2323 This Act may be cited as the ‘‘Blocking Lawless Open 4
2424 Border Cities and States Act of 2025’’ or the ‘‘BLOC 5

3232 NGENERAL.—Chapter 6 of title 23, United 3
3333 States Code, is amended by adding at the end the fol-4
3434 lowing: 5
3535 ‘‘§ 612. Ineligibility of sanctuary jurisdictions for cer-6
3636 tain Federal funds 7
3737 ‘‘(a) I
3838 NGENERAL.—The Secretary of Transportation 8
3939 shall not obligate or award funds for any infrastructure 9
4040 project, including for highway construction, to a political 10
4141 subdivision of a State, nor shall any funds obligated or 11
4242 awarded to a State, go to any political subdivision of a 12
4343 State that does not have in effect not later than 1 year 13
4444 after the date of enactment of the BLOC Act a statute, 14
4545 ordinance, policy, or practice requiring an entity or official 15
4646 of such political subdivision to notify the Secretary of 16
4747 Homeland Security (or designee thereof) not later than 17
4848 48 hours before of the release from custody or detainment 18
4949 of an alien if— 19
5050 ‘‘(1) the Secretary of Homeland Security (or 20
5151 designee thereof) has determined that such alien is 21
5252 not lawfully present in the United States; 22
5353 ‘‘(2) not later than 48 hours before such re-23
5454 lease, the Secretary of Homeland Security (or des-24
5555 ignee thereof) has notified the sheriff or detaining 25

6161 ‘‘(3) such alien has been in custody or detain-3
6262 ment for not less than 48 hours before such release. 4

6464 EFINITION OFINFRASTRUCTURE PROJECT.— 5
6565 In this section, the term ‘infrastructure project’ has the 6
6666 meaning given such term in section 184.3 of title 2, Code 7
6767 of Federal Regulations (as in effect on the date of enact-8
6868 ment of the BLOC Act).’’. 9
