5353 LINES.—Subsection (a) does not limit the authority 14
5454 of any Federal department, agency, or office to de-15
5555 velop or support the development of new, high-effi-16
5656 ciency cell lines, including for the production of vac-17
5757 cines and genetic vectors, so long as the cell lines 18
5858 are not derived from human fetal tissue that is ob-19
5959 tained pursuant to an induced abortion. 20

113113 abortion, a miscarriage, or a stillbirth. 10

115115 ISCARRIAGE.—The term ‘miscarriage’ 11
116116 means the involuntary death of an unborn child who 12
117117 was carried in the womb for a period of less than 13
118118 20 weeks. 14
119119 ‘‘(3) S
120120 TILLBIRTH.—The term ‘stillbirth’ means 15
121121 the involuntary death of an unborn child who was 16
122122 carried in the womb for a period of 20 weeks or 17
123123 more. 18
124124 ‘‘(4) U
125125 NBORN CHILD.—The term ‘unborn child’ 19
126126 has the meaning given such term in section 1841(d) 20
127127 of title 18, United States Code.’’. 21

150150 ‘‘(B) the tissue was obtained pursuant to 15
