3030 OLDINGSALARIES INESCROW.— 4
3131 (1) I
3232 N GENERAL.—If by April 15, a House of 5
3333 Congress has not agreed to a concurrent resolution 6
3434 on the budget for the next fiscal year pursuant to 7
3535 section 301 of the Congressional Budget Act of 8
3636 1974, during the period described in paragraph (2) 9
3737 the payroll administrator of that House of Congress 10
3838 shall deposit in an escrow account all payments oth-11
3939 erwise required to be made during such period for 12
4040 the compensation of Members of Congress who serve 13
4141 in that House of Congress, and shall release such 14
4242 payments to such Members only upon the expiration 15
4343 of such period. 16

4545 ERIOD DESCRIBED.—With respect to a 17
4646 House of Congress, the period described in this 18
4747 paragraph is the period which begins on April 16 19
4848 and ends on the earlier of— 20
4949 (A) the day on which the House of Con-21
5050 gress agrees to a concurrent resolution on the 22
5151 budget for the next fiscal year pursuant to sec-23
5252 tion 301 of the Congressional Budget Act of 24
5353 1974; or 25
5454 (B) the last day of the Congress. 26

5858 (3) WITHHOLDING AND REMITTANCE OF 1
5959 AMOUNTS FROM PAYMENTS HELD IN ESCROW .—The 2
6060 payroll administrator shall provide for the same 3
6161 withholding and remittance with respect to a pay-4
6262 ment deposited in an escrow account under para-5
6363 graph (1) that would apply to the payment if the 6
6464 payment were not subject to paragraph (1). 7

6666 ELEASE OF AMOUNTS AT END OF THE 8
6767 CONGRESS.—In order to ensure that this section is 9
6868 carried out in a manner that shall not vary the com-10
6969 pensation of Senators or Representatives in violation 11
7070 of the twenty-seventh article of amendment to the 12
7171 Constitution of the United States, the payroll ad-13
7272 ministrator of a House of Congress shall release for 14
7373 payments to Members of that House of Congress 15
7474 any amounts remaining in any escrow account under 16
7575 this section on the last day of the Congress. 17

7777 OLE OF SECRETARY OF THE TREASURY .— 18
7878 The Secretary of the Treasury shall provide the pay-19
7979 roll administrators of the Houses of Congress with 20
8080 such assistance as may be necessary to enable the 21
8181 payroll administrators to carry out this section. 22

8383 REATMENT OF DELEGATES ASMEMBERS.—In 23
8484 this section, the term ‘‘Member of Congress’’ includes a 24
8585 Delegate or Resident Commissioner to the Congress. 25

8989 (c) PAYROLLADMINISTRATOR DEFINED.—In this 1
9090 section, the ‘‘payroll administrator’’ of a House of Con-2
9191 gress means— 3
9292 (1) in the case of the House of Representatives, 4
9393 the Chief Administrative Officer of the House of 5
9494 Representatives, or an employee of the Office of the 6
9595 Chief Administrative Officer who is designated by 7
9696 the Chief Administrative Officer to carry out this 8
9797 section; and 9
9898 (2) in the case of the Senate, the Secretary of 10
9999 the Senate, or an employee of the Office of the Sec-11
100100 retary of the Senate who is designated by the Sec-12
101101 retary to carry out this section. 13

103103 FFECTIVEDATE.—This Act shall apply with re-14
104104 spect to fiscal year 2026 and each succeeding fiscal year. 15
