2828 SECTION 1. SHORT TITLE. 3
2929 This Act may be cited as the ‘‘25th Anniversary of 4
3030 9/11 Commemorative Coin Act’’. 5

3434 SEC. 2. FINDINGS. 1
3535 Congress finds the following: 2
3636 (1) On September 11, 2001, the United States 3
3737 suffered the deadliest terrorist attacks on United 4
3838 States soil (referred to in this section as ‘‘the at-5
3939 tacks’’). 6
4040 (2) 2,977 people were killed during the attacks, 7
4141 marking the single worst foreign attack on United 8
4242 States soil since Pearl Harbor in 1941. 9
4343 (3) In New York City, 2 planes hit the Twin 10
4444 Towers during the attacks, causing both 110-story 11
4545 towers to collapse in less than 2 hours, as well as 12
4646 destroying 5 other buildings in the World Trade 13
4747 Center complex, leaving a death toll of 2,753 people, 14
4848 including all passengers and crew members of Amer-15
4949 ican Airlines Flight 11 and all passengers and crew 16
5050 members of United Airlines Flight 175. 17
5151 (4) During the attacks, American Airlines 18
5252 Flight 77 struck the side of the Pentagon, killing 19
5353 184 passengers, crew members, and personnel. 20
5454 (5) In Pennsylvania, during the attacks, United 21
5555 Airlines Flight 93 crashed near Shanksville, killing 22
5656 all 40 passengers and crew members. 23
5757 (6) The attacks took the lives of 441 first re-24
5858 sponders in New York, specifically 343 firefighters 25
5959 from the New York City Fire Department, 37 offi-26

6666 (7) The collapse of the towers following the at-4
6767 tacks created massive dust clouds that left hundreds 5
6868 of densely populated city blocks covered with harm-6
6969 ful contaminants, exposing first responders, local 7
7070 workers, residents, and students. 8
7171 (8) More than 2 decades after these horrific 9
7272 terrorist attacks took place, the ongoing physical 10
7373 and mental health impacts continue to deeply affect 11
7474 tens of thousands of individuals across the country 12
7575 who were in lower Manhattan and the surrounding 13
7676 area following the attacks, as well as those from 14
7777 around the country who participated in the rescue, 15
7878 recovery, and relief efforts, due to their exposure to 16
7979 the dust, smoke, and debris. Thousands of others 17
8080 have died due to illnesses and injuries relating to the 18
8181 attacks. 19
8282 (9) The National September 11 Memorial and 20
8383 Museum at the World Trade Center is continuously 21
8484 dedicated to remembering, reflecting, and educating 22
8585 for many generations to come so that the story of 23
8686 September 11, 2001, is never forgotten. 24

9292 supporting family members, survivors, rescue and re-3
9393 covery workers, and military personnel who were af-4
9494 fected by the attacks by providing services, edu-5
9595 cation, and programming. 6
9696 SEC. 3. COIN SPECIFICATIONS. 7
9797 (a) D
9898 ENOMINATIONS.—The Secretary of the Treas-8
9999 ury (referred to in this Act as the ‘‘Secretary’’) shall mint 9
100100 and issue the following coins in commemoration of the 10
101101 25th anniversary of the September 11, 2001, terrorist at-11
102102 tacks on the United States and the establishment of the 12
103103 National September 11 Memorial and Museum at the 13
104104 World Trade Center: 14
105105 (1) $5
106106 GOLD COINS.—Not more than 50,000 $5 15
107107 coins, each of which shall— 16
108108 (A) weigh 8.359 grams; 17
109109 (B) have a diameter of 0.850 inches; and 18
110110 (C) contain not less than 90 percent gold. 19
111111 (2) $1
112112 SILVER COINS.—Not more than 400,000 20
113113 $1 coins, each of which shall— 21
114114 (A) weigh 26.73 grams; 22
115115 (B) have a diameter of 1.500 inches; and 23
116116 (C) contain not less than 90 percent silver. 24

120120 (b) LEGALTENDER.—The coins minted under this 1
121121 Act shall be legal tender, as provided in section 5103 of 2
122122 title 31, United States Code. 3

124124 UMISMATICITEMS.—For purposes of sections 4
125125 5134 and 5136 of title 31, United States Code, all coins 5
126126 minted under this Act shall be considered to be numis-6
127127 matic items. 7
128128 SEC. 4. DESIGN OF COINS. 8

