To require congressional approval before the sale, disposal,
declaration of excess or surplus, transfer, or conveyance
of Federal property with historical significance, and for
other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2

SECTION 1. CONGRESSIONAL APPROVAL OF SALE OF FED-1
ERAL PROPERTY WITH HISTORICAL SIGNIFI-2
CANCE. 3
(a) I
NGENERAL.—No specified official may sell, dis-4
pose of, declare excess or surplus, transfer, or convey any 5
covered building unless— 6
(1) the specified official provides to Congress a 7
notice of intent to sell, dispose of, declare excess or 8
surplus, transfer, or convey such covered building; 9
and 10
(2) Congress passes a joint resolution approving 11
the sale, disposal, declaration of excess or surplus, 12
transfer, or conveyance of the covered building that 13
was the subject of such notice. 14
(b) D
EFINITIONS.—In this section: 15
(1) C
OVERED BUILDING.—The term ‘‘covered 16
building’’ means any land, building, structure, 17
monument, or site— 18
(A) that is owned by the United States; 19
and 20
(B) that is or has ever been listed on the 21
National Register of Historic Places. 22
(2) S
PECIFIED OFFICIAL.—The term ‘‘specified 23
official’’ means the President, the head of any Fed-24
eral agency, and any other Federal official. 25
