18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. STATE WORKFORCE DEVELOPMENT BOARD. 3
21	21	Section 101(d)(3)(D) of the Workforce Innovation 4
22	22	and Opportunity Act (29 U.S.C. 3111(d)(3)(D)) is 5
23	23	amended— 6
24	24	(1) by striking ‘‘and jobseekers’’ and inserting 7
25	25	‘‘jobseekers, and entrepreneurs’’; and 8

36	36	ed by inserting ‘‘and providers of entrepreneurial skills de-8
37	37	velopment programs’’ after ‘‘organizations’’. 9

40	40	Section 134(c)(2)(A) of the Workforce Innovation 12

89	89	‘‘(I) successful practices for de-4
90	90	veloping entrepreneurial skills of indi-5
91	91	viduals; 6
92	92	‘‘(II) evidence-based and other 7
93	93	best practices for mentoring potential 8
94	94	entrepreneurs; 9
95	95	‘‘(III) the qualifications needed 10
96	96	for skills development providers to 11
97	97	successfully develop the entrepre-12
98	98	neurial skills of individuals; 13
99	99	‘‘(IV) strategies for engaging em-14
100	100	ployers and other private sector part-15
101	101	ners; 16
102	102	‘‘(V) such program outcomes that 17
103	103	correlate with entrepreneurial success; 18
104	104	‘‘(VI) how such programs suc-19
105	105	cessfully measure the progress of par-20
106	106	ticipants in such programs; 21
107	107	‘‘(VII) the extent to which such 22
108	108	programs lead to industry recognized 23
109	109	credentials; 24

116	116	‘‘(IX) the extent to which such 4
117	117	programs affect business development 5
118	118	and job creation in States and local 6

120	120	‘‘(X) how such programs identify 8
121	121	potential program participants’ readi-9
122	122	ness for the program; and 10
123	123	‘‘(XI) the average earnings of 11
124	124	participants who complete such a pro-12
125	125	gram three years after the date of 13
126	126	completion of such program. 14
127	127	‘‘(ii) Recommendations for States and 15
128	128	local communities to expand access to such 16
129	129	programs.’’; and 17
130	130	(B) in paragraph (5)(A), by inserting 18
131	131	‘‘which shall include individuals pursuing entre-19
132	132	preneurship,’’ after ‘‘particular service popu-20
133	133	lations,’’; and 21
134	134	(2) in subsection (c), by striking the third sen-22
135	135	tence and inserting the following: ‘‘Such projects 23
136	136	may include demonstration and pilot projects relat-24
