1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Expanding Medical 4
1919 Education Act’’. 5

2626 Subpart II of part C of title VII of the Public Health 4
2727 Service Act (42 U.S.C. 293m et seq.) is amended by add-5
2828 ing at the end the following: 6
2929 ‘‘SEC. 749C. GRANTS FOR SCHOOLS OF MEDICINE AND 7
3030 SCHOOLS OF OSTEOPATHIC MEDICINE IN UN-8
3131 DERSERVED AREAS. 9
3232 ‘‘(a) I
3333 NGENERAL.—The Secretary may award grants 10
3434 to institutions of higher education (including consortiums 11
3535 of such institutions) for the establishment, improvement, 12
3636 or expansion of a school of medicine or osteopathic medi-13
3737 cine, or a branch campus of a school of medicine or osteo-14
3838 pathic medicine. 15
3939 ‘‘(b) P
4040 RIORITY.—In selecting grant recipients under 16
4141 this section, the Secretary shall give priority to any insti-17
4242 tution of higher education (or consortium of such institu-18
4343 tions) that— 19
4444 ‘‘(1) proposes to use the grant for the establish-20
4545 ment of a school of medicine or osteopathic medi-21
4646 cine, or a branch campus of a school of medicine or 22
4747 osteopathic medicine, in an area— 23
4848 ‘‘(A) in which— 24
4949 ‘‘(i) no other such school is based; or 25

5353 ‘‘(ii) in the case in which the school of 1
5454 medicine or osteopathic medicine proposed 2
5555 to be established would be a minority-serv-3
5656 ing institution, no other minority-serving 4
5757 institution that includes a school of medi-5
5858 cine or osteopathic medicine is based; and 6
5959 ‘‘(B) that is a medically underserved com-7
6060 munity or a health professional shortage area; 8
6161 or 9
6262 ‘‘(2) is a minority-serving institution described 10
6363 in section 371(a) of the Higher Education Act of 11
6464 1965 or an institution or program described in sec-12
6565 tion 326(e) of such Act. 13
6666 ‘‘(c) C
6767 ONSIDERATIONS.—In awarding grants under 14
6868 this section, the Secretary, to the extent practicable, may 15
6969 ensure equitable distribution of awards among the geo-16
7070 graphical regions of the United States. 17
7171 ‘‘(d) U
7272 SE OFFUNDS.—An institution of higher edu-18
7373 cation (or a consortium of such institutions)— 19
7474 ‘‘(1) shall use grant amounts received under 20
7575 this section to— 21
7676 ‘‘(A) recruit, enroll, and retain medical 22
7777 students who are pursuing a degree of doctor of 23
7878 medicine or doctor of osteopathy, including in-24
7979 dividuals who are from disadvantaged back-25

8484 underrepresented among medical students and 2
8585 health professions), individuals from rural and 3
8686 underserved areas, low-income individuals, and 4
8787 first generation college students, at a school of 5
8888 medicine or osteopathic medicine or branch 6
8989 campus of a school of medicine or osteopathic 7
9090 medicine; and 8
9191 ‘‘(B) develop, implement, and expand cur-9
9292 riculum that emphasizes care for rural and un-10
9393 derserved populations, including accessible and 11
9494 culturally and linguistically appropriate care 12
9595 and services, at such school or branch campus; 13
9696 and 14
9797 ‘‘(2) may use grant amounts received under this 15
9898 section to— 16
9999 ‘‘(A) plan and construct— 17
100100 ‘‘(i) a school of medicine or osteo-18
101101 pathic medicine, or a branch campus of a 19
102102 school of medicine or osteopathic medicine, 20
103103 in an area in which no other such school 21
104104 is based; or 22
105105 ‘‘(ii) a school of medicine or osteo-23
106106 pathic medicine, or a branch campus of a 24
107107 school of medicine or osteopathic medicine, 25

111111 that will be a minority-serving institution, 1
112112 in an area in which no other such school 2
113113 that is a minority-serving institution is 3
114114 based; 4
115115 ‘‘(B) plan, develop, and meet criteria for 5
116116 accreditation for a school of medicine or osteo-6
117117 pathic medicine or branch campus of a school 7
118118 of medicine or osteopathic medicine; 8
119119 ‘‘(C) hire faculty, including faculty from 9
120120 racial and ethnic groups who are underrep-10
121121 resented among the medical and other health 11
122122 professions, and other staff to serve at such a 12
123123 school or branch campus; 13
124124 ‘‘(D) support educational programs at such 14
125125 a school or branch campus; 15
126126 ‘‘(E) modernize and expand infrastructure 16
127127 at such a school or branch campus; and 17
128128 ‘‘(F) support other activities that the Sec-18
129129 retary determines further the establishment, 19
130130 improvement, or expansion of a school of medi-20
131131 cine or osteopathic medicine or branch campus 21
132132 of a school of medicine or osteopathic medicine. 22
133133 ‘‘(e) A
134134 PPLICATION.—To be eligible to receive a grant 23
135135 under subsection (a), an institution of higher education 24
136136 (or a consortium of such institutions), shall submit an ap-25

