secretary; and 15
(M) other income identified and verified 16
through consumer-permissioned direct access to 17
deposit account transaction data. 18
(3) E
NHANCED INCOME VERIFICATION PLAT -19
FORM.—The term ‘‘Enhanced Income Verification 20
Platform’’ means— 21
(A) services incorporating automated, real- 22
time data matching and analytics to proactively 23
identify and verify potential instances of unre-24
ported or underreported enhanced gross income, 25

inconsistent income reporting, or other indica-1
tors of potential ineligibility or improper pay-2
ments; 3
(B) receiving and analyzing applicant- 4
permissioned deposit account transactional data 5
that identifies and verifies sources of enhanced 6
gross income not currently obtained through ex-7
isting data sources that provide for payroll, 8
new-hire and latent State and Federal tax data, 9
with the option for the claimant to review and 10
attest to the accuracy of the data; and 11
(C) the ability to identify and consolidate 12
overlapping data to avoid double-counting of fi-13
nancial records. 14
(4) S
TATE.—The term ‘‘State’’ means each of 15
the several States, the District of Columbia, and 16
each territory and possession of the United States. 17
