To direct the Secretary of Defense to submit to Congress 
reports on the feasibility of installing traffic alert and 
collision avoidance systems and automatic dependent sur-
veillance-broadcast IN capabilities in all military rotary- 
wing aircraft, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Military Helicopter 4
Training Safety Act of 2025’’. 5

SEC. 2. REPORT ON FEASIBILITY OF INSTALLING TRAFFIC 1
ALERT AND COLLISION AVOIDANCE SYSTEMS 2
IN ALL MILITARY ROTARY-WING AIRCRAFT. 3
(a) I
NGENERAL.—Not later than 90 days after the 4
date of the enactment of this Act, the Secretary of Defense 5
shall submit to Congress a report on the feasibility of in-6
stalling a traffic alert and collision avoidance system in 7
each military rotary-wing aircraft. Such report shall in-8
clude— 9
(1) an analysis of the cost associated with in-10
stalling a traffic alert and collision avoidance system 11
in each military rotary-wing aircraft; 12
(2) an analysis of the effect of installing such 13
systems in such aircraft on the safety of civilian air-14
space; 15
(3) an identification of any changes to the con-16
figuration of the cockpit of such aircraft that would 17
be necessary in order to install such systems; 18
(4) any implications the installation of such sys-19
tems would have for combat, training, or domestic 20
security operations; and 21
(5) if the Secretary determines that the instal-22
lation of such systems in such aircraft is not fea-23
sible, recommendations regarding similar systems or 24
capabilities that could be installed instead. 25

(b) TRAFFICALERT AND COLLISIONAVOIDANCE 1

YSTEMDEFINED.—In this section, the term ‘‘traffic 2
alert and collision avoidance system’’ means a collision 3
avoidance system in compliance with section 121.356 of 4
title 14, Code of Federal Regulations, or any successor 5
regulation. 6
SEC. 3. REPORT ON FEASIBILITY OF INSTALLING AUTO-7
MATIC DEPENDENT SURVEILLANCE–BROAD-8
CAST IN CAPABILITIES IN ALL MILITARY RO-9
TARY-WING AIRCRAFT. 10
Not later than 90 days after the date of the enact-11
ment of this Act, the Secretary of Defense shall submit 12
to Congress a report on the feasibility of installing auto-13
matic dependent surveillance–broadcast IN capability in 14
each military rotary-wing aircraft. Such report shall in-15
clude— 16
(1) an analysis of the cost associated with in-17
stalling automatic dependent surveillance–broadcast 18
IN capability in each military rotary-wing aircraft; 19
(2) an analysis of the effect of installing such 20
capabilities in such aircraft on the safety of civilian 21
airspace; 22
(3) an identification of any changes to the con-23
figuration of the cockpit of such aircraft that would 24
be necessary in order to install such capabilities; 25
