To amend title 23, United States Code, to withhold certain apportionment 
funds from the District of Columbia unless the Mayor of the District 
of Columbia removes the phrase Black Lives Matter from the street 
symbolically designated as Black Lives Matter Plaza, redesignates such 
street as Liberty Plaza, and removes such phrase from each website, 
document, and other material under the jurisdiction of the District of 
Columbia.

To amend title 23, United States Code, to withhold certain

less the Mayor of the District of Columbia removes the

MENT, AND OTHER MATERIAL UNDER THE 4
JURISDICTION OF THE DISTRICT OF COLUM-5

(a) I
NGENERAL.—Chapter 1 of title 23, United 7
States Code, is amended by adding at the end the fol-8
lowing: 9
‘‘§ 180. Redesignation of Black Lives Matter Plaza 10
and removal of Black Lives Matter 11
phrase from each website, document, and 12
other material under the jurisdiction of 13
the District of Columbia 14
‘‘(a) W
ITHHOLDING OF FUNDS FORNONCOMPLI-15
ANCE.—The Secretary shall withhold 50 percent of the 16
amount required to be apportioned to the District of Co-17
lumbia under section 104(b) on the first day of each fiscal 18
year beginning after the date of enactment of this section 19
in which the Mayor of the District of Columbia has not 20
complied with the requirements of subsection (b). 21
‘‘(b) I
NGENERAL.—To be in compliance with this 22
section, the Mayor of the District of Columbia, not later 23
than 60 days after the date of the enactment of this sec-24
tion, shall— 25

‘‘(1) remove the phrase ‘Black Lives Matter’ 1
from— 2
‘‘(A) 16th Street, N.W., between H Street, 3
N.W., and K Street, N.W., in the District of 4
Columbia (symbolically designated as ‘Black 5
Lives Matter Plaza’ under the Black Lives Mat-6
ter Plaza Designation Act of 2020 (sec. 9– 7
204.01 note, D.C. Official Code); and 8
‘‘(B) each website, document, and other 9
material under the jurisdiction of the District of 10
Columbia; and 11
‘‘(2) redesignate such street as ‘Liberty 12
Plaza’.’’. 13
(b) C
LERICALAMENDMENT.—The analysis for chap-14
ter 1 of title 23, United States Code, is amended by add-15
ing at the end the following: 16
‘‘180. Redesignation of Black Lives Matter Plaza and removal of Black Lives 
Matter phrase from each website, document, and other mate-
rial under the jurisdiction of the District of Columbia.’’.
