3737 N GENERAL.—Subchapter I of chapter 85 6
3838 of title 5, United States Code, is amended by adding 7

4040 ‘‘§ 8510. Eligibility for unemployment compensation 9
4141 for Federal personnel excepted from fur-10
4242 lough during Government shutdown 11
4343 ‘‘(a) I
4444 NGENERAL.—With respect to any lapse in ap-12
4545 propriations beginning on or after March 14, 2025, each 13
4646 covered employee shall be, solely for the purpose of deter-14
4747 mining eligibility for unemployment compensation under 15
4848 this subchapter or subchapter II (as the case may be), 16
4949 deemed for the duration of the lapse in appropriations to 17
5050 be— 18
5151 ‘‘(1) totally separated from Federal service; and 19
5252 ‘‘(2) eligible for unemployment compensation 20
5353 benefits under the applicable subchapter with no 21
5454 waiting period for such eligibility to accrue. 22

5656 OVEREDEMPLOYEEDEFINED.—In this sec-23
5757 tion, the term ‘covered employee’ means any of the fol-24
5858 lowing Federal personnel who are excepted from furlough 25
5959 and are not being paid due to a lapse in appropriations: 26

6363 ‘‘(1) Any member of the Armed Forces or the 1
6464 Commissioned Corps of the National Oceanic and 2

6666 ‘‘(2) Any Federal civilian employee who is an 4
6767 excepted employee or an employee performing emer-5
6868 gency work, as such terms are defined by the Office 6
6969 of Personnel Management.’’. 7

7171 LERICAL AMENDMENT .—The table of sec-8
7272 tions for such subchapter is amended by adding at 9
7373 the end the following: 10
7474 ‘‘8510. Eligibility for unemployment compensation for Federal personnel ex-
7575 cepted from furlough during Government shutdown.’’.
7676 (a) APPLICATION.—The amendment made by sub-11
7777 section (a) shall apply to weeks of unemployment begin-12
7878 ning on or after March 14, 2025. 13
