16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Care Across Genera-4
20	20	tions Act’’. 5

27	27	Part A of title IV of the Older Americans Act of 1965 4
28	28	(42 U.S.C. 3032 et seq.) is amended by adding at the end 5
29	29	the following: 6
30	30	‘‘SEC. 423. COMPETITIVE GRANT PROGRAM FOR THE FUND-7
31	31	ING OF MULTIGENERATIONAL PROGRAMS IN 8
32	32	LONG-TERM CARE FACILITIES. 9
33	33	‘‘(a) E
34	34	STABLISHMENT OF GRANTPROGRAM.—The 10
35	35	Assistant Secretary shall award grants, on a competitive 11
36	36	basis, to eligible entities to— 12
37	37	‘‘(1) operate a qualified child care facility with-13
38	38	in the long-term care facility or contract with a 14
39	39	qualified child care facility; 15
40	40	‘‘(2) coordinate multigenerational activities be-16
41	41	tween the integrated qualified child care facility and 17
42	42	long-term care facility; and 18
43	43	‘‘(3) build a new, or expand an existing, long- 19
44	44	term care facility operated by the eligible entity for 20
45	45	any of the purposes described in paragraph (1) or 21
46	46	(2). 22
47	47	‘‘(b) A
48	48	PPLICATION.—An entity seeking a grant under 23
49	49	this section shall submit an application to the Assistant 24
50	50	Secretary at such time, in such manner, and accompanied 25
51	51	by such information as the Assistant Secretary may rea-26

55	55	sonably require; and in accordance the requirements speci-1
56	56	fied in subsection (g). 2
57	57	‘‘(c) E
58	58	VALUATION ANDREPORT.— 3
59	59	‘‘(1) E
60	60	VALUATION.—Each eligible entity receiv-4
61	61	ing a grant under this section shall evaluate— 5
62	62	‘‘(A) the effectiveness of the entity in oper-6
63	63	ating a qualified child care facility within an 7
64	64	long-term care facility as required under sub-8
65	65	section (a)(1); 9
66	66	‘‘(B) the effectiveness of the 10
67	67	multigenerational activities coordinated under 11
68	68	subsection (a)(2); and 12
69	69	‘‘(C) the impact on older individuals and 13
70	70	children of the 14 co-location and 14
71	71	multigenerational activities carried out by the 15
72	72	entity. 16
73	73	‘‘(2) R
74	74	EPORT.—Each eligible entity receiving a 17
75	75	grant under this section shall, not later than 6 18
76	76	months after the expiration of the period for which 19
77	77	the grant is in effect, submit a report to the Assist-20
78	78	ant Secretary containing the evaluation under para-21
79	79	graph (1). 22
80	80	‘‘(d) R
81	81	EPORT TO CONGRESS.—Not later than 6 23
82	82	months after the Assistant Secretary receives all reports 24
83	83	required under subsection (c)(2), the Assistant Secretary 25

87	87	shall prepare and submit to the Committee on Education 1
88	88	and Labor of the House of Representatives and the Com-2
89	89	mittee on Health, Education, Labor, and Pensions of the 3
90	90	Senate a report that assesses the evaluations contained in 4
91	91	the reports required under subsection (c)(2). The report 5
92	92	required of the Assistant Secretary under this subsection 6
93	93	shall include, at a minimum— 7
94	94	‘‘(1) the names and addresses of all eligible en-8
95	95	tities that received grants under this section; 9
96	96	‘‘(2) a description of the methods such eligible 10
97	97	entities used in operating qualified child care facili-11
98	98	ties within long-term care facilities as required 12
99	99	under subsection (a)(1); 13
100	100	‘‘(3) a description of the methods such eligible 14
101	101	entities used in coordinating multigenerational ac-15
102	102	tivities required under subsection (a)(2); 16
103	103	‘‘(4) a strategy for disseminating the findings 17
104	104	resulting from the projects carried out through 18
105	105	grants under this section; and 19
106	106	‘‘(5) any policy change recommendations relat-20
107	107	ing to operating qualified child care facilities within 21
108	108	long-term care facilities. 22

110	110	EFINITIONS.—As used in this section: 23
111	111	‘‘(1) E
112	112	LIGIBLE ENTITY.—The term ‘eligible en-24
113	113	tity’ means an organization operating an long-term 25

118	118	requirements under subsection (b). 2
119	119	‘‘(2) L
120	120	ONG-TERM CARE FACILITY .—The term 3
121	121	‘long-term care facility’ means— 4
122	122	‘‘(A) any skilled nursing facility, as defined 5
123	123	in section 1819(a) of the Social Security Act 6
124	124	(42 U.S.C. 1395i–3(a)); 7
125	125	‘‘(B) any nursing facility, as defined in 8
126	126	section 1919(a) of the Social Security Act (42 9
127	127	U.S.C. 1396r(a)); 10
128	128	‘‘(C) a board and care facility; and 11
129	129	‘‘(D) any other adult care home, including 12
130	130	an assisted living facility, similar to a facility or 13
131	131	institution described in subparagraphs (A) 14
132	132	through (C). 15
133	133	‘‘(3) M
134	134	ULTIGENERATIONAL ACTIVITY .—The 16
135	135	term ‘multigenerational activity’ shall have the 17
136	136	meaning given such term in section 417(h)(1). 18
137	137	‘‘(4) Q
138	138	UALIFIED CHILD CARE FACILITY .—The 19
139	139	term ‘qualified child care facility’ means a facility— 20
140	140	‘‘(A) the principal use of which is to pro-21
141	141	vide child care assistance; and 22
142	142	‘‘(B) that meets the requirements of all ap-23
143	143	plicable laws and regulations of the State or 24
144	144	local government in which the facility is located, 25

149	149	cility as a child care facility. 2
150	150	‘‘(f) G
151	151	RANTPERIODS.—Each grant awarded under 3
152	152	subsection (a) shall be for a period of not less than 36 4
153	153	months. 5
154	154	‘‘(g) A
155	155	DDITIONALREQUIREMENTS.—An application 6
156	156	submitted by an eligible entity pursuant to subsection (b) 7
157	157	shall include a certification that, for purposes of infection 8
158	158	control and prevention, such entity— 9
159	159	‘‘(1) conducts a screening process for all visi-10
160	160	tors of such entity; and 11
161	161	‘‘(2) is in compliance with all applicable state 12
162	162	and local sanitation and infection control require-13
163	163	ments.’’. 14
