To direct the Secretary of Veterans Affairs and the Comp-
troller General of the United States to report on certain 
funding shortfalls in the Department of Veterans Affairs. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. FUNDING SHORTFALLS IN CERTAIN ADMINIS-3
TRATIONS OF THE DEPARTMENT OF VET-4
ERANS AFFAIRS: REVIEW; REPORT. 5
(a) GAO R
EVIEW.— 6
(1) R
EVIEW REQUIRED .—Not later than 30 7
days after the date of the enactment of this Act, the 8
Comptroller General of the United States shall begin 9

a review regarding the circumstances surrounding, 1
and the causes of— 2
(A) the shortfall in the funding of the Vet-3
erans Benefits Administration for fiscal year 4
2024; and 5
(B) the expected shortfall in the funding of 6
the Veterans Health Administration in fiscal 7
year 2025. 8
(2) E
LEMENTS.—The review under this sub-9
section shall include the following elements: 10
(A) A comparison of monthly obligations 11
and expenditures in relevant accounts against 12
the spending plan of the Department of Vet-13
erans Affairs. 14
(B) Any transfers between accounts de-15
scribed in subparagraph (A). 16
(C) The reasons for any significant diver-17
sions of obligations or expenditures from such 18
spending plan. 19
(D) An analysis of the accuracy of any 20
projections or estimates relevant to diversions 21
described in subparagraph (C). 22
(E) Remedial actions the Secretary of Vet-23
erans Affairs may take— 24

(i) to improve the accuracy of sup-1
porting information submitted under sec-2
tion 1105(a) of title 31, United States 3
Code, with respect to the Department; and 4
(ii) to prevent funding shortfalls for 5
the Department. 6
(3) R
EPORT.—Not later than 30 days after 7
completing such review, the Comptroller General 8
shall submit to the Secretary of Veterans Affairs a 9
written report containing the results and findings of 10
such review. 11
(b) R
EPORT OF THESECRETARY OFVETERANSAF-12
FAIRS.—Not later than 30 days after the Secretary of Vet-13
erans Affairs receives the report of the Comptroller Gen-14
eral under subsection (a), the Secretary shall submit such 15
report to the appropriate congressional committees. 16
(c) A
PPROPRIATECONGRESSIONALCOMMITTEESDE-17
FINED.—In this section, the term ‘‘appropriate congres-18
sional committees’’ means— 19
(1) the Committees on Veterans’ Affairs of the 20
House of Representatives and the Senate; and 21
(2) the Committees on Appropriations of the 22
House of Representatives and the Senate. 23
