2727 SECTION 1. SHORT TITLE. 3
2828 This Act may be cited as the ‘‘Expel Illegal Chinese 4
2929 Police Act of 2025’’. 5

3333 SEC. 2. SANCTIONS WITH RESPECT TO POLICE DEPART-1
3434 MENTS IN THE PEOPLE’S REPUBLIC OF 2

3636 (a) I
3737 NGENERAL.—On and after the date of the en-4
3838 actment of this Act, the President shall impose— 5
3939 (1) the sanctions described in subsection (b)(1) 6
4040 with respect to any foreign person the President de-7
4141 termines is— 8
4242 (A) a provincial, municipal, or other juris-9
4343 dictional police department or law enforcement 10
4444 institution in the People’s Republic of China, 11
4545 including the provincial police departments of 12
4646 Xinjiang Uyghur Autonomous Region and 13
4747 Fujian; 14
4848 (B) a member of the senior leadership of 15
4949 a department or institution described in sub-16
5050 paragraph (A); 17
5151 (C) directly associated with establishing or 18
5252 maintaining a Chinese police presence in the 19
5353 United States; 20
5454 (D) acting under the direction and control 21
5555 of a provincial, municipal, or other Public Secu-22
5656 rity Bureau or law enforcement institution in 23
5757 the People’s Republic of China; or 24
5858 (E) acting under the direction or control of 25
5959 the United Front Work Department with the 26

6363 intention of covertly monitoring or intimidating 1
6464 individuals living in the United States; and 2
6565 (2) the sanctions described in subsection (b)(2) 3
6666 with respect to an alien the President determines 4
6767 is— 5
6868 (A) an employee of a department or insti-6
6969 tution described in paragraph (1)(A) or foreign 7
7070 person described in paragraph (1)(E); 8
7171 (B) an immediate family member of such 9
7272 an employee; or 10
7373 (C) directly associated with establishing or 11
7474 maintaining a Chinese police presence or a 12
7575 presence of the United Front Work Department 13
7676 in the United States. 14

7878 ANCTIONSDESCRIBED.—The sanctions de-15
7979 scribed in this subsection with respect to a foreign person 16
8080 described in subsection (a) are the following: 17
8181 (1) P
8282 ROPERTY BLOCKING.—The President shall 18
8383 exercise all of the powers granted by the Inter-19
8484 national Emergency Economic Powers Act (50 20
8585 U.S.C. 1701 et seq.) to the extent necessary to block 21
8686 and prohibit all transactions in all property and in-22
8787 terests in property of any foreign person described 23
8888 in subsection (a)(1) if such property and interests in 24
8989 property are in the United States, come within the 25

9696 LIENS INADMISSIBLE FOR VISAS , ADMIS-3
9797 SION, OR PAROLE.— 4

9999 ISAS, ADMISSION, OR PAROLE.—In 5
100100 the case of an alien described in subsection (a), 6
101101 the alien is— 7
102102 (i) inadmissible to the United States; 8
103103 (ii) ineligible to receive a visa or other 9
104104 documentation to enter the United States; 10
105105 and 11
106106 (iii) otherwise ineligible to be admitted 12
107107 or paroled into the United States or to re-13
108108 ceive any other benefit under the Immigra-14
109109 tion and Nationality Act (8 U.S.C. 1101 et 15
110110 seq.). 16

112112 URRENT VISAS REVOKED .— 17
113113 (i) I
114114 N GENERAL.—The visa or other 18
115115 entry documentation of an alien described 19
116116 in subparagraph (A) shall be revoked, re-20
117117 gardless of when such visa or other entry 21
118118 documentation was issued. 22
119119 (ii) I
120120 MMEDIATE EFFECT .—A revoca-23
121121 tion under clause (i) shall— 24
122122 (I) take effect immediately; and 25

128128 tion that is in the alien’s possession. 3

130130 AIVER.— 4
131131 (1) I
132132 N GENERAL.—The President may, on a 5
133133 case-by-case basis and for periods not to exceed 30 6
134134 days, waive the application of sanctions under this 7
135135 section with respect to a foreign person if the Presi-8
136136 dent certifies to Congress not later than 15 days be-9
137137 fore the waiver is to take effect that the waiver is 10
138138 vital to the national security interests of the United 11
139139 States. 12
140140 (2) F
141141 ORM OF CERTIFICATION .—The President 13
142142 may submit a certification under paragraph (1) to 14
143143 Congress in classified form if the President deter-15
144144 mines it is necessary to do so. 16

146146 MPLEMENTATION; PENALTIES.— 17
147147 (1) I
148148 MPLEMENTATION.—The President may ex-18
149149 ercise all authorities provided under sections 203 19
150150 and 205 of the International Emergency Economic 20
151151 Powers Act (50 U.S.C. 1702 and 1704) to carry out 21
152152 this section. 22

154154 ENALTIES.—A person that violates, at-23
155155 tempts to violate, conspires to violate, or causes a 24
156156 violation of this section or any regulation, license, or 25

163163 nomic Powers Act (50 U.S.C. 1705) to the same ex-4
164164 tent as a person that commits an unlawful act de-5
165165 scribed in subsection (a) of that section. 6

167167 ROHIBITION ONPARTICIPATION INCERTAININ-7
168168 VESTIGATIONS.—The President shall direct all Federal 8
169169 agencies not to participate in any investigation that is not 9
170170 initiated by the United States Government into any for-10
171171 eign person described in subsection (a) unless the Presi-11
172172 dent determines that participating in such an investigation 12
173173 is vital to health, safety, and well-being of United States 13
174174 citizens. 14

176176 EFINITIONS.—In this section: 15
177177 (1) A
178178 DMITTED ALIEN.—The terms ‘‘admitted’’ 16
179179 and ‘‘alien’’ have the meanings given those terms in 17
180180 section 101 of the Immigration and Nationality Act 18
181181 (8 U.S.C. 1101). 19

183183 OREIGN PERSON.—The term ‘‘foreign per-20
184184 son’’ means a person that is not a United States 21
185185 person. 22
186186 (3) I
187187 MMEDIATE FAMILY MEMBER .—The term 23
188188 ‘‘immediate family member’’, with respect to a for-24

196196 dividual or entity, including a governmental entity. 4

198198 NITED STATES PERSON .—The term 5
199199 ‘‘United States person’’ means— 6
200200 (A) an individual who is a United States 7
201201 citizen or an alien lawfully admitted for perma-8
202202 nent residence to the United States; 9
203203 (B) an entity organized under the laws of 10
204204 the United States or any jurisdiction within the 11
205205 United States, including a foreign branch of 12
206206 such an entity; or 13
207207 (C) any person in the United States. 14
