15	15	‘‘Chinese Taipei’’, and for other purposes.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘America Supports Tai-4
20	20	wan Act’’. 5
21	21	SEC. 2. FINDINGS; PURPOSE. 6
22	22	(a) F
23	23	INDINGS.—Congress finds as follows: 7
24	24	(1) The United States Government has never 8
25	25	officially recognized the People’s Republic of China’s 9
26	26	claim of sovereignty over Taiwan. 10

30	30	(2) The People’s Republic of China, led by the 1
31	31	Chinese Communist Party, seeks to control Taiwan 2
32	32	through means of persuasion and coercion, and po-3
33	33	tentially compellence. 4
34	34	(3) The People’s Liberation Army seeks to have 5
35	35	the capability to invade Taiwan by 2027, the 100th 6
36	36	anniversary of the founding of the Chinese Com-7
37	37	munist Party’s military, the People’s Liberation 8
38	38	Army. 9
39	39	(4) The People’s Republic of China refers to 10
40	40	Taiwan as a ‘‘region’’ and to the President of Tai-11
41	41	wan as ‘‘the leader of the Taiwan region’’, consistent 12
42	42	with its assertion that Taiwan is a region of the 13
43	43	People’s Republic of China. 14
44	44	(5) Taiwan and mainland China are separated 15
45	45	by a ‘‘median line’’ in the Taiwan Strait, which acts 16
46	46	as an unofficial boundary that was generally re-17
47	47	spected from 1999, until September 2020, when a 18
48	48	Chinese Foreign Ministry spokesman stated, ‘‘there 19
49	49	is no so-called median line in the Strait’’, and Peo-20
50	50	ple’s Liberation Army aircraft and vessels have re-21
51	51	peatedly crossed the median line since then, as more 22
52	52	than 1,400 PRC aircraft reportedly crossed the me-23
53	53	dian line in 2024. 24

57	57	(6) An accounting, based on Taiwan Ministry of 1
58	58	National Defense reporting, of incursions into Tai-2
59	59	wan’s de facto Air Defense Identification Zone by 3
60	60	PRC military aircraft illustrates a sharp increase 4
61	61	over time, with approximately 3,075 incursions in 5
62	62	2024, up from approximately 390 in 2020, illus-6
63	63	trating a more confrontational posture toward Tai-7
64	64	wan and honing military capabilities required to con-8
65	65	duct combat operations near Taiwan. 9
66	66	(7) Many people of Taiwan see the ‘‘Chinese 10
67	67	Taipei’’ nomenclature as a symbol of oppression 11
68	68	from the People’s Republic of China, originally stem-12
69	69	ming from an effort to find a way for both Taiwan 13
70	70	and the People’s Republic of China to participate in 14
71	71	the 1980 Lake Placid Winter Olympics and the 15
72	72	1980 Moscow Summer Olympics. 16
73	73	(8) In Mandarin Chinese, Taiwan uses a 17
74	74	version of ‘‘Chinese Taipei’’ in which ‘‘Chinese’’ is 18
75	75	the cultural term ‘‘zhonghua’’ and does not have 19
76	76	sovereignty connotations. 20
77	77	(9) Comparatively, the Chinese-language trans-21
78	78	lation of ‘‘Chinese Taipei’’ carries the connotation 22
79	79	that Taiwan is culturally Chinese, and thus the 23
80	80	English term can be easily misunderstood to connote 24

85	85	Taiwan. 2
86	86	(b) P
87	87	URPOSE.—It is the sense of Congress that— 3
88	88	(1) the United States must stand firm in the 4
89	89	commitments it made in the Taiwan Relations Act 5
90	90	(22 U.S.C. 3301 et seq.), which declares that it is 6
91	91	the policy of the United States to ‘‘maintain the ca-7
92	92	pacity of the United States to resist any resort to 8
93	93	force or other forms of coercion that would jeop-9
94	94	ardize the security, or the social or economic system, 10
95	95	of the people on Taiwan’’; 11
96	96	(2) the United States Government continues to 12
97	97	support Taiwan and enable it to maintain a suffi-13
98	98	cient self-defense capability as it withstands control- 14
99	99	seeking persuasion and coercion from an increas-15
100	100	ingly aggressive People’s Republic of China; and 16
101	101	(3) the United States Government disfavors the 17
102	102	use of the ‘‘Chinese Taipei’’ nomenclature, and in-18
103	103	stead favors the use of ‘‘Taiwan’’ so as to avoid con-19
104	104	notations of possession with the ‘‘Chinese Taipei’’ 20
105	105	term in English and support resolution of cross- 21
106	106	Strait differences by peaceful means, free from coer-22
107	107	cion, in a manner acceptable to the people on both 23
108	108	sides of the Strait. 24

112	112	SEC. 3. AGENCY REQUIREMENT TO USE ‘‘TAIWAN’’. 1

114	114	NGENERAL.—The head of an agency may not 2
115	115	use ‘‘Chinese Taipei’’ and shall use ‘‘Taiwan’’, except— 3
116	116	(1) in historical context explaining the People’s 4
117	117	Republic of China’s attempt to control Taiwan 5
118	118	through persuasion and coercion; or 6
119	119	(2) to the extent that the head of the agency 7
120	120	is working on matters relating to Taiwan with an 8
121	121	international organization at which Taiwan is a par-9
122	122	ticipant under a different official name. 10

127	127	enactment of this Act, the head of each agency shall en-13
128	128	sure the website of the agency meets the requirements of 14

132	132	meaning given that term in section 551 of title 5, United 17
