15	15	To amend chapter 44 of title 18, United States Code, to
16	16	define ‘‘State of residence’’ and ‘‘resident’’, and for other
17	17	purposes.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Traveler’s Gun Rights 4
22	22	Act’’. 5
23	23	SEC. 2. STATE OF RESIDENCE. 6
24	24	(a) D
25	25	EFINITIONS.—Section 921 of title 18, United 7
26	26	States Code, is amended— 8
27	27	(1) in subsection (a)— 9

31	31	(A) by striking ‘‘(a)’’ before ‘‘As used’’; 1

33	33	(B) by adding at the end the following: 3
34	34	‘‘(38)(A) The term ‘State of residence’ means— 4
35	35	‘‘(i) the State in which an individual re-5
36	36	sides; 6
37	37	‘‘(ii) in the case of an individual, or spouse 7
38	38	of an individual, who is an active duty member 8
39	39	of the Armed Forces— 9
40	40	‘‘(I) the State in which the permanent 10
41	41	duty station of the member is located; and 11
42	42	‘‘(II) the State in which the member 12
43	43	maintains a place of abode from which the 13
44	44	member commutes each day to the perma-14
45	45	nent duty station of the member; or 15
46	46	‘‘(iii) in the case of an individual who does 16
47	47	not have a physical residence in any State, the 17
48	48	State in which an individual maintains a private 18
49	49	mailbox or post office box. 19
50	50	‘‘(B) For purposes of subparagraph (A)(i)— 20
51	51	‘‘(i) an individual resides in a State if the 21
52	52	individual is present in the State with the inten-22
53	53	tion of making a home in that State; and 23
54	54	‘‘(ii) an individual who maintains a home 24
55	55	in more than 1 State is a resident of each such 25

61	61	‘‘(39) The term ‘resident’, with respect to a 3
62	62	State, means an individual who satisfies clause (i), 4
63	63	(ii), or (iii) of paragraph (38)(A) with respect to 5
64	64	that State.’’; and 6

69	69	HECKSYSTEM.—Section 922(t)(1)(D) of title 18, United 9
70	70	States Code, is amended by striking ‘‘transferee con-10
71	71	taining a photograph of the transferee.’’ and inserting the 11
72	72	following: ‘‘transferee— 12
73	73	‘‘(i) containing a photograph of the trans-13
74	74	feree; and 14
75	75	‘‘(ii) containing— 15
76	76	‘‘(I) the address of the residence of 16
77	77	the transferee; or 17
78	78	‘‘(II) the address for a private mail-18
79	79	box or post office box maintained by the 19
80	80	transferee, if the transferee does not have 20
81	81	a physical residence in any State.’’. 21
