ECONOMIC COMPETITIVENESS OF INFORMATION 1 AND COMMUNICATION TECHNOLOGY SUPPLY 2 CHAIN. 3 (a) R EPORT.—Not later than 1 year after the date 4 of the enactment of this Act, the Secretary shall submit 5 to the Committee on Energy and Commerce of the House 6 of Representatives and the Committee on Commerce, 7 Science, and Transportation of the Senate a report on the 8 information and communication technology supply chain 9 that— 10 (1) identifies— 11 (A) information and communication tech-12 nology critical to the economic competitiveness 13 of the United States; and 14 (B) the industrial capacity of— 15 (i) United States vendors that 16 produce information and communication 17 technology identified under subparagraph 18 (A); and 19 (ii) trusted information and commu-20 nication technology vendors that produce 21 information and communication technology 22 identified under subparagraph (A); 5 (4) identifies— 6 (A) what actions by the Federal Govern-7 ment are needed to support, and bolster the 8 economic competitiveness of, trusted informa-9 tion and communication technology vendors; 10 and 11 (B) what Federal resources are needed to 12 reduce dependence by providers of advanced 13 telecommunications capability in the United 14 States on companies that— 15 (i) produce information and commu-16 nication technology; and 17 (ii) are not trusted; and 18 (5) defines lines of effort and assigns respon-19 sibilities for a whole-of-Government response to en-20 suring the competitiveness of the information and 21 communication technology supply chain in the 22 United States. 23 (b) W HOLE-OF-GOVERNMENTSTRATEGY.— 24 VerDate Sep 11 2014 22:56 Mar 24, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2061.IH H2061 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •HR 2061 IH (1) IN GENERAL.—The Secretary shall develop, 1 on the basis of the report required by subsection (a), 2 a whole-of-Government strategy to ensure the eco-3 nomic competitiveness of trusted information and 4 communication technology vendors that includes— 5 (A) recommendations on how— 6 (i) to strengthen the structure, re-7 sources, and authorities of the Federal 8 Government to support the economic com-9 petitiveness of trusted information and 10 communication technology vendors, includ-11 ing United States vendors that are trusted 12 information and communication technology 13 vendors; and 14 (ii) the Federal Government can ad-15 dress any barriers to a market-based solu-16 tion for increasing the economic competi-17 tiveness of such information and commu-18 nication technology vendors; 2 and 3 (ii) any additional Federal resource 4 necessary to implement any recommenda-5 tion under subparagraph (A). 6 (2) R EPORT.—Not later than 180 days after 7 the submission of the report required by subsection 8 (a), the Secretary shall submit to the Committee on 9 Energy and Commerce of the House of Representa-10 tives and the Committee on Commerce, Science, and 11 Transportation of the Senate a report containing the 12 strategy developed under paragraph (1). 13 (c) C ONSULTATIONREQUIRED.—In carrying out sub-14 sections (a) and (b), the Secretary shall consult with— 15 (1) a cross-section of trusted information and 16 communication technology vendors; and 17 (2) the Secretary of State, the Secretary of 18 Homeland Security, the Attorney General, the Direc-19 tor of National Intelligence, the Chair of the Federal 20 Communications Commission, and any other head of 21 an agency the Secretary determines necessary. 22 (d) D EFINITIONS.—In this section: 23 (1) A DVANCED TELECOMMUNICATIONS CAPA -24 BILITY.—The term ‘‘advanced telecommunications 25 VerDate Sep 11 2014 22:56 Mar 24, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H2061.IH H2061 kjohnson on DSK7ZCZBW3PROD with $$_JOB 6 •HR 2061 IH capability’’ has the meaning given that term in sec-1 tion 706 of the Telecommunications Act of 1996 (47 2 U.S.C. 1302). 3 (2) I NFORMATION AND COMMUNICATION TECH -4 NOLOGY.—The term ‘‘information and communica-5 tion technology’’ means a technology (including soft-6 ware), component, or material that enables commu-7 nications by radio or wire. 8 (3) I NFORMATION AND COMMUNICATION TECH -9 NOLOGY SUPPLY CHAIN .—The term ‘‘information 10 and communication technology supply chain’’ means 11 all of the companies that produce information and 12 communication technology. 13 (4) N OT TRUSTED.—The term ‘‘not trusted’’ 14 means, with respect to a company or information 15 and communication technology, that the company or 16 information and communication technology is deter-17 mined by the Secretary to pose an unacceptable risk 18 to the national security of the United States or the 19 security and safety of United States persons based 20 solely on one or more determinations described 21 under paragraphs (1) through (4) of section 2(c) of 22 the Secure and Trusted Communications Networks 23 Act of 2019 (47 U.S.C. 1601(c)). 24 VerDate Sep 11 2014 22:56 Mar 24, 2025 Jkt 059200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H2061.IH H2061 kjohnson on DSK7ZCZBW3PROD with $$_JOB 7 •HR 2061 IH (5) SECRETARY.—The term ‘‘Secretary’’ means 1 the Secretary of Commerce, acting through the As-2 sistant Secretary of Commerce for Communications 3 and Information. 4 (6) T RUSTED.—The term ‘‘trusted’’ means, 5 with respect to a company, that the Secretary has 6 not determined that the company is not trusted. 7 (7) T RUSTED INFORMATION AND COMMUNICA -8 TION TECHNOLOGY VENDOR .—The term ‘‘trusted in-9 formation and communication technology vendor’’ 10 means a company— 11 (A) that produces information and commu-12 nication technology;