141141 and containing such information as the Secretary may re-2
142142 quire, including a description of the institution’s or con-3
143143 sortium’s planned activities described in subsection (d). 4

145145 EPORTING.— 5
146146 ‘‘(1) R
147147 EPORTS FROM ENTITIES .—Each institu-6
148148 tion of higher education, or consortium of such insti-7
149149 tutions, awarded a grant under this section shall 8
150150 submit an annual report to the Secretary on the ac-9
151151 tivities conducted under such grant, and other infor-10
152152 mation as the Secretary may require. 11
153153 ‘‘(2) R
154154 EPORT TO CONGRESS .—Not later than 5 12
155155 years after the date of enactment of this section and 13
156156 every 5 years thereafter, the Secretary shall submit 14
157157 to the Committee on Health, Education, Labor, and 15
158158 Pensions of the Senate and the Committee on En-16
159159 ergy and Commerce of the House of Representatives 17
160160 a report that provides a summary of the activities 18
161161 and outcomes associated with grants made under 19
162162 this section. Such reports shall include— 20
163163 ‘‘(A) a list of awardees, including their pri-21
164164 mary geographic location, and location of any 22
165165 school of medicine or osteopathic medicine, or a 23
166166 branch campus of school of medicine or osteo-24
167167 pathic medicine that was established, improved, 25

174174 ing the number of students from racial and eth-4
175175 nic groups underrepresented among medical 5
176176 students and health professions, low-income 6
177177 students, and first generation college students) 7
178178 who— 8
179179 ‘‘(i) are enrolled at, or who have grad-9
180180 uated from, any school of medicine or os-10
181181 teopathic medicine, or a branch campus of 11
182182 school of medicine or osteopathic medicine, 12
183183 that was established, improved, or ex-13
184184 panded under the program under this sec-14
185185 tion, deidentified and disaggregated by 15
186186 race, ethnicity, age, sex, geographic region, 16
187187 disability status, and other relevant fac-17
188188 tors, to the extent such information is 18
189189 available; and 19
190190 ‘‘(ii) who subsequently participate in 20
191191 an accredited internship or medical resi-21
192192 dency program upon graduation from any 22
193193 school of medicine or osteopathic medicine, 23
194194 or a branch campus of a school of medicine 24
195195 or osteopathic medicine, that was estab-25

203203 medical specialty pursued, and other rel-5
204204 evant factors, to the extent such informa-6
205205 tion is available; 7
206206 ‘‘(C) the effects of such program on the 8
207207 health care provider workforce, including any 9
208208 impact on demographic representation 10
209209 disaggregated by race, ethnicity, and sex, and 11
210210 the fields or specialties pursued by students 12
211211 who have graduated from any school of medi-13
212212 cine or osteopathic medicine, or a branch cam-14
213213 pus of school of medicine or osteopathic medi-15
214214 cine, that was established, improved, or ex-16
215215 panded under the program under this section; 17
216216 ‘‘(D) the effects of such program on health 18
217217 care access in underserved areas, including 19
218218 medically underserved communities and health 20
219219 professional shortage areas; and 21
220220 ‘‘(E) recommendations for improving the 22
221221 program described in this section, and any 23
222222 other considerations as the Secretary deter-24
223223 mines appropriate. 25

228228 shall make reports submitted under paragraph (2) 2
229229 publicly available on the website of the Department 3
230230 of Health and Human Services. 4

232232 EFINITIONS.—In this section: 5
233233 ‘‘(1) B
234234 RANCH CAMPUS.— 6
235235 ‘‘(A) I
236236 N GENERAL.—The term ‘branch 7
237237 campus’, with respect to a school of medicine or 8
238238 osteopathic medicine, means an additional loca-9
239239 tion of such school that is geographically apart 10
240240 and independent of the main campus, at which 11
241241 the school offers at least 50 percent of the pro-12
242242 gram leading to a degree of doctor of medicine 13
243243 or doctor of osteopathy that is offered at the 14
244244 main campus. 15
245245 ‘‘(B) I
246246 NDEPENDENCE FROM MAIN CAM -16
247247 PUS.—For purposes of subparagraph (A), the 17
248248 location of a school described in such subpara-18
249249 graph shall be considered to be independent of 19
250250 the main campus described in such subpara-20
251251 graph if the location— 21
252252 ‘‘(i) is permanent in nature; 22
253253 ‘‘(ii) offers courses in educational pro-23
254254 grams leading to a degree, certificate, or 24
255255 other recognized educational credential; 25

265265 The term ‘first generation college student’ has the 6
266266 meaning given such term in section 402A(h)(3) of 7
267267 the Higher Education Act of 1965. 8

269269 EALTH PROFESSIONAL SHORTAGE 9
270270 AREA.—The term ‘health professional shortage area’ 10
271271 has the meaning given such term in section 332(a). 11

273273 NSTITUTION OF HIGHER EDUCATION .— 12
274274 The term ‘institution of higher education’ has the 13
275275 meaning given such term in section 101 of the High-14
