1515 Be it enacted by the Senate and House of Representa-1
1616 tives of the United States of America in Congress assembled, 2
1717 SECTION 1. EVIDENCE-BASED DEFINITION. 3
1818 (a) I
1919 NGENERAL.—Section 3 of the Workforce Inno-4
2020 vation and Opportunity Act (29 U.S.C. 3102) is amended 5
2121 by adding at the end the following new paragraph: 6
2222 ‘‘(72) E
2323 VIDENCE-BASED.—The term ‘evidence- 7
2424 based’, when used with respect to an activity, serv-8
2525 ice, strategy, or intervention, or content of materials, 9

2929 means an activity, service, strategy, or intervention, 1
3030 or content of materials that— 2
3131 ‘‘(A) demonstrates a statistically signifi-3
3232 cant effect on improving participant outcomes 4
3333 or other relevant outcomes based on— 5
3434 ‘‘(i) strong evidence from at least 1 6
3535 well-designed and well-implemented experi-7
3636 mental study; 8
3737 ‘‘(ii) moderate evidence from at least 9
3838 1 well-designed and well-implemented 10
3939 quasi-experimental study; or 11
4040 ‘‘(iii) promising evidence from at least 12
4141 1 well-designed and well-implemented cor-13
4242 relational study with statistical controls for 14
4343 selection bias; or 15
4444 ‘‘(B)(i) demonstrates a rationale based on 16
4545 high-quality research findings or positive eval-17
4646 uation that such activity, service, strategy, or 18
4747 intervention is likely to improve student out-19
4848 comes or other relevant outcomes; and 20
4949 ‘‘(ii) includes ongoing efforts to exam-21
5050 ine the effects of such activity, service, 22
5151 strategy, or intervention.’’. 23

6363 (2) in subparagraph (D), at the end, by striking 6

6565 (3) in subparagraph (E) by striking the period 8
6666 and inserting ‘‘; and’’; and 9
6767 (4) by adding at the end the following new sub-10
6868 paragraph: 11
6969 ‘‘(F) a description of any strategies the 12
7070 State will use to prioritize the funding of evi-13
7171 dence-based programs through the funds avail-14
7272 able for statewide workforce development activi-15
7373 ties described in section 128(a).’’. 16
