To repeal and rescind any unobligated balances under sec-
tions 70002 and 70003 of the Inflation Reduction Act,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Return to Sender Act’’. 4
SEC. 2. REPEAL AND RESCISSION OF FUNDS. 5
The unobligated balances of amounts appropriated or 6
otherwise made available by sections 70002 and 70003 of 7
Public Law 117–169 (commonly referred to as the ‘‘Infla-8
