18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Suicide Prevention As-4
21	21	sistance Act’’. 5

27	27	Subpart 3 of part B of title V of the Public Health 3
28	28	Service Act (42 U.S.C. 290bb–31 et seq.) is amended by 4
29	29	adding at the end the following: 5
30	30	‘‘SEC. 520O. GRANTS TO PROVIDE SELF-HARM AND SUICIDE 6
31	31	PREVENTION SERVICES. 7
32	32	‘‘(a) I
33	33	NGENERAL.—The Secretary of Health and 8
34	34	Human Services, acting through the Assistant Secretary 9
35	35	for Mental Health and Substance Use (referred to in this 10
36	36	section as the ‘Secretary’), shall award grants to primary 11
37	37	care offices to provide self-harm and suicide prevention 12
38	38	services. 13
39	39	‘‘(b) A
40	40	CTIVITIESSUPPORTED.—A primary care office 14
41	41	awarded a grant under subsection (a) shall use amounts 15
42	42	under the grant to carry out the following: 16
43	43	‘‘(1) The primary care office shall hire 1 or 17
44	44	more clinical social workers to carry out the activi-18
45	45	ties described in paragraphs (2) through (4). 19
46	46	‘‘(2) A primary care physician at the primary 20
47	47	care office shall screen patients for self-harm and 21
48	48	suicide in accordance with the standards of practice 22
49	49	described in subsection (f)(1) and shall, as appro-23
50	50	priate, notify a clinical social worker hired under 24
51	51	paragraph (1) of screenings that yield an indicator 25
52	52	of self-harm or suicide. 26

56	56	‘‘(3) A clinical social worker hired under para-1
57	57	graph (1) shall provide patients short-term self-harm 2
58	58	and suicide prevention services in accordance with 3
59	59	the results of the screenings described in paragraph 4
60	60	(2). 5
61	61	‘‘(4) A clinical social worker hired under para-6
62	62	graph (1) shall, as appropriate, refer patients to a 7
63	63	health care facility for purposes of receiving long- 8
64	64	term self-harm and suicide prevention services. 9
65	65	‘‘(c) M
66	66	AXIMUMNUMBER OFGRANTS.— 10
67	67	‘‘(1) I
68	68	N GENERAL.—The Secretary may not 11
69	69	award more than 10 grants under subsection (a). 12
70	70	‘‘(2) W
71	71	ITH RESPECT TO A PRIMARY CARE OF -13
72	72	FICE.—A primary care office may not be awarded 14
73	73	more than 1 grant under subsection (a). 15
74	74	‘‘(3) W
75	75	ITH RESPECT TO A STATE .—Not more 16
76	76	than 1 primary care office in any State may be 17
77	77	awarded a grant under subsection (a). 18
78	78	‘‘(d) G
79	79	RANTTERMS.—A grant awarded under sub-19
80	80	section (a)— 20
81	81	‘‘(1) may not exceed $500,000; 21
82	82	‘‘(2) shall be for a period of 2 years; and 22
83	83	‘‘(3) may be renewed subject to the require-23
84	84	ments of this section. 24

88	88	‘‘(e) APPLICATIONS.—A primary care office seeking 1
89	89	a grant under subsection (a) shall submit an application 2
90	90	to the Secretary at such time, in such manner, and accom-3
91	91	panied by such information as the Secretary may require. 4

93	93	TANDARDS OFPRACTICE.— 5
94	94	‘‘(1) I
95	95	N GENERAL.—Not later than 180 days 6
96	96	after the date of the enactment of this section, the 7
97	97	Secretary shall develop standards of practice for 8
98	98	screening patients for self-harm and suicide for pur-9
99	99	poses of carrying out subsection (b)(2). 10

101	101	ONSULTATION.—The Secretary shall de-11
102	102	velop the standards of practice described in para-12
103	103	graph (1) in consultation with stakeholder groups 13
104	104	with expertise in self-harm and suicide prevention, 14
105	105	including public, private, and non-profit entities. 15

109	109	EPORTS TO THE SECRETARY .— 17

111	111	N GENERAL.—A primary care office 18
112	112	awarded a grant under subsection (a) shall, at 19
113	113	least quarterly for the duration of the grant, 20
114	114	submit to the Secretary a report evaluating the 21
115	115	activities supported by the grant. 22
116	116	‘‘(B) M
117	117	ATTERS TO BE INCLUDED .—The 23
118	118	report required under subparagraph (A) shall 24

130	130	‘‘(III) referrals to health care fa-8
131	131	cilities for the purposes of receiving 9
132	132	long-term self-harm and suicide pre-10
133	133	vention; 11
134	134	‘‘(ii) information on the adherence of 12
135	135	the primary care office to the standards of 13
136	136	practice described in subsection (f)(1); and 14
137	137	‘‘(iii) other information as the Sec-15
138	138	retary determines appropriate to evaluate 16
139	139	the use of grant funds. 17

143	143	Not later than 2 years after the date of the enact-20
144	144	ment of this section, and biennially thereafter, the 21
145	145	Secretary shall submit to the appropriate congres-22
146	146	sional committees and the subcomponents of the De-23
147	147	partment of Health and Human Services described 24

170	170	‘‘(A) the Committee on Energy and Com-17
171	171	merce of the House of Representatives; and 18
172	172	‘‘(B) the Committee on Health, Education, 19
173	173	Labor, and Pensions of the Senate. 20

175	175	RIMARY CARE OFFICE .—The term ‘pri-21
176	176	mary care office’ means a health care facility that 22
177	177	provides primary care services. 23
