3535 EPORT.—Not later than 1 year after the date 4
3636 of the enactment of this Act, the Secretary shall submit 5
3737 to the Committee on Energy and Commerce of the House 6
3838 of Representatives and the Committee on Commerce, 7
3939 Science, and Transportation of the Senate a report on the 8
4040 information and communication technology supply chain 9
4141 that— 10
4242 (1) identifies— 11
4343 (A) information and communication tech-12
4444 nology critical to the economic competitiveness 13
4545 of the United States; and 14
4646 (B) the industrial capacity of— 15
4747 (i) United States vendors that 16
4848 produce information and communication 17
4949 technology identified under subparagraph 18
5050 (A); and 19
5151 (ii) trusted information and commu-20
5252 nication technology vendors that produce 21
5353 information and communication technology 22
5454 identified under subparagraph (A); 23
5555 (2) assesses the economic competitiveness of 24
5656 vendors described under paragraph (1)(B); 25

6464 under paragraph (1)(A) that is not trusted; 5

6666 (A) what actions by the Federal Govern-7
6767 ment are needed to support, and bolster the 8
6868 economic competitiveness of, trusted informa-9
6969 tion and communication technology vendors; 10

7171 (B) what Federal resources are needed to 12
7272 reduce dependence by providers of advanced 13
7373 telecommunications capability in the United 14
7474 States on companies that— 15
7575 (i) produce information and commu-16
7676 nication technology; and 17
7777 (ii) are not trusted; and 18
7878 (5) defines lines of effort and assigns respon-19
7979 sibilities for a whole-of-Government response to en-20
8080 suring the competitiveness of the information and 21
8181 communication technology supply chain in the 22

8888 (1) IN GENERAL.—The Secretary shall develop, 1
8989 on the basis of the report required by subsection (a), 2
9090 a whole-of-Government strategy to ensure the eco-3
9191 nomic competitiveness of trusted information and 4
9292 communication technology vendors that includes— 5
9393 (A) recommendations on how— 6
9494 (i) to strengthen the structure, re-7
9595 sources, and authorities of the Federal 8
9696 Government to support the economic com-9
9797 petitiveness of trusted information and 10
9898 communication technology vendors, includ-11
9999 ing United States vendors that are trusted 12
100100 information and communication technology 13
101101 vendors; and 14
102102 (ii) the Federal Government can ad-15
103103 dress any barriers to a market-based solu-16
104104 tion for increasing the economic competi-17
105105 tiveness of such information and commu-18
106106 nication technology vendors; 19
107107 (B) defined lines of effort and responsibil-20
108108 ities for Federal agencies to implement the 21
109109 strategy; and 22
110110 (C) a description of— 23
111111 (i) any change to a Federal program, 24
112112 Federal law, or structure of the Federal 25

123123 EPORT.—Not later than 180 days after 7
124124 the submission of the report required by subsection 8
125125 (a), the Secretary shall submit to the Committee on 9
126126 Energy and Commerce of the House of Representa-10
127127 tives and the Committee on Commerce, Science, and 11
128128 Transportation of the Senate a report containing the 12
129129 strategy developed under paragraph (1). 13

131131 ONSULTATIONREQUIRED.—In carrying out sub-14
132132 sections (a) and (b), the Secretary shall consult with— 15
133133 (1) a cross-section of trusted information and 16
134134 communication technology vendors; and 17
135135 (2) the Secretary of State, the Secretary of 18
136136 Homeland Security, the Attorney General, the Direc-19
137137 tor of National Intelligence, the Chair of the Federal 20
138138 Communications Commission, and any other head of 21
139139 an agency the Secretary determines necessary. 22

154154 tion technology’’ means a technology (including soft-6
155155 ware), component, or material that enables commu-7
156156 nications by radio or wire. 8

158158 NFORMATION AND COMMUNICATION TECH -9
159159 NOLOGY SUPPLY CHAIN .—The term ‘‘information 10
160160 and communication technology supply chain’’ means 11
161161 all of the companies that produce information and 12
162162 communication technology. 13

164164 OT TRUSTED.—The term ‘‘not trusted’’ 14
165165 means, with respect to a company or information 15
166166 and communication technology, that the company or 16
167167 information and communication technology is deter-17
168168 mined by the Secretary to pose an unacceptable risk 18
169169 to the national security of the United States or the 19
170170 security and safety of United States persons based 20
171171 solely on one or more determinations described 21
172172 under paragraphs (1) through (4) of section 2(c) of 22
173173 the Secure and Trusted Communications Networks 23
174174 Act of 2019 (47 U.S.C. 1601(c)). 24
