14	14	To direct the Secretary of Homeland Security to carry out
15	15	a pilot program for the prevention and mitigation of
16	16	acts of terrorism using motor vehicles, and for other
17	17	purposes.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. PILOT PROGRAM. 3
21	21	(a) E
22	22	STABLISHMENT.—Not later than one year after 4
23	23	the date of the enactment of this Act, the Secretary of 5
24	24	Homeland Security shall establish a pilot program, for a 6
25	25	period not to exceed one year, to— 7

29	29	(1) in consultation with representatives of the 1
30	30	automotive sale and rental industry, develop a uni-2
31	31	form standard for the type of information collected 3
32	32	by rental agencies and the type of information used 4
33	33	in submitting suspicious activity reports; 5
34	34	(2) provide operators with a threat assessment 6
35	35	prepared by the Undersecretary of Homeland Secu-7
36	36	rity for Intelligence and Analysis regarding the ter-8
37	37	rorism threat of large vehicles; 9
38	38	(3) distribute guidance for improving the sus-10
39	39	picious activity reporting process, including training 11
40	40	for designated employees to better identify sus-12
41	41	picious activity; 13
42	42	(4) provide technical assistance to operators to 14
43	43	better access suspicious activity reports; and 15
44	44	(5) if determined necessary by the Secretary, 16
45	45	establish a procedure for checking information 17
46	46	against a designated watch list that does not contain 18
47	47	any classified information, and for dealers and rent-19
48	48	al companies to provide notice of a sale or rental to 20
49	49	the Federal Bureau of Investigation. 21

51	51	EPORTS TOCONGRESS.— 22

53	53	ILOT PROGRAM.—Not later than 120 days 23
54	54	after the date of establishment of the pilot program 24
55	55	under subsection (a) and every 120 days thereafter 25

59	59	until the conclusion of the pilot program, the Sec-1
60	60	retary of Homeland Security and the Administrator 2
61	61	of the Transportation Security Administration shall 3
62	62	jointly submit to Congress a report on the pilot pro-4
63	63	gram, including the following: 5
64	64	(A) An assessment of the impact of the 6
65	65	pilot program on privacy and civil liberties. 7
66	66	(B) A description of the effect that perma-8
67	67	nent implementation of the pilot program would 9
68	68	have on efforts to protect the United States 10
69	69	against terrorist attacks. 11
70	70	(2) S
71	71	TUDY.—Not later than 18 months after 12
72	72	the date of the enactment of this Act, the Secretary 13
73	73	of Homeland Security shall submit to Congress a 14
74	74	study examining how to work with rental car and 15
75	75	ride sharing companies (such as through peer to 16
76	76	peer apps) to identify risks and threats of terrorist 17
77	77	attacks. 18

79	79	XEMPTIONFROMLIABILITY.—A dealer or rent-19
80	80	al company shall not be liable for any action taken in ac-20
81	81	cordance with this pilot program under this section. 21

83	83	EFINITIONS.—In this section: 22
84	84	(1) C
85	85	OVERED RENTAL VEHICLE .—The term 23
86	86	‘‘covered rental vehicle’’ means a truck, tractor, 24
