1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Sanctuary City Ac-4
2020 countability Act’’. 5
2121 SEC. 2. PRIVATE ENFORCEMENT OF IMMIGRATION LAWS. 6
2222 Title I of the Immigration and Nationality Act (8 7
2323 U.S.C. 1101 et seq.) is amended by adding at the end 8
2424 the following new section: 9

2828 ‘‘SEC. 107. PRIVATE RIGHT OF ACTION. 1

3030 NGENERAL.—Any individual who is a national 2
3131 of the United States may bring a civil action in an appro-3
3232 priate district court of the United States against a sanc-4
3333 tuary jurisdiction in which an alien was located if that 5
3434 alien commits a crime against that individual, or an imme-6
3535 diate family member of that individual, in the sanctuary 7
3636 jurisdiction, or in any other jurisdiction to which the alien 8
3737 later relocates, for such injunctive relief or compensatory 9
3838 damages as may be appropriate. 10
3939 ‘‘(b) L
4040 IMITATION ONLIABILITY.—A unit of local gov-11
4141 ernment may not be held liable under this section for en-12
4242 forcing or implementing a law, ordinance, regulation, reso-13
4343 lution, policy, or other practice imposed by the State in 14
4444 which the unit of local government is located. 15
4545 ‘‘(c) S
4646 ANCTUARYJURISDICTIONDEFINED.—In this 16
4747 section, the term ‘sanctuary jurisdiction’ means any State 17
4848 or unit of local government that has laws, ordinances, reg-18
4949 ulations, resolutions, policies, or other practices that ob-19
5050 struct immigration enforcement and shield criminals from 20
5151 U.S. Immigration and Customs Enforcement, including 21
5252 by— 22
5353 ‘‘(1) refusing to or prohibiting agencies from 23
5454 complying with U.S. Immigration and Customs En-24
5555 forcement detainers; 25