130130 ESIGNREQUIREMENTS.— 9
131131 (1) I
132132 N GENERAL.—The designs of the coins 10
133133 minted under this Act shall be emblematic of the 11
134134 courage, sacrifice, and strength of those individuals 12
135135 who perished in the terrorist attacks of September 13
136136 11, 2001, the bravery of those who risked their lives 14
137137 to save others that day, and the endurance, resil-15
138138 ience, and hope of those who survived. At least 1 16
139139 such coin shall bear the inscription ‘‘Never Forget’’. 17
140140 (2) D
141141 ESIGNS AND INSCRIPTIONS.—On each coin 18
142142 minted under this Act, there shall be— 19
143143 (A) a designation of the value of the coin; 20
144144 (B) inscriptions of the words ‘‘Liberty’’, 21
145145 ‘‘In God We Trust’’, ‘‘United States of Amer-22
146146 ica’’, and ‘‘E Pluribus Unum’’; and 23
147147 (C) an inscription of the words ‘‘25th An-24
148148 niversary’’. 25

152152 (b) SELECTION.—The designs for the coins minted 1
153153 under this Act shall be— 2
154154 (1) selected by the Secretary, after consultation 3
155155 with— 4
156156 (A) the National September 11 Memorial 5
157157 and Museum at the World Trade Center; and 6
158158 (B) the Commission of Fine Arts; and 7
159159 (2) reviewed by the Citizens Coinage Advisory 8
160160 Committee. 9
161161 SEC. 5. ISSUANCE OF COINS. 10
162162 (a) Q
163163 UALITY OFCOINS.—The coins minted under 11
164164 this Act shall be issued in uncirculated and proof qualities. 12
165165 (b) S
166166 ENSE OFCONGRESS.—It is the sense of Con-13
167167 gress that the coins minted under this Act should be 14
168168 struck at the United States Mint at West Point, New 15
169169 York, to the greatest extent possible. 16
170170 (c) P
171171 ERIOD FORISSUANCE.—The Secretary may 17
172172 issue coins minted under this Act only during the 1-year 18
173173 period beginning on January 1, 2027. 19
174174 SEC. 6. SALE OF COINS. 20
175175 (a) S
176176 ALEPRICE.—The coins issued under this Act 21
177177 shall be sold by the Secretary at the price equal to the 22
178178 sum of— 23
179179 (1) the face value of the coins; 24

183183 (2) the surcharge provided in section 7(a) with 1
184184 respect to the coins; and 2
185185 (3) the cost of designing and issuing the coins 3
186186 (including labor, materials, dies, use of machinery, 4
187187 overhead expenses, marketing, and shipping). 5

189189 ULKSALES.—The Secretary shall make bulk 6
190190 sales of the coins issued under this Act at a reasonable 7
191191 discount. 8

193193 REPAIDORDERS.— 9
194194 (1) I
195195 N GENERAL.—The Secretary shall accept 10
196196 prepaid orders for the coins minted under this Act 11
197197 before the issuance of the coins. 12
198198 (2) D
199199 ISCOUNT.—Sale prices with respect to pre-13
200200 paid orders under paragraph (1) shall be at a rea-14
201201 sonable discount. 15
202202 SEC. 7. SURCHARGES. 16
203203 (a) I
204204 NGENERAL.—All sales of coins issued under this 17
205205 Act shall include a surcharge of— 18
206206 (1) $35 per coin for the $5 gold coin; and 19
207207 (2) $10 per coin for the $1 silver coin. 20

209209 ISTRIBUTION.—Subject to section 5134(f)(1) of 21
210210 title 31, United States Code, all surcharges received by 22
211211 the Secretary from the sale of coins issued under this Act 23
212212 shall be promptly paid by the Secretary to the National 24
213213 September 11 Memorial and Museum at the World Trade 25

218218 National September 11 Memorial and Museum at the 2
219219 World Trade Center. 3

221221 UDITS.—The National September 11 Memorial 4
222222 and Museum at the World Trade Center shall be subject 5
223223 to the audit requirements of section 5134(f)(2) of title 31, 6
224224 United States Code, with regard to the amounts received 7
225225 under subsection (b). 8
226226 (d) L
227227 IMITATION.— 9
228228 (1) I
229229 N GENERAL.—Notwithstanding subsection 10
230230 (a), no surcharge may be included with respect to 11
231231 the issuance under this Act of any coin during a cal-12
232232 endar year if, as of the time of that issuance, the 13
233233 issuance of that coin would result in the number of 14
234234 commemorative coin programs issued during that 15
235235 year to exceed the annual 2 commemorative coin 16
236236 program issuance limitation under section 17
237237 5112(m)(1) of title 31, United States Code. 18
238238 (2) G
239239 UIDANCE.—The Secretary may issue guid-19
240240 ance to carry out this subsection. 20
241241 SEC. 8. FINANCIAL ASSURANCES. 21
242242 The Secretary shall take such actions as may be nec-22
243243 essary to ensure that— 23
244244 (1) minting and issuing coins under this Act re-24
245245 sult in no net cost to the Federal Government; and 25

250250 are disbursed to any recipient designated in section 2

254254 marketing, and shipping, is recovered by the United 6
255255 States Treasury, consistent with sections 5112(m) 7
256256 and 5134(f) of title 31, United States Code. 8
