A BILL
To require the Secretary of Agriculture to convey certain
lands within the Apache-Sitgreaves National Forest, and
for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Apache County and 4
Navajo County Conveyance Act of 2025’’. 5
SEC. 2. CONVEYANCE OF CERTAIN LAND WITHIN THE 6
APACHE-SITGREAVES NATIONAL FORESTS TO 7
NAVAJO COUNTY, ARIZONA. 8
(a) D
EFINITIONS.—In this section: 9

(1) COUNTY.—The term ‘‘County’’ means Nav-1
ajo County, Arizona. 2
(2) M
AP.—The term ‘‘map’’ means the map en-3
titled ‘‘Pinedale Cemetery Expansion’’ and dated 4
May 23, 2022. 5
(3) S
ECRETARY.—The term ‘‘Secretary’’ means 6
the Secretary of Agriculture, acting through the 7
Chief of the Forest Service. 8
(b) C
ONVEYANCEREQUIRED.—Subject to this sec-9
tion, if the County submits to the Secretary a written re-10
quest for conveyance of the property described in sub-11
section (c)(1) not later than 180 days after the date of 12
enactment of this Act, the Secretary shall convey to the 13
County all right, title, and interest of the United States 14
in and to the property described in subsection (c)(1). 15
(c) P
ROPERTYDESCRIBED.— 16
(1) I
N GENERAL.—The property referred to in 17
subsection (b) is— 18
(A) the parcel of real property, including 19
all land and improvements, generally depicted 20
as ‘‘Exist. Cemetery’’ on the map, consisting of 21
approximately 2.5 acres of National Forest Sys-22
tem land located in the Apache-Sitgreaves Na-23
tional Forests in Arizona; and 24

(B) the parcel of real property, including 1
all land and improvements, generally depicted 2
as ‘‘Proposed Expansion’’ on the map, con-3
sisting of approximately 2.5 acres of National 4
Forest System land located in the Apache- 5
Sitgreaves National Forests in Arizona. 6

INOR ERRORS.—The Secretary may 8
correct minor errors in the map. 9
(B) A
VAILABILITY.—A copy of the map 10
shall be on file and available for public inspec-11
tion in the appropriate offices of the Forest 12
Service. 13
(3) S
URVEY.—The exact acreage and legal de-14
scription of the National Forest System land to be 15
conveyed under subsection (b) shall be determined 16
by a survey satisfactory to the Secretary. 17
(d) T
ERMS AND CONDITIONS.—The conveyance 18
under subsection (b) shall— 19
(1) be subject to valid existing rights; 20
(2) be made without consideration; 21
(3) be made by quitclaim deed; 22
(4) not be subject to section 120(h) of the Com-23
prehensive Environmental Response, Compensation, 24
and Liability Act of 1980 (42 U.S.C. 9620(h)); and 25

(5) be subject to any other terms and condi-1
tions as the Secretary considers appropriate to pro-2
tect the interests of the United States. 3
(e) C
OSTS OFCONVEYANCE.—As a condition of the 4
conveyance under subsection (b), the County shall pay all 5
costs associated with the conveyance, including the cost 6
of— 7
(1) a survey, if necessary, under subsection 8
(c)(3); and 9
(2) any environmental analysis and resource 10
surveys required by Federal law. 11
(f) R
EQUIREDUSE ASCEMETERY.—The property 12
conveyed to the County under subsection (b) shall be used 13
by the County as a cemetery. 14
(g) R
EVERSION.—If the property conveyed under 15
subsection (b) is used in a manner that is inconsistent 16
with the requirement of subsection (f), all right, title, and 17
interest in and to the property shall revert to the United 18
States. 19

APACHE-SITGREAVES NATIONAL FORESTS TO 21
APACHE COUNTY, ARIZONA. 22

titled ‘‘Exhibit, Alpine Cemetery Townsite’’ and 2
dated October, 2019. 3

the Secretary of Agriculture, acting through the 5
Chief of the Forest Service. 6
(b) C
ONVEYANCEREQUIRED.—Subject to this sec-7
tion, if the County submits to the Secretary a written re-8

enactment of this Act, the Secretary shall convey to the 11
