To amend the Mineral Leasing Act to provide for 
commingling. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. COMMINGLING UNDER MINERAL LEASING ACT. 3
Section 17 of the Mineral Leasing Act (30 U.S.C. 4
226) is amended— 5
(1) by redesignating subsections (h) through (q) 6
as subsections (i) through (r), respectively; and 7
(2) by inserting after subsection (g) the fol-8
lowing: 9

OMMINGLING.—To promote and allow for the 10
minimization of surface disturbing activities, the Secretary 11

of the Interior shall approve applications allowing for the 1
commingling of production from two or more sources (in-2
cluding oil and gas leases, unit participating areas, 3
communitized areas, or non-Federal or non-Indian prop-4
erties) before production reaches the point of royalty 5
measurement regardless of ownership, the royalty rates or 6
the number or percentage of acres for each such source. 7
Provided that the applicant agrees to either install meas-8
urement devices for each source or utilize an allocation 9
meter or method that achieves volume measurement un-10
certainly levels within plus or minus 2 percent during the 11
production phase reported on a monthly basis.’’. 12
