18	18	To amend title 38, United States Code, to provide for out-
19	19	reach requirements for Department of Veterans Affairs
20	20	training and rehabilitation programs for veterans with
21	21	service-connected disabilities, and for other purposes.
22	22	Be it enacted by the Senate and House of Representa-1
23	23	tives of the United States of America in Congress assembled, 2
24	24	SECTION 1. SHORT TITLE. 3
25	25	This Act may be cited as the ‘‘Veterans Readiness 4
26	26	and Employment Transparency Act of 2025’’. 5

35	35	ONTACTINFORMATION.—Section 3104 of 5
36	36	title 38, United States Code, is amended by adding at the 6
37	37	end the following new subsection: 7
38	38	‘‘(f) The Secretary shall establish a dedicated tele-8
39	39	phone number within the Education Call Center of the De-9
40	40	partment for calls about services provided under this chap-10
41	41	ter. Each regional office of the Department shall include, 11
42	42	on the website of the regional office, a name, telephone 12
43	43	number, and email address, through which veterans may 13
44	44	receive information about services provided under this 14
45	45	chapter.’’. 15

49	49	N GENERAL.—Chapter 31 of title 38, 17
50	50	United States Code, is amended by adding at the 18
51	51	end the following new section: 19
52	52	‘‘§ 3123. Outreach requirements 20
53	53	‘‘(a) Q
54	54	UESTION ANDANSWERSESSIONS.—The Sec-21
55	55	retary shall require each employee of the Department 22
56	56	whose responsibilities include providing counseling and 23
57	57	services under this chapter to attend a monthly question 24
58	58	and answer session with appropriate school certifying offi-25
59	59	cials. 26

63	63	‘‘(b) INFORMATIONAL BRIEFINGS.—(1) The Sec-1
64	64	retary shall require each veteran readiness and employ-2
65	65	ment counselor to provide for veterans at each educational 3
66	66	institution located in the geographic area served by the 4
67	67	Regional Office where the counselor is employed an in- 5
68	68	person briefing about services provided under this chapter. 6
69	69	‘‘(2) The Secretary may provide a briefing required 7
70	70	under paragraph (1) virtually in the case of an educational 8
71	71	institution located more than 150 miles away from the 9
72	72	headquarters of the Regional Office. 10
73	73	‘‘(c) A
74	74	NNUALREPORT.—Not later than one year 11
75	75	after the date of the enactment of this section, and annu-12
76	76	ally thereafter, the Secretary shall submit to the Commit-13
77	77	tees on Veterans’ Affairs of the Senate and House of Rep-14
78	78	resentatives a report on the extension of periods of voca-15
79	79	tional rehabilitation programs under section 3105(c) of 16
80	80	this title. Such report shall include, for the year covered 17
81	81	by the report— 18
82	82	‘‘(1) the number of veterans who requested 19
83	83	such an extension; 20
84	84	‘‘(2) the number of such requests that were ap-21
85	85	proved; and 22
86	86	‘‘(3) the number of such requests that were re-23
87	87	jected.’’. 24

91	91	(2) CLERICAL AMENDMENT .—The table of sec-1
92	92	tions at the beginning of such chapter is amended 2
93	93	by adding at the end the following new item: 3
94	94	‘‘3123. Outreach requirements.’’.
95	95	(c) EXTENSION OF ENTITLEMENTS.—Section 4
96	96	3105(c) of title 38, United States Code, is amended— 5
97	97	(1) by redesignating paragraphs (1) and (2) as 6
98	98	subparagraphs (A) and (B), respectively; 7
99	99	(2) by inserting ‘‘(1)’’ before ‘‘The Secretary’’; 8
100	100	and 9
101	101	(3) by adding at the end the following new 10
102	102	paragraph: 11
103	103	‘‘(2) If a veteran applies for an extension under 12
104	104	paragraph (1), the Secretary shall approve or reject 13
105	105	the extension by not later than 30 days after the 14
106	106	date on which the veteran submits a request for the 15
107	107	extension.’’. 16
