1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Promoting Precision 4
1919 Agriculture Act’’. 5
2020 SEC. 2. DEFINITIONS. 6

2424 TECHNOLOGY.—The term ‘‘advanced wireless com-9

3535 RTIFICIAL INTELLIGENCE.—The term ‘‘ar-6
3636 tificial intelligence’’ has the meaning given the term 7
3737 in section 238(g) of the John S. McCain National 8
3838 Defense Authorization Act for Fiscal Year 2019 9
3939 (Public Law 115–232; 10 U.S.C. note prec. 4061). 10

4141 OREIGN ADVERSARY .—The term ‘‘foreign 11
4242 adversary’’ means any foreign government or foreign 12
4343 nongovernment person engaged in a long-term pat-13
4444 tern or serious instances of conduct significantly ad-14
4545 verse to the national security of the United States, 15
4646 or security and safety of United States persons. 16

4848 RECISION AGRICULTURE .—The term ‘‘pre-17
4949 cision agriculture’’ means managing, tracking, or re-18
5050 ducing crop or livestock production inputs, including 19
5151 seed, feed, fertilizer, chemicals, water, time, and 20
5252 such other inputs as the Secretary determines to be 21
5353 appropriate, at a heightened level of spatial and tem-22
5454 poral granularity to improve efficiencies, reduce 23
5555 waste, and maintain environmental quality. 24

5959 (5) PRECISION AGRICULTURE EQUIPMENT .— 1
6060 The term ‘‘precision agriculture equipment’’ means 2
6161 any equipment or technology that directly contrib-3
6262 utes to a reduction in, or improved efficiency of, in-4
6363 puts used in crop or livestock production, includ-5
6464 ing— 6
6565 (A) global positioning system-based or 7
6666 geospatial mapping; 8
6767 (B) satellite or aerial imagery; 9
6868 (C) yield monitors; 10
6969 (D) soil mapping; 11
7070 (E) sensors for gathering data on crop, 12
7171 soil, and livestock conditions; 13
7272 (F) Internet of Things and technology that 14
7373 relies on edge and cloud computing; 15
7474 (G) data management software and ad-16
7575 vanced analytics; 17
7676 (H) network connectivity products and so-18
7777 lutions, including public and private wireless 19
7878 networks; 20
7979 (I) global positioning system guidance, 21
8080 auto-steer systems, autonomous fleeting, and 22
8181 other machine-to-machine operations; 23
8282 (J) variable rate technology for applying 24
8383 inputs, such as section control; and 25

101101 retary determines to be appropriate. 15

103103 ECRETARY.—The term ‘‘Secretary’’ means 16
104104 the Secretary of Agriculture. 17

106106 RUSTED.—The term ‘‘trusted’’ means, 18
107107 with respect to a provider of advanced communica-19
108108 tions service or a supplier of communications equip-20
109109 ment or service, that the Secretary has determined 21
110110 that the provider or supplier is not owned by, con-22
111111 trolled by, or subject to the influence of, a foreign 23
112112 adversary. 24

116116 (8) VOLUNTARY CONSENSUS STANDARDS DE -1
117117 VELOPMENT ORGANIZATION .—The term ‘‘voluntary 2
118118 consensus standards development organization’’ 3
119119 means an organization that develops standards in a 4
120120 process that meets the principles for the develop-5
121121 ment of voluntary consensus standards (as defined 6
122122 in the document of the Office of Management and 7
123123 Budget entitled ‘‘Federal Participation in the Devel-8
124124 opment and Use of Voluntary Consensus Standards 9
125125 and in Conformity Assessment Activities’’ (OMB 10
126126 Circular A–119)). 11
127127 SEC. 3. PURPOSES. 12
128128 The purposes of this Act are— 13
129129 (1) to enhance the participation of precision ag-14
130130 riculture in the United States; and 15
131131 (2) to promote United States leadership in vol-16
132132 untary consensus standards development organiza-17
133133 tions that set standards for precision agriculture. 18
134134 SEC. 4. INTERCONNECTIVITY STANDARDS FOR PRECISION 19
135135 AGRICULTURE. 20
136136 (a) I
137137 NGENERAL.—Not later than 2 years after the 21
138138 date of enactment of this Act, the Secretary, in consulta-22
139139 tion with the Director of the National Institute of Stand-23
140140 ards and Technology and the Federal Communications 24
141141 Commission, shall— 25

145145 (1) develop voluntary, consensus-based, private 1
146146 sector-led interconnectivity standards, guidelines, 2
147147 and best practices for precision agriculture that will 3
148148 promote economies of scale and ease the burden of 4
149149 the adoption of precision agriculture; and 5
150150 (2) in carrying out paragraph (1)— 6
151151 (A) coordinate with relevant public and 7
152152 trusted private sector stakeholders and other 8
153153 relevant industry organizations, including vol-9
154154 untary consensus standards development orga-10
155155 nizations; and 11
156156 (B) consult with sector-specific agencies, 12
157157 other appropriate agencies, and State and local 13
158158 governments. 14

160160 ONSIDERATIONS.—The Secretary, in carrying 15
161161 out subsection (a), shall, in consultation with the Federal 16
162162 Communications Commission and the Director of the Na-17
163163 tional Institute of Standards and Technology, consider— 18
164164 (1) the evolving demands of precision agri-19
165165 culture; 20
166166 (2) the connectivity needs of precision agri-21
167167 culture equipment; 22
168168 (3) the cybersecurity challenges facing precision 23
169169 agriculture, including cybersecurity threats for agri-24
170170 culture producers and agriculture supply chains; 25

175175 tions technology on precision agriculture; and 2
176176 (5) the impact of artificial intelligence on preci-3
177177 sion agriculture. 4
178178 SEC. 5. GAO ASSESSMENT OF PRECISION AGRICULTURE 5
179179 STANDARDS. 6
180180 (a) S
181181 TUDY.—Not later than 1 year after the Sec-7
182182 retary develops standards under section 4, and every 2 8
183183 years thereafter for the following 8 years, the Comptroller 9
184184 General of the United States shall conduct a study that 10
185185 assesses those standards, including the extent to which 11
186186 those standards, as applicable— 12
187187 (1) are voluntary; 13
188188 (2) were developed in coordination with relevant 14
189189 industry organizations, including voluntary con-15
190190 sensus standards development organizations; and 16
191191 (3) have successfully encouraged the adoption 17
192192 of precision agriculture. 18

194194 EPORT.—The Comptroller General of the 19
195195 United States shall submit to the Committee on Com-20
196196 merce, Science, and Transportation of the Senate, the 21
197197 Committee on Science, Space, and Technology of the 22
198198 House of Representatives, the Committee on Agriculture 23
199199 of the House of Representatives, and the Committee on 24
200200 Agriculture, Nutrition, and Forestry of the Senate a re-25
