1919 tives of the United States of America in Congress assembled, 2
2020 SECTION 1. PILOT PROGRAM. 3
2121 (a) E
2222 STABLISHMENT.—Not later than one year after 4
2323 the date of the enactment of this Act, the Secretary of 5
2424 Homeland Security shall establish a pilot program, for a 6
2525 period not to exceed one year, to— 7

2929 (1) in consultation with representatives of the 1
3030 automotive sale and rental industry, develop a uni-2
3131 form standard for the type of information collected 3
3232 by rental agencies and the type of information used 4
3333 in submitting suspicious activity reports; 5
3434 (2) provide operators with a threat assessment 6
3535 prepared by the Undersecretary of Homeland Secu-7
3636 rity for Intelligence and Analysis regarding the ter-8
3737 rorism threat of large vehicles; 9
3838 (3) distribute guidance for improving the sus-10
3939 picious activity reporting process, including training 11
4040 for designated employees to better identify sus-12
4141 picious activity; 13
4242 (4) provide technical assistance to operators to 14
4343 better access suspicious activity reports; and 15
4444 (5) if determined necessary by the Secretary, 16
4545 establish a procedure for checking information 17
4646 against a designated watch list that does not contain 18
4747 any classified information, and for dealers and rent-19
4848 al companies to provide notice of a sale or rental to 20
4949 the Federal Bureau of Investigation. 21

5353 ILOT PROGRAM.—Not later than 120 days 23
5454 after the date of establishment of the pilot program 24
5555 under subsection (a) and every 120 days thereafter 25

6262 jointly submit to Congress a report on the pilot pro-4
6363 gram, including the following: 5
6464 (A) An assessment of the impact of the 6
6565 pilot program on privacy and civil liberties. 7
6666 (B) A description of the effect that perma-8
6767 nent implementation of the pilot program would 9
6868 have on efforts to protect the United States 10
6969 against terrorist attacks. 11

7171 TUDY.—Not later than 18 months after 12
7272 the date of the enactment of this Act, the Secretary 13
7373 of Homeland Security shall submit to Congress a 14
7474 study examining how to work with rental car and 15
7575 ride sharing companies (such as through peer to 16
7676 peer apps) to identify risks and threats of terrorist 17
7777 attacks. 18

7979 XEMPTIONFROMLIABILITY.—A dealer or rent-19
8080 al company shall not be liable for any action taken in ac-20
8181 cordance with this pilot program under this section. 21

8585 OVERED RENTAL VEHICLE .—The term 23
8686 ‘‘covered rental vehicle’’ means a truck, tractor, 24
