1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Care Across Genera-4
2020 tions Act’’. 5

2727 Part A of title IV of the Older Americans Act of 1965 4
2828 (42 U.S.C. 3032 et seq.) is amended by adding at the end 5
2929 the following: 6
3030 ‘‘SEC. 423. COMPETITIVE GRANT PROGRAM FOR THE FUND-7
3131 ING OF MULTIGENERATIONAL PROGRAMS IN 8
3232 LONG-TERM CARE FACILITIES. 9
3333 ‘‘(a) E
3434 STABLISHMENT OF GRANTPROGRAM.—The 10
3535 Assistant Secretary shall award grants, on a competitive 11
3636 basis, to eligible entities to— 12
3737 ‘‘(1) operate a qualified child care facility with-13
3838 in the long-term care facility or contract with a 14
3939 qualified child care facility; 15
4040 ‘‘(2) coordinate multigenerational activities be-16
4141 tween the integrated qualified child care facility and 17
4242 long-term care facility; and 18
4343 ‘‘(3) build a new, or expand an existing, long- 19
4444 term care facility operated by the eligible entity for 20
4545 any of the purposes described in paragraph (1) or 21
4646 (2). 22
4747 ‘‘(b) A
4848 PPLICATION.—An entity seeking a grant under 23
4949 this section shall submit an application to the Assistant 24
5050 Secretary at such time, in such manner, and accompanied 25
5151 by such information as the Assistant Secretary may rea-26

5858 VALUATION ANDREPORT.— 3
5959 ‘‘(1) E
6060 VALUATION.—Each eligible entity receiv-4
6161 ing a grant under this section shall evaluate— 5
6262 ‘‘(A) the effectiveness of the entity in oper-6
6363 ating a qualified child care facility within an 7
6464 long-term care facility as required under sub-8
6565 section (a)(1); 9
6666 ‘‘(B) the effectiveness of the 10
6767 multigenerational activities coordinated under 11
6868 subsection (a)(2); and 12
6969 ‘‘(C) the impact on older individuals and 13
7070 children of the 14 co-location and 14
7171 multigenerational activities carried out by the 15
7272 entity. 16
7373 ‘‘(2) R
7474 EPORT.—Each eligible entity receiving a 17
7575 grant under this section shall, not later than 6 18
7676 months after the expiration of the period for which 19
7777 the grant is in effect, submit a report to the Assist-20
7878 ant Secretary containing the evaluation under para-21
7979 graph (1). 22

8181 EPORT TO CONGRESS.—Not later than 6 23
8282 months after the Assistant Secretary receives all reports 24
8383 required under subsection (c)(2), the Assistant Secretary 25

8787 shall prepare and submit to the Committee on Education 1
8888 and Labor of the House of Representatives and the Com-2
8989 mittee on Health, Education, Labor, and Pensions of the 3
9090 Senate a report that assesses the evaluations contained in 4
9191 the reports required under subsection (c)(2). The report 5
9292 required of the Assistant Secretary under this subsection 6
9393 shall include, at a minimum— 7
9494 ‘‘(1) the names and addresses of all eligible en-8
9595 tities that received grants under this section; 9
9696 ‘‘(2) a description of the methods such eligible 10
9797 entities used in operating qualified child care facili-11
9898 ties within long-term care facilities as required 12
9999 under subsection (a)(1); 13
100100 ‘‘(3) a description of the methods such eligible 14
101101 entities used in coordinating multigenerational ac-15
102102 tivities required under subsection (a)(2); 16
103103 ‘‘(4) a strategy for disseminating the findings 17
104104 resulting from the projects carried out through 18
105105 grants under this section; and 19
106106 ‘‘(5) any policy change recommendations relat-20
107107 ing to operating qualified child care facilities within 21
108108 long-term care facilities. 22

110110 EFINITIONS.—As used in this section: 23
111111 ‘‘(1) E
112112 LIGIBLE ENTITY.—The term ‘eligible en-24
113113 tity’ means an organization operating an long-term 25

118118 requirements under subsection (b). 2
119119 ‘‘(2) L
120120 ONG-TERM CARE FACILITY .—The term 3
121121 ‘long-term care facility’ means— 4
122122 ‘‘(A) any skilled nursing facility, as defined 5
123123 in section 1819(a) of the Social Security Act 6
124124 (42 U.S.C. 1395i–3(a)); 7
125125 ‘‘(B) any nursing facility, as defined in 8
126126 section 1919(a) of the Social Security Act (42 9
127127 U.S.C. 1396r(a)); 10
128128 ‘‘(C) a board and care facility; and 11
129129 ‘‘(D) any other adult care home, including 12
130130 an assisted living facility, similar to a facility or 13
131131 institution described in subparagraphs (A) 14
132132 through (C). 15
133133 ‘‘(3) M
134134 ULTIGENERATIONAL ACTIVITY .—The 16
135135 term ‘multigenerational activity’ shall have the 17
136136 meaning given such term in section 417(h)(1). 18
137137 ‘‘(4) Q
138138 UALIFIED CHILD CARE FACILITY .—The 19
139139 term ‘qualified child care facility’ means a facility— 20
140140 ‘‘(A) the principal use of which is to pro-21
141141 vide child care assistance; and 22
142142 ‘‘(B) that meets the requirements of all ap-23
143143 plicable laws and regulations of the State or 24
144144 local government in which the facility is located, 25

149149 cility as a child care facility. 2
150150 ‘‘(f) G
151151 RANTPERIODS.—Each grant awarded under 3
152152 subsection (a) shall be for a period of not less than 36 4
153153 months. 5
154154 ‘‘(g) A
155155 DDITIONALREQUIREMENTS.—An application 6
156156 submitted by an eligible entity pursuant to subsection (b) 7
157157 shall include a certification that, for purposes of infection 8
158158 control and prevention, such entity— 9
159159 ‘‘(1) conducts a screening process for all visi-10
160160 tors of such entity; and 11
161161 ‘‘(2) is in compliance with all applicable state 12
162162 and local sanitation and infection control require-13
163163 ments.’’. 14
