40	40	SECTION 1. SHORT TITLE. 1
41	41	This Act may be cited as the ‘‘Mamas and Babies 2
42	42	in Underserved Communities Act of 2025’’. 3
43	43	SEC. 2. GRANTS TO EXPAND AND IMPROVE MATERNAL 4
44	44	HEALTH CARE SERVICES IN UNDERSERVED 5
45	45	COMMUNITIES. 6
46	46	Title III of the Public Health Service Act (42 U.S.C. 7
47	47	241 et seq.) is amended by inserting after section 317K 8
48	48	of such Act (247b–12) the following: 9
49	49	‘‘SEC. 317K–1. GRANTS TO EXPAND AND IMPROVE MATER-10
50	50	NAL HEALTH CARE SERVICES IN UNDER-11
51	51	SERVED COMMUNITIES. 12
52	52	‘‘(a) I
53	53	NGENERAL.—The Secretary shall award 13
54	54	grants to eligible entities— 14
55	55	‘‘(1) to expand maternal health care services, 15
56	56	including prenatal care, postnatal care for infants, 16
57	57	and postpartum care for mothers; 17
58	58	‘‘(2) to improve the quality of such services; 18
59	59	‘‘(3) to improve health outcomes for women and 19
60	60	infants receiving such services; and 20
61	61	‘‘(4) to reduce disparities in access to care, in 21
62	62	the quality of services received, and in health out-22
63	63	comes for women and infants in need of such serv-23
64	64	ices. 24
65	65	‘‘(b) E
66	66	LIGIBLEENTITIES.—In this section, the term 25
67	67	‘eligible entity’ means a public or nonprofit private health 26

71	71	care provider that serves one or more minority, low-in-1
72	72	come, or medically underserved communities. 2
73	73	‘‘(c) P
74	74	RIORITY.—In awarding grants under this sec-3
75	75	tion, the Secretary shall give priority to eligible entities 4
76	76	that, as determined by the Secretary— 5
77	77	‘‘(1) primarily serve minority, low-income, or 6
78	78	medically underserved communities; 7
79	79	‘‘(2) are led by individuals who have lived, were 8
80	80	educated, or currently reside in the communities 9
81	81	served; and 10
82	82	‘‘(3) are geographically located in the commu-11
83	83	nities served. 12
84	84	‘‘(d) C
85	85	ONDITIONS FOR RECEIVINGGRANTS.—As a 13
86	86	condition on receipt of a grant under this section, an eligi-14
87	87	ble entity shall agree— 15
88	88	‘‘(1) to provide the health care services sup-16
89	89	ported through the grant in a culturally and linguis-17
90	90	tically appropriate manner; and 18
91	91	‘‘(2) to limit the percentage of grant funds used 19
92	92	for administrative expenses to not more than 10 per-20
93	93	cent. 21
94	94	‘‘(e) A
95	95	PPLICATION.—To seek a grant under this sec-22
96	96	tion, an eligible entity shall submit an application at such 23
97	97	time, in such manner, and containing such information 24
98	98	and assurances as the Secretary may require. 25

102	102	‘‘(f) COORDINATION.—The Secretary shall require 1
103	103	grantees under this section— 2
104	104	‘‘(1) to maximize the coordination of activities 3
105	105	funded through this section with other federally 4
106	106	funded maternal health care activities; and 5
107	107	‘‘(2) to minimize the duplication of such activi-6
108	108	ties. 7
109	109	‘‘(g) D
110	110	EFINITIONS.—In this section: 8
111	111	‘‘(1) The term ‘medically underserved commu-9
112	112	nity’ has the meaning given to such term in section 10
113	113	799B. 11
114	114	‘‘(2) The terms ‘postnatal’ and ‘postpartum’ 12
115	115	refer to the period of 12 months following an in-13
116	116	fant’s birth. 14
117	117	‘‘(h) A
118	118	UTHORIZATION OF APPROPRIATIONS.—To 15
119	119	carry out this section, there are authorized to be appro-16
120	120	priated such sums as may be necessary for fiscal years 17
121	121	2026 through 2030.’’. 18
