To require the Agricultural Research Service to conduct re-
search relating to the exposure of wine grapes to wildfire
smoke, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Smoke Exposure Re-4
search Act of 2025’’. 5
SEC. 2. WILDFIRE SMOKE EXPOSURE RESEARCH ON WINE 6
GRAPES. 7
(a) R
ESEARCH.— 8

(1) IN GENERAL.—The Secretary of Agri-1
culture, acting through the Administrator of the Ag-2
ricultural Research Service, shall— 3
(A) conduct research— 4
(i) to identify the compounds respon-5
sible for smoke exposure; and 6
(ii) to establish standard methodolo-7
gies for sampling and testing smoke-ex-8
posed wine grapes and smoke-affected 9
wines, including fast and inexpensive 10
screening methods; 11
(B) establish a reliable database of back-12
ground levels of smoke exposure compounds 13
that occur naturally in wine grapes; 14
(C) develop risk assessment tools or miti-15
gation methods to reduce or eliminate smoke 16
exposure; and 17
(D) study compounds that can act as a 18
barrier between wine grapes and smoke com-19
pounds. 20

OORDINATION.—The Secretary of Agri-21
culture, acting through the Administrator of the Ag-22
ricultural Research Service, shall carry out para-23
graph (1) in coordination with land-grant colleges 24
and universities (as defined in section 1404 of the 25

Teaching Policy Act of 1977 (7 U.S.C. 3103)) lo-2
cated in the States of California, Oregon, and Wash-3
ington that have conducted research on the effects 4
of smoke exposure on viticulture and enology oper-5
ations and practices. 6
(b) A
UTHORIZATION OFAPPROPRIATIONS.—There is 7
authorized to be appropriated to carry out this section 8
$6,500,000 for each of fiscal years 2026 through 2030, 9
to remain available until expended. 10
