OTHER TRANSACTION AGREEMENT REPORTING. 1 (a) O THERTRANSACTIONAGREEMENTS.—Section 2 2(a) of the Federal Funding Accountability and Trans-3 parency Act of 2006 (31 U.S.C. 6101 note) is amended— 4 (1) in paragraph (4)(A)— 5 (A) in clause (ii), by adding ‘‘and’’ and the 6 end; and 7 (B) by adding at the end the following: 8 ‘‘(iii) includes other transaction agree-9 ments;’’; and 10 (2) in paragraph (7)— 11 (A) in subparagraph (B), by striking 12 ‘‘(2)(A)(i)’’ and inserting ‘‘(4)(A)(i)’’; and 13 (B) in subparagraph (C), by striking 14 ‘‘(2)(A)(ii)’’ and inserting ‘‘(4)(A)(ii)’’. 15 (b) D ATASTANDARDS.—Section 4 of the Federal 16 Funding Accountability and Transparency Act of 2006 17 (31 U.S.C. 6101 note) is amended by adding at the end 18 the following: 19 ‘‘(e) O THERTRANSACTIONAGREEMENTDATA.—Not 20 later than 3 years after the date of enactment of the Stop 21 Secret Spending Act of 2025, the Secretary shall ensure 22 that, with respect to the website established under section 23 2, or any successor website— 24 VerDate Sep 11 2014 22:58 Mar 24, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2069.IH H2069 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 2069 IH ‘‘(1) data relating to other transaction agree-1 ments is automatically transmitted to the website, 2 and 3 ‘‘(2) a centralized view of the data described in 4 paragraph (1) is available on the website.’’. 5 (c) A NNUALREPORT ONUNREPORTEDFUNDING.— 6 Section 2 of the Federal Funding Accountability and 7 Transparency Act of 2006 (31 U.S.C. 6101 note) is 8 amended by adding at the end the following: 9 ‘‘(h) A NNUALREPORT.—Not later than 1 year after 10 the date of enactment of the Stop Secret Spending Act 11 of 2025, and annually thereafter, the Secretary, in con-12 sultation with the Director, shall post to the website estab-13 lished under this section a report that includes— 14 ‘‘(1) the total amount of Federal spending on 15 Federal awards for which data has not been posted 16 to the website; and 17 ‘‘(2) the reason data on the Federal spending 18 described in paragraph (1) has not been posted to 19 the website, including whether the Federal spending 20 was— 21 ‘‘(A) national security-related or classified; 22 ‘‘(B) a grant or contract awarded or en-23 tered into by a legislative or judicial branch 24 agency; or 25 VerDate Sep 11 2014 22:58 Mar 24, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2069.IH H2069 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •HR 2069 IH ‘‘(C) a subaward below a primary 1 subaward.’’. 2 (d) I MPLEMENTATION PLAN.— 3 (1) D EFINITIONS.—In this subsection: 4 (A) D IRECTOR.—The term ‘‘Director’’ 5 means the Director of the Office of Manage-6 ment and Budget. 7 (B) R ELEVANT AGENCY .—The term ‘‘rel-8 evant agency’’ means a Federal agency (as de-9 fined in section 2(a) of the Federal Funding 10 Accountability and Transparency Act of 2006 11 (31 U.S.C. 6101 note)) that has the authority 12 to enter into an other transaction agreement, as 13 determined by the Director. 14 (C) S ECRETARY.—The term ‘‘Secretary’’ 15 means the Secretary of the Treasury. 16 (D) U SASPENDING.GOV.—The term 17 ‘‘USAspending.gov’’ means the website estab-18 lished under section 2 of the Federal Funding 19 Accountability and Transparency Act of 2006 20 (31 U.S.C. 6101 note). 21 (2) I NITIAL COMPILATION.—If the Secretary 22 has not yet complied with subsection (e) of section 23 4 of the Federal Funding Accountability and Trans-24 parency Act of 2006 (31 U.S.C. 6101 note), as 25 VerDate Sep 11 2014 22:58 Mar 24, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2069.IH H2069 kjohnson on DSK7ZCZBW3PROD with $$_JOB 5 •HR 2069 IH added by this section, by the date that is 1 year 1 after the date of enactment of this Act, not later 2 than 1 year after the date of enactment of this Act, 3 the Secretary, in coordination with the Director and 4 the heads of relevant agencies, shall publish on 5 USAspending.gov a report that lists and includes a 6 detailed description of all other transaction agree-7 ments entered into by the relevant agencies for the 8 fiscal year preceding the fiscal year during which the 9 report is published. 10 (3) P LAN.—If the Secretary has not yet com-11 plied with subsection (e) of section 4 of the Federal 12 Funding Accountability and Transparency Act of 13 2006 (31 U.S.C. 6101 note), as added by this sec-14 tion, by the date that is 2 years after the date of 15 enactment of this Act, not later than 2 years after 16 the date of enactment of this Act, the Secretary, in 17 consultation with the Director and the heads of rel-18 evant agencies, shall submit to Congress a plan that 19 includes— 20 (A) the status of including data relating to 21 other transaction agreements on 22 USAspending.gov; OTHER AMENDMENTS. 