40 | 40 | | ties, users of working waterfronts, and coastal stake-9 |

41 | 41 | | holders to identify and address critical needs with 10 |

44 | 44 | | EMBERSHIP.—The Secretary shall ap-12 |

45 | 45 | | point members of the Task Force, and shall in-13 |

46 | 46 | | clude— 14 |

47 | 47 | | ‘‘(A) experts in the unique economic, so-15 |
---|
48 | 48 | | cial, cultural, ecological, geographic, and re-16 |

49 | 49 | | source concerns of working waterfronts; and 17 |

51 | 51 | | ‘‘(i) the Office of Coastal Management 19 |

52 | 52 | | of the National Oceanic and Atmospheric 20 |

76 | 76 | | with respect to working waterfronts in coastal 14 |
---|
77 | 77 | | states that have a management program ap-15 |
---|
78 | 78 | | proved under section 306, in the areas of— 16 |
---|
79 | 79 | | ‘‘(i) economic and cultural importance 17 |
---|
80 | 80 | | of such working waterfronts to commu-18 |
---|
81 | 81 | | nities; 19 |
---|
82 | 82 | | ‘‘(ii) changing circumstances and 20 |
---|
83 | 83 | | threats such working waterfronts face from 21 |
---|
84 | 84 | | trade barriers and environmental changes, 22 |
---|
85 | 85 | | including sea level rise, extreme weather 23 |
---|
86 | 86 | | events, ocean acidification, and harmful 24 |
---|
87 | 87 | | algal blooms; and 25 |
---|

277 | 277 | | an interest in a working waterfront; 11 |

278 | 278 | | ‘‘(ii) making improvements to a work-12 |
---|
279 | 279 | | ing waterfront, including constructing or 13 |
---|
280 | 280 | | repairing wharfs, boat ramps, or related 14 |
---|
281 | 281 | | facilities; or 15 |
---|
282 | 282 | | ‘‘(iii) carrying out necessary climate 16 |
---|
283 | 283 | | adaptation mitigation activities for a work-17 |
---|
284 | 284 | | ing waterfront; or 18 |
---|
285 | 285 | | ‘‘(B) to develop a working waterfronts plan 19 |
---|
286 | 286 | | of such eligible covered entity under subsection 20 |

312 | 312 | | UIDELINES.—The Secretary shall, in 15 |

313 | 313 | | consultation with the entities described in paragraph 16 |

314 | 314 | | (1), issue guidelines regarding the implementation of 17 |

317 | 317 | | RITERIA.—In awarding a grant to an eli-19 |

318 | 318 | | gible covered entity, the Secretary shall take into ac-20 |

321 | 321 | | significance of working waterfronts to the eligi-23 |
