4242 Congress finds the following: 2
4343 (1) In 1875, Congress adopted the dollar as the 3
4444 monetary unit of the United States. 4
4545 (2) In 1877, the Bureau of Engraving and 5
4646 Printing of the Department of the Treasury began 6
4747 printing all United States paper money. 7
4848 (3) The Federal Reserve Act of 1913 created 8
4949 the Federal Reserve as the Nation’s central bank 9
5050 and provided for a national banking system. The 10
5151 Board of Governors of the Federal Reserve System 11
5252 issued new paper money called Federal Reserve 12
5353 notes. 13
5454 (4) The Secretary of the Treasury has histori-14
5555 cally selected the designs shown on Federal Reserve 15
5656 notes with the advice of the Bureau of Engraving 16
5757 and Printing. 17
5858 (5) United States Federal Reserve notes now in 18
5959 production bear the following portraits: 19

111111 SEC. 3. HARRIET TUBMAN ON THE $20 NOTE. 14

113113 NGENERAL.—Section 5114(b) of title 31, 15
114114 United States Code, is amended by adding at the end the 16
115115 following: ‘‘No $20 note of United States currency may 17
116116 be printed after December 31, 2028, which does not 18
117117 prominently feature a portrait of Harriet Tubman on the 19
118118 front face of the note.’’. 20

120120 RELIMINARYDESIGN.—The Secretary of the 21
121121 Treasury shall release to the public the preliminary design 22
122122 of the $20 note prominently featuring a portrait of Har-23
123123 riet Tubman no later than December 31, 2026. 24
