29	29	is obtained pursuant to an induced abortion, and to
30	30	prohibit the solicitation or knowing acquisition, receipt,

38	38	This Act may be cited as the ‘‘Protecting Life and 2
39	39	Integrity in Research Act of 2025’’. 3
40	40	SEC. 2. NO RESEARCH INVOLVING HUMAN FETAL TISSUE 4
41	41	OBTAINED PURSUANT TO AN INDUCED ABOR-5

46	46	N GENERAL.—No Federal department, 8
47	47	agency, or office may conduct, fund, approve, or oth-9
48	48	erwise support any research involving human fetal 10
49	49	tissue that is obtained pursuant to an induced abor-11
50	50	tion. 12

52	52	EVELOPMENT OF NEW , ETHICAL CELL 13
53	53	LINES.—Subsection (a) does not limit the authority 14
54	54	of any Federal department, agency, or office to de-15
55	55	velop or support the development of new, high-effi-16
56	56	ciency cell lines, including for the production of vac-17
57	57	cines and genetic vectors, so long as the cell lines 18
58	58	are not derived from human fetal tissue that is ob-19
59	59	tained pursuant to an induced abortion. 20

62	62	SUE OBTAINED AFTER A MISCARRIAGE OR STILL -22
63	63	BIRTH PERMITTED.—Any research of any Federal 23

65	65	obtained after a miscarriage or stillbirth shall be 25
66	66	conducted or supported in accordance with section 26

111	111	‘human fetal tissue’ means tissue or cells obtained 8
112	112	from a dead unborn child pursuant to an induced 9
113	113	abortion, a miscarriage, or a stillbirth. 10

115	115	ISCARRIAGE.—The term ‘miscarriage’ 11
116	116	means the involuntary death of an unborn child who 12
117	117	was carried in the womb for a period of less than 13
118	118	20 weeks. 14
119	119	‘‘(3) S
120	120	TILLBIRTH.—The term ‘stillbirth’ means 15
121	121	the involuntary death of an unborn child who was 16
122	122	carried in the womb for a period of 20 weeks or 17
123	123	more. 18
124	124	‘‘(4) U
125	125	NBORN CHILD.—The term ‘unborn child’ 19
126	126	has the meaning given such term in section 1841(d) 20
127	127	of title 18, United States Code.’’. 21

130	130	tional Institutes of Health Revitalization Act of 1993 (42 23

142	142	Health Service Act (42 U.S.C. 289g–2(c)(1)) is amended 7

144	144	‘‘(1) solicit or knowingly acquire, receive, or ac-9
145	145	cept a donation (excluding any transfer for purposes 10
146	146	of autopsy or burial) of human fetal tissue knowing 11
147	147	that— 12
148	148	‘‘(A) a human pregnancy was deliberately 13
149	149	initiated to provide such tissue; or 14
150	150	‘‘(B) the tissue was obtained pursuant to 15
151	151	an induced abortion; or’’. 16
