LAW ENFORCEMENT SUPPORT AND COUNTER 1 TRANSNATIONAL REPRESSION PUBLIC SERV-2 ICE ANNOUNCEMENT CAMPAIGN. 3 (a) I NGENERAL.—Subtitle H of title VIII of the 4 Homeland Security Act of 2002 (6 U.S.C. 451 et seq.) 5 is amended by adding at the end the following new section: 6 ‘‘SEC. 890E. LAW ENFORCEMENT SUPPORT AND COUNTER 7 TRANSNATIONAL REPRESSION PUBLIC SERV-8 ICE ANNOUNCEMENT CAMPAIGN. 9 ‘‘(a) C AMPAIGN.— 10 ‘‘(1) I N GENERAL.—The Secretary shall direct 11 the Office of Partnership and Engagement of the 12 Department to conduct a public service announce-13 ment campaign educating the public and inter-14 national allies on the issue of transnational repres-15 sion and terrorism threats related to transnational 16 repression and the resources available to victims of 17 transnational repression and terrorism threats re-18 lated to transnational repression, including the ap-19 propriate manners of contacting the Federal Bureau 20 of Investigation to anonymously report suspected 21 acts of transnational repression and terrorism 22 threats related to transnational repression. 23 ‘‘(2) I MPLEMENTATION.—Public service an-24 nouncement campaigns under paragraph (1) should 25 VerDate Sep 11 2014 22:16 Mar 18, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2116.IH H2116 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 2116 IH be carried out in languages determined relevant by 1 the Secretary. 2 ‘‘(b) R ESEARCH.—Not later than one year after the 3 date of the enactment of this section, the Secretary, in 4 coordination with the Under Secretary for Science and 5 Technology of the Department, shall, to the extent prac-6 ticable, carry out research and development, including 7 operational testing, of technologies and techniques for en-8 hancing the Department’s support to Federal, State, local, 9 Tribal, and territorial officials relating to countering 10 transnational repression and terrorism threats related to 11 transnational repression, in accordance with applicable 12 constitutional, privacy, civil rights, and civil liberties pro-13 tections. 14 ‘‘(c) D EFINITIONS.—In this section: 15 ‘‘(1) A GENT OF A FOREIGN GOVERNMENT .— 16 The term ‘agent of a foreign government’ means an 17 individual or entity that operates subject to the di-18 rection or control of— 19 ‘‘(A) a foreign government; or 20 ‘‘(B) an official or entity of such foreign 21 government. 22 ‘‘(2) F OREIGN GOVERNMENT .—The term ‘for-23 eign government’ means the government of a foreign 24 country. 25 VerDate Sep 11 2014 22:16 Mar 18, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2116.IH H2116 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 2116 IH ‘‘(3) TRANSNATIONAL REPRESSION .—The term 1 ‘transnational repression’ means an action of a for-2 eign government or an agent of a foreign govern-3 ment that satisfies each of the following: 4 ‘‘(A) The action involves— 5 ‘‘(i) any effort intended to coerce, har-6 ass, or digitally or physically threaten, in-7 cluding by force or reasonable fear of 8 death or serious bodily injury or imprison-9 ment of a person or an immediate family 10 member of a person, a person to take an 11 action in the interest of such a foreign gov-12 ernment; 13 ‘‘(ii) any effort intended to harass or 14 coerce, including by force or fear, a person 15 to forebear from exercising their First 16 Amendment rights or any other right guar-17 anteed to the person by the Constitution or 18 laws of the United States, or to retaliate 19 against a person for having exercised such 20 a right; 21 ‘‘(iii) an extrajudicial killing; or 22 ‘‘(iv) any act intended to further the 23 efforts specified in clause (i), (ii), or (iii). 24 VerDate Sep 11 2014 22:16 Mar 18, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2116.IH H2116 ssavage on LAPJG3WLY3PROD with BILLS 5 •HR 2116 IH ‘‘(B) The action is engaged in for or in the 1 interests of such a foreign government. 2 ‘‘(C) The action— 3 ‘‘(i) occurs, in whole or in part, in the 4 United States; or 5 ‘‘(ii) is committed against a United 6 States person. 7 ‘‘(4) U NITED STATES PERSON .—The term 8 ‘United States person’ has the meaning given such 9 term in section 1637(d)(10) of the Carl Levin and 10 Howard P. ‘Buck’ McKeon National Defense Au-11 thorization Act for Fiscal year 2015 (50 U.S.C. 12 1708(d)(10)).’’. 13 (b) C LERICALAMENDMENT.—The table of contents 14 in section 1(b) of the Homeland Security Act of 2002 is 15 amended by inserting after the item relating to section 16 890D the following new item: 17 ‘‘Sec. 890E.
