To reauthorize and make improvements to the State medical
stockpile pilot program administered by the Office of
the Assistant Secretary for Preparedness and Response
through fiscal year 2030.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘State Strategic Stock-4
pile Act of 2025’’. 5

SEC. 2. REAUTHORIZATION OF PILOT PROGRAM TO SUP-1
PORT STATE MEDICAL STOCKPILES. 2
(a) I
NGENERAL.—Section 319F–2(i) of the Public 3
Health Service Act (42 U.S.C. 247d–6b(i)) is amended— 4
(1) in paragraph (2)(B)(i)— 5
(A) in subclause (I), by striking ‘‘and 6
2024’’ and inserting ‘‘through 2025’’; and 7
(B) in subclause (II), by striking ‘‘2025’’ 8
and inserting ‘‘2026’’; 9
(2) in paragraph (4)— 10
(A) in subparagraph (G), by striking ‘‘; 11
and’’ at the end and inserting a semicolon; 12
(B) by redesignating subparagraph (H) as 13
subparagraph (I); 14
(C) by inserting after subparagraph (G) 15
the following: 16
‘‘(H) facilitate the sharing of best practices 17
among States within a consortia of States in re-18
ceipt of funding related to establishing and 19
maintaining a stockpile of medical products; 20
and’’; and 21
(D) in subparagraph (I), as so redesig-22
nated, by striking ‘‘State efforts’’ and inserting 23
‘‘State or regional efforts’’; 24
(3) by redesignating paragraphs (5) through 25
(9) as paragraphs (6) through (10), respectively; 26

(4) by inserting after paragraph (4) the fol-1
lowing: 2
‘‘(5) C
OORDINATION.—An entity in receipt of 3
an award under paragraph (1), in carrying out the 4
activities under this subsection, shall coordinate with 5
appropriate health care entities, health officials, and 6
emergency management officials within the jurisdic-7
tion of such State or States.’’; and 8
(5) in paragraph (10), as so redesignated, by 9
striking ‘‘fiscal years 2023 and 2024’’ and inserting 10
‘‘fiscal years 2026 through 2030’’. 11
(b) GAO R
EPORT.—Section 2409(b) of the PRE-12
VENT Pandemics Act (Public Law 117–328) is amend-13
ed— 14
(1) in paragraph (2), by striking ‘‘; and’’ and 15
inserting a semicolon; 16
(2) in paragraph (3), by striking the period at 17
the end and inserting ‘‘; and’’; and 18
(3) by adding at the end the following: 19
‘‘(4) the impact of any regional stockpiling ap-20
proaches carried out under subsection (i)(1) of sec-21
tion 319F–2 of the Public Health Service Act (42 22
U.S.C. 247d–6b).’’. 23
