33	33	This Act may be cited as the ‘‘Stop China’s Contin-2
34	34	uous Purchase of Land Act’’ or the ‘‘Stop CCP Land 3
35	35	Act’’. 4
36	36	SEC. 2. RESTRICTING THE PURCHASE OF AGRICULTURAL 5
37	37	LAND BY FOREIGN PERSONS. 6

39	39	LIGIBILITYTORECEIVECOVEREDPROGRAM 7

41	41	UNDS.—Beginning on the date that is 1 year after the 8
42	42	date of the enactment of this Act, a State may not receive 9
43	43	covered program funds unless that State has in effect a 10
44	44	State law— 11
45	45	(1) prohibiting each covered foreign country (or 12
46	46	a person acting on behalf of a covered foreign coun-13
47	47	try) from purchasing agricultural land in the State; 14
48	48	and 15
49	49	(2) requiring that persons from a covered for-16
50	50	eign country that hold agricultural land in the State 17
51	51	prior to the date of the enactment of the State law 18
52	52	described in paragraph (1) annually submit a report 19
53	53	to the State department of agriculture (or equiva-20
54	54	lent) with respect to such agricultural holdings. 21

59	59	Not later than 1 year after the date of the enact-24
60	60	ment of this Act, the Secretary of Agriculture shall 25
61	61	submit to Congress a report on how the Agricultural 26

66	66	U.S.C. 3501 et seq.) should be updated to ensure 2
67	67	accurate documentation and monitoring of foreign 3
68	68	investment in agricultural land. 4

70	70	REPORT.—Not later than 90 days 5
71	71	after the date of the enactment of this Act, the 6
72	72	Comptroller General of the United States shall sub-7
73	73	mit to Congress a report that includes— 8
74	74	(A) an assessment of the impact of this 9
75	75	Act with respect to national security; and 10
76	76	(B) any measures that can be taken to bet-11
77	77	ter secure real estate in the United States from 12
78	78	foreign manipulation. 13

80	80	EFINITIONS.—In this section: 14

82	82	TERMS.—The terms ‘‘agricultural 15
83	83	land’’ and ‘‘foreign person’’ have the meanings given 16
84	84	those terms in section 9 of the Agricultural Foreign 17
85	85	Investment Disclosure Act of 1978 (7 U.S.C. 3508). 18
