A BILL 
To require income from the first year of an apprenticeship 
to be disregarded in determining eligibility for assistance 
under the program of block grants to States for tem-
porary assistance for needy families. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Apprenticeship Oppor-4
tunity Act’’. 5

SEC. 2. REQUIREMENT TO DISREGARD INCOME FROM 1
FIRST YEAR OF AN APPRENTICESHIP IN DE-2
TERMINING ELIGIBILITY FOR ASSISTANCE 3
UNDER THE TANF PROGRAM. 4
(a) R
EQUIREMENT.—Section 408(a) of the Social Se-5
curity Act (42 U.S.C. 608(a)) is amended by adding at 6
the end the following: 7
‘‘(13) R
EQUIREMENT TO DISREGARD INCOME 8
FROM 1ST YEAR OF AN APPRENTICESHIP IN DETER -9
MINING ELIGIBILITY FOR ASSISTANCE .—A State to 10
which a grant is made under section 403 shall dis-11
regard all income received on account of the 1st year 12
of an apprenticeship registered under the Act of Au-13
gust 16, 1937 (commonly known as the ‘National 14
Apprenticeship Act’; 50 Stat. 664, chapter 663; 29 15
U.S.C. 50 et seq.), in determining the eligibility of 16
the recipient for assistance under the State program 17
funded under this part.’’. 18
(b) P
ENALTY FOR VIOLATION.—Section 409(a) of 19
such Act (42 U.S.C. 609(a)) is amended by adding at the 20
end the following: 21
‘‘(17) P
ENALTY FOR NOT DISREGARDING IN -22
COME FROM 1ST YEAR OF AN APPRENTICESHIP IN 23
DETERMINING ELIGIBILITY FOR ASSISTANCE .—If 24
the Secretary determines that a State to which a 25
grant is made under section 403 in a fiscal year has 26

violated section 408(a)(13) during the fiscal year, 1
the Secretary shall reduce the grant payable to the 2
State under section 403(a)(1) for the immediately 3
succeeding fiscal year by an amount equal to 1 per-4
cent of the State family assistance grant.’’. 5
(c) E
FFECTIVEDATE.—The amendments made by 6
this section shall take effect on the 1st day of the 1st Fed-7
eral fiscal year that begins after the date of the enactment 8
of this Act. 9