4 (a) I NSPECTORGENERALREPORTS.—Section 6(a) of 5 the Federal Funding Accountability and Transparency 6 Act of 2006 (31 U.S.C. 6101 note) is amended— 7 (1) in paragraph (1)— 8 (A) in the matter preceding subparagraph 9 (A), by striking ‘‘each Federal agency’’ and in-10 serting ‘‘each agency described in paragraphs 11 (1) and (2) of section 901(b) of title 31, United 12 States Code’’; 13 (B) in subparagraph (A), by striking 14 ‘‘Federal agency’’ and inserting ‘‘agency’’; and 15 (C) in subparagraph (B), by striking 16 ‘‘Federal agency’’ and inserting ‘‘agency’’; and 17 (2) by striking paragraph (2) and inserting the 18 following: 19 ‘‘(2) D EADLINES.—The inspector general of 20 each agency described in paragraphs (1) and (2) of 21 section 901(b) of title 31, United States Code, shall 22 submit to Congress and make publicly available a re-23 port described in paragraph (1)(B)— 24 VerDate Sep 11 2014 22:58 Mar 24, 2025 Jkt 059200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H2069.IH H2069 kjohnson on DSK7ZCZBW3PROD with $$_JOB 7 •HR 2069 IH ‘‘(A) not later than 1 year after the date 1 of enactment of the Stop Secret Spending Act 2 of 2025; and 3 ‘‘(B) not less than frequently than once 4 every 2 years after the date described in sub-5 paragraph (A) until the date that is 10 years 6 after the date of enactment of the Stop Secret 7 Spending Act of 2025 on the date of submission 8 of the report required under section 3521(f) or 9 9105(a)(3) of title 31, United States Code, for 10 the applicable fiscal year.’’. 11 (b) F ULLDISCLOSURE OFFEDERALFUNDS.— 12 (1) I N GENERAL.—Section 3 of the Federal 13 Funding Accountability and Transparency Act of 14 2006 (31 U.S.C. 6101 note) is amended— 15 (A) in subsection (b)— 16 (i) paragraph (1), in the matter pre-17 ceding subparagraph (A), by striking ‘‘a 18 Federal agency or component of a Federal 19 agency’’ and inserting ‘‘a Federal agency 20 or a component of a Federal agency in-21 cluded on the list posted under subsection 22 (e)(2)’’; and 4 (B) by adding at the end the following: 5 ‘‘(c) Q UALITY OFINFORMATION.— 6 ‘‘(1) I N GENERAL.—The Secretary and the Di-7 rector, in consultation with the heads of Federal 8 agencies, shall establish requirements to ensure that 9 the information to be posted under subsection (b) 10 that is posted by a Federal agency or component of 11 a Federal agency is complete and accurate. 12 ‘‘(2) F EDERAL AGENCY RESPONSIBILITY .—The 13 head of each Federal agency or component of a Fed-14 eral agency posting data under subsection (b) shall 15 ensure that the data is complete and accurate. 16 ‘‘(3) A UTHORITY TO VERIFY ACCURACY .—The 17 Secretary and the Director may verify that the data 18 posted under subsection (b) by a Federal agency or 19 component of a Federal agency are complete, accu-20 rate, and consistent. 21 ‘‘(d) D ISPLAYSTANDARDS.—The Secretary, in con-22 sultation with the Director, shall ensure that the heads 23 of Federal agencies that post information under sub-24 VerDate Sep 11 2014 22:58 Mar 24, 2025 Jkt 059200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\H2069.IH H2069 kjohnson on DSK7ZCZBW3PROD with $$_JOB 9 •HR 2069 IH section (b) comply with display standards established by 1 the Secretary. 2 ‘‘(e) A GENCYREPORTINGDETERMINATION.—Not 3 later than 1 year after the date of enactment of the Stop 4 Secret Spending Act of 2025, and not less frequently than 5 once every 2 years thereafter, the Secretary, in coordina-6 tion with the Director, shall— 7 ‘‘(1) assess and make a determination with re-8 spect to which Federal agencies and components of 9 Federal agencies are required to post information 10 under subsection (b); 11 ‘‘(2) publish a list of the Federal agencies and 12 components of Federal agencies determined under 13 paragraph (1) on the website established under sec-14 tion 2(b)(1); and 15 ‘‘(3) provide to the head and inspector general 16 of each Federal agency or component of a Federal 17 agency included on the list published under para-18 graph (2) written notice of the inclusion of the Fed-19 eral agency or component of a Federal agency on the 20 list.’’. 21 (2) E FFECTIVE DATE.—The amendments made 22 by paragraph (1)(A) shall take effect on the date on 23 which the Secretary publishes the first list under 24 section 3(e)(2) of the Federal Funding Account-25 VerDate Sep 11 2014 22:58 Mar 24, 2025 Jkt 059200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H2069.IH H2069 kjohnson on DSK7ZCZBW3PROD with $$_JOB 10 •HR 2069 IH ability and Transparency Act of 2006 (31 U.S.C. 1 6101 note), as added by paragraph (1). 2 SEC. 4.
