To prohibit any entity that receives Federal funds from
the COVID relief packages from mandating employees
receive a COVID–19 vaccine, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. COVID RELIEF PACKAGE FUNDING RESTRIC-3
TION. 4
(a) F
UNDINGRESTRICTION.—Any entity that re-5
ceives Federal funds from a COVID relief package may 6
not mandate that any employee of such entity receives a 7
COVID–19 vaccine. 8

(b) RETURN OFFUNDS.—Any entity that is in viola-1
tion of subsection (a) shall return any funds received from 2
the COVID relief package to the Federal Government. 3

ELIEFPACKAGEDEFINED.—In this 4
section, the term ‘‘COVID relief package’’ means any of 5
the following: 6
(1) CARES Act (Public Law 116–136). 7
(2) Coronavirus Preparedness and Response 8
Supplemental Appropriations Act, 2020 (Public Law 9
116–123). 10
(3) Families First Coronavirus Response Act 11
(Public Law 116–127). 12
(4) Paycheck Protection Program and Health 13
Care Enhancement Act (Public Law 116–139). 14
(5) Consolidated Appropriations Act, 2021 15
(Public Law 116–260). 16
(6) American Rescue Plan Act of 2021 (Public 17
