retary of Veterans Affairs to recognize nurse registries
for purposes of the Veterans Community Care Program,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Veterans Homecare 4
Choice Act of 2025’’. 5

SEC. 2. RECOGNITION OF NURSE REGISTRIES FOR PUR-1
POSES OF VETERANS COMMUNITY CARE PRO-2
GRAM. 3
Section 1703 of title 38, United States Code, is 4
amended— 5
(1) in subsection (c)— 6
(A) by redesignating paragraph (5) as 7
paragraph (6); and 8
(B) by inserting after paragraph (4) the 9
following new paragraph: 10
‘‘(5) Any nurse registry, including any reg-11
istered nurse, licensed practical nurse, certified nurs-12
ing assistant, home health aide, companion, or 13
homemaker furnishing services through a nurse reg-14
istry.’’; and 15
(2) in subsection (q), by adding at the end the 16
following new paragraph: 17
‘‘(3) The term ‘nurse registry’ means a person 18
that— 19
‘‘(A) procures, or attempts to procure, con-20
tracts or other agreements on behalf of reg-21
istered nurses, licensed practical nurses, cer-22
tified nursing assistants, home health aides, 23
companions, or homemakers, under which such 24
individuals may provide health care-related or 25
assistive services (including such services pro-26

vided directly to patients or in support of health 1
care facilities) and receive compensation for 2
such services; and 3
‘‘(B) satisfies any applicable State licen-4
sure requirement.’’. 5
