1919 This Act may be cited as the ‘‘America Supports Tai-4
2020 wan Act’’. 5
2121 SEC. 2. FINDINGS; PURPOSE. 6

2323 INDINGS.—Congress finds as follows: 7
2424 (1) The United States Government has never 8
2525 officially recognized the People’s Republic of China’s 9
2626 claim of sovereignty over Taiwan. 10

3030 (2) The People’s Republic of China, led by the 1
3131 Chinese Communist Party, seeks to control Taiwan 2
3232 through means of persuasion and coercion, and po-3
3333 tentially compellence. 4
3434 (3) The People’s Liberation Army seeks to have 5
3535 the capability to invade Taiwan by 2027, the 100th 6
3636 anniversary of the founding of the Chinese Com-7
3737 munist Party’s military, the People’s Liberation 8
3838 Army. 9
3939 (4) The People’s Republic of China refers to 10
4040 Taiwan as a ‘‘region’’ and to the President of Tai-11
4141 wan as ‘‘the leader of the Taiwan region’’, consistent 12
4242 with its assertion that Taiwan is a region of the 13
4343 People’s Republic of China. 14
4444 (5) Taiwan and mainland China are separated 15
4545 by a ‘‘median line’’ in the Taiwan Strait, which acts 16
4646 as an unofficial boundary that was generally re-17
4747 spected from 1999, until September 2020, when a 18
4848 Chinese Foreign Ministry spokesman stated, ‘‘there 19
4949 is no so-called median line in the Strait’’, and Peo-20
5050 ple’s Liberation Army aircraft and vessels have re-21
5151 peatedly crossed the median line since then, as more 22
5252 than 1,400 PRC aircraft reportedly crossed the me-23
5353 dian line in 2024. 24

6161 over time, with approximately 3,075 incursions in 5
6262 2024, up from approximately 390 in 2020, illus-6
6363 trating a more confrontational posture toward Tai-7
6464 wan and honing military capabilities required to con-8
6565 duct combat operations near Taiwan. 9
6666 (7) Many people of Taiwan see the ‘‘Chinese 10
6767 Taipei’’ nomenclature as a symbol of oppression 11
6868 from the People’s Republic of China, originally stem-12
6969 ming from an effort to find a way for both Taiwan 13
7070 and the People’s Republic of China to participate in 14
7171 the 1980 Lake Placid Winter Olympics and the 15
7272 1980 Moscow Summer Olympics. 16
7373 (8) In Mandarin Chinese, Taiwan uses a 17
7474 version of ‘‘Chinese Taipei’’ in which ‘‘Chinese’’ is 18
7575 the cultural term ‘‘zhonghua’’ and does not have 19
7676 sovereignty connotations. 20
7777 (9) Comparatively, the Chinese-language trans-21
7878 lation of ‘‘Chinese Taipei’’ carries the connotation 22
7979 that Taiwan is culturally Chinese, and thus the 23
8080 English term can be easily misunderstood to connote 24

8787 URPOSE.—It is the sense of Congress that— 3
8888 (1) the United States must stand firm in the 4
8989 commitments it made in the Taiwan Relations Act 5
9090 (22 U.S.C. 3301 et seq.), which declares that it is 6
9191 the policy of the United States to ‘‘maintain the ca-7
9292 pacity of the United States to resist any resort to 8
9393 force or other forms of coercion that would jeop-9
9494 ardize the security, or the social or economic system, 10
9595 of the people on Taiwan’’; 11
9696 (2) the United States Government continues to 12
9797 support Taiwan and enable it to maintain a suffi-13
9898 cient self-defense capability as it withstands control- 14
9999 seeking persuasion and coercion from an increas-15
100100 ingly aggressive People’s Republic of China; and 16
101101 (3) the United States Government disfavors the 17
102102 use of the ‘‘Chinese Taipei’’ nomenclature, and in-18
103103 stead favors the use of ‘‘Taiwan’’ so as to avoid con-19
104104 notations of possession with the ‘‘Chinese Taipei’’ 20
105105 term in English and support resolution of cross- 21
106106 Strait differences by peaceful means, free from coer-22
107107 cion, in a manner acceptable to the people on both 23
108108 sides of the Strait. 24

112112 SEC. 3. AGENCY REQUIREMENT TO USE ‘‘TAIWAN’’. 1

114114 NGENERAL.—The head of an agency may not 2
115115 use ‘‘Chinese Taipei’’ and shall use ‘‘Taiwan’’, except— 3
116116 (1) in historical context explaining the People’s 4
117117 Republic of China’s attempt to control Taiwan 5
118118 through persuasion and coercion; or 6
119119 (2) to the extent that the head of the agency 7
120120 is working on matters relating to Taiwan with an 8
121121 international organization at which Taiwan is a par-9
122122 ticipant under a different official name. 10

127127 enactment of this Act, the head of each agency shall en-13
