the United States and promote United States leadership in communica-
tions standards-setting bodies, and for other purposes.

er, in each case for consideration of such provisions as fall within the ju-
risdiction of the committee concerned 
A BILL 
To direct the Assistant Secretary of Commerce for Commu-
nications and Information to take certain actions to en-
hance the representation of the United States and pro-
mote United States leadership in communications stand-
ards-setting bodies, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Promoting United 4
States Wireless Leadership Act of 2025’’. 5

SEC. 2. REPRESENTATION AND LEADERSHIP OF UNITED 1
STATES IN COMMUNICATIONS STANDARDS- 2
SETTING BODIES. 3
(a) I
NGENERAL.—In order to enhance the represen-4
tation of the United States and promote United States 5
leadership in standards-setting bodies that set standards 6
for 5G networks and for future generations of wireless 7
communications networks, the Assistant Secretary shall, 8
in consultation with the National Institute of Standards 9
and Technology— 10
(1) equitably encourage participation by compa-11
nies and a wide variety of relevant stakeholders, but 12
not including any company or relevant stakeholder 13
that the Assistant Secretary has determined to be 14
not trusted, (to the extent such standards-setting 15
bodies allow such stakeholders to participate) in 16
such standards-setting bodies; and 17
(2) equitably offer technical expertise to compa-18
nies and a wide variety of relevant stakeholders, but 19
not including any company or relevant stakeholder 20
that the Assistant Secretary has determined to be 21
not trusted, (to the extent such standards-setting 22
bodies allow such stakeholders to participate) to fa-23
cilitate such participation. 24
(b) S
TANDARDS-SETTINGBODIES.—The standards- 25
setting bodies referred to in subsection (a) include— 26

(1) the International Organization for Stand-1
ardization; 2
(2) the voluntary standards-setting bodies that 3
develop protocols for wireless devices and other 4
equipment, such as the 3GPP and the Institute of 5
Electrical and Electronics Engineers; and 6
(3) any standards-setting body accredited by 7
the American National Standards Institute or Alli-8
ance for Telecommunications Industry Solutions. 9
(c) B
RIEFING.—Not later than 60 days after the date 10
of the enactment of this Act, the Assistant Secretary shall 11
brief the Committees on Energy and Commerce and For-12
eign Affairs of the House of Representatives and the Com-13
mittees on Commerce, Science, and Transportation and 14
Foreign Relations of the Senate on a strategy to carry 15
out subsection (a). 16
(d) D
EFINITIONS.—In this section: 17
(1) 3GPP.—The term ‘‘3GPP’’ means the 3rd 18
Generation Partnership Project. 19
(2) 5G 
NETWORK.—The term ‘‘5G network’’ 20
means a fifth-generation mobile network as de-21
scribed by 3GPP Release 15 or higher. 22
(3) A
SSISTANT SECRETARY.—The term ‘‘Assist-23
ant Secretary’’ means the Assistant Secretary of 24
Commerce for Communications and Information. 25

(4) CLOUD COMPUTING .—The term ‘‘cloud 1
computing’’ has the meaning given the term in Spe-2
cial Publication 800–145 of the National Institute of 3
Standards and Technology, entitled ‘‘The NIST Def-4
inition of Cloud Computing’’, published in Sep-5
tember 2011, or any successor publication. 6
(5) C
OMMUNICATIONS NETWORK .—The term 7
‘‘communications network’’ means any of the fol-8
lowing: 9
(A) A system enabling the transmission, 10
between or among points specified by the user, 11
of information of the user’s choosing. 12
(B) Cloud computing resources. 13
(C) A network or system used to access 14
cloud computing resources. 15
(6) N
OT TRUSTED.—The term ‘‘not trusted’’ 16
means, with respect to a company or stakeholder, 17
that the company or stakeholder is determined by 18
the Assistant Secretary to pose a threat to the na-19
tional security of the United States. In making such 20
a determination, the Assistant Secretary shall rely 21
solely on one or more of the following determina-22
tions: 23
(A) A specific determination made by any 24
executive branch interagency body with appro-25

priate national security expertise, including the 1
Federal Acquisition Security Council estab-2
lished under section 1322(a) of title 41, United 3
States Code. 4
(B) A specific determination made by the 5
Department of Commerce pursuant to Execu-6
tive Order No. 13873 (84 Fed. Reg. 22689; re-7
lating to securing the information and commu-8
nications technology and services supply chain). 9
(C) Whether a company or stakeholder 10
produces or provides covered telecommuni-11
cations equipment or services, as defined in sec-12
tion 889(f)(3) of the John S. McCain National 13
Defense Authorization Act for Fiscal Year 2019 14
(Public Law 115–232; 132 Stat. 1918). 15
