19	19	To direct the Secretary of Veterans Affairs and the Secretary
20	20	of Defense to furnish stellate ganglion block to veterans
21	21	and members of the Armed Forces with post-traumatic
22	22	stress disorder, and for other purposes.
23	23	Be it enacted by the Senate and House of Representa-1
24	24	tives of the United States of America in Congress assembled, 2
25	25	SECTION 1. SHORT TITLE. 3
26	26	This Act may be cited as the ‘‘Treatment and Relief 4
27	27	through Emerging and Accessible Therapy for PTSD Act’’ 5
28	28	or the ‘‘TREAT PTSD Act’’. 6

39	39	N GENERAL.—Subchapter II of chapter 17 6
40	40	of title 38, United States Code, is amended by add-7
41	41	ing at the end the following new section: 8
42	42	‘‘§ 1720M. Provision of stellate ganglion block for cer-9
43	43	tain veterans 10
44	44	‘‘(a) I
45	45	NGENERAL.—The Secretary shall furnish stel-11
46	46	late ganglion block to any veteran who— 12
47	47	‘‘(1) is enrolled in the patient enrollment sys-13
48	48	tem under section 1705 of this title; 14
49	49	‘‘(2) has been diagnosed with post-traumatic 15
50	50	stress disorder; and 16
51	51	‘‘(3) has elected to receive stellate ganglion 17
52	52	block after being informed by a qualified health care 18
53	53	provider of the risks and benefits of stellate ganglion 19
54	54	block. 20
55	55	‘‘(b) P
56	56	ROVISION OFCARE.—The Secretary may fur-21
57	57	nish stellate ganglion block under subsection (a) through 22
58	58	a medical facility of the Department or through a health 23
59	59	care provider specified in section 1703(c) of this title.’’. 24

62	62	tents at the beginning of chapter 17 of title 38, 26

75	75	United States Code, is amended by inserting after 7
76	76	section 1074o the following new section: 8
77	77	‘‘§ 1074p. Provision of stellate ganglion block for cer-9
78	78	tain members 10
79	79	‘‘(a) I
80	80	NGENERAL.—The Secretary shall furnish stel-11
81	81	late ganglion block to any member of the Armed Forces 12
82	82	(including the reserve components) who is performing or 13
83	83	has performed active service and who— 14
84	84	‘‘(1) is enrolled in the TRICARE program 15
85	85	under chapter 55 of this title; 16
86	86	‘‘(2) has been diagnosed with post-traumatic 17
87	87	stress disorder; and 18
88	88	‘‘(3) has elected to receive stellate ganglion 19
89	89	block after being informed by a qualified health care 20
90	90	provider of the risks and benefits of stellate ganglion 21
91	91	block. 22

105	105	the item relating to section 1074o the following new 6

108	108	(c) UPDATE OFJOINTCLINICALPRACTICEGUIDE-8
109	109	LINE.— 9

111	111	PDATE OF GUIDELINE .—Not later than 10
112	112	180 days after the date of the enactment of this Act, 11
113	113	the Secretary of Veterans Affairs and the Secretary 12
114	114	of Defense shall update the guideline published 13
115	115	jointly by the Secretaries and titled the ‘‘VA/DOD 14
116	116	Clinical Practice Guideline (CPG) for the Manage-15
117	117	ment of PTSD’’ (or such successor guideline) to en-16
118	118	sure the guideline— 17
119	119	(A) reflects the availability of stellate gan-18
120	120	glion block as a therapy option; and 19
121	121	(B) includes information on the clinical in-20
122	122	dicators and contraindicators for such therapy 21
123	123	option. 22

125	125	OTIFICATION.—Upon updating the guide-23
126	126	line under paragraph (1), the Secretaries shall notify 24

133	133	PPROPRIATE CONGRESSIONAL COMMIT -3
134	134	TEES DEFINED.—In this subsection, the term ‘‘ap-4
135	135	propriate congressional committees’’ means— 5
136	136	(A) the congressional defense committees 6
137	137	(as such term is defined in section 101 of title 7
138	138	10, United States Code); and 8
139	139	(B) the Committees on Veterans’ Affairs of 9
140	140	the House of Representatives and the Senate. 10

142	142	FFECTIVEDATE.—The amendments made by 11
143	143	subsections (a) and (b) shall take effect on the date that 12
144	144	is 180 days after the date of the enactment of this Act. 13
