21	21	To impose sanctions with respect to police departments in
22	22	the People’s Republic of China and other persons seeking
23	23	to establish a Chinese police presence in the United
24	24	States.
25	25	Be it enacted by the Senate and House of Representa-1
26	26	tives of the United States of America in Congress assembled, 2
27	27	SECTION 1. SHORT TITLE. 3
28	28	This Act may be cited as the ‘‘Expel Illegal Chinese 4
29	29	Police Act of 2025’’. 5

33	33	SEC. 2. SANCTIONS WITH RESPECT TO POLICE DEPART-1
34	34	MENTS IN THE PEOPLE’S REPUBLIC OF 2
35	35	CHINA. 3
36	36	(a) I
37	37	NGENERAL.—On and after the date of the en-4
38	38	actment of this Act, the President shall impose— 5
39	39	(1) the sanctions described in subsection (b)(1) 6
40	40	with respect to any foreign person the President de-7
41	41	termines is— 8
42	42	(A) a provincial, municipal, or other juris-9
43	43	dictional police department or law enforcement 10
44	44	institution in the People’s Republic of China, 11
45	45	including the provincial police departments of 12
46	46	Xinjiang Uyghur Autonomous Region and 13
47	47	Fujian; 14
48	48	(B) a member of the senior leadership of 15
49	49	a department or institution described in sub-16
50	50	paragraph (A); 17
51	51	(C) directly associated with establishing or 18
52	52	maintaining a Chinese police presence in the 19
53	53	United States; 20
54	54	(D) acting under the direction and control 21
55	55	of a provincial, municipal, or other Public Secu-22
56	56	rity Bureau or law enforcement institution in 23
57	57	the People’s Republic of China; or 24
58	58	(E) acting under the direction or control of 25
59	59	the United Front Work Department with the 26

63	63	intention of covertly monitoring or intimidating 1
64	64	individuals living in the United States; and 2
65	65	(2) the sanctions described in subsection (b)(2) 3
66	66	with respect to an alien the President determines 4
67	67	is— 5
68	68	(A) an employee of a department or insti-6
69	69	tution described in paragraph (1)(A) or foreign 7
70	70	person described in paragraph (1)(E); 8
71	71	(B) an immediate family member of such 9
72	72	an employee; or 10
73	73	(C) directly associated with establishing or 11
74	74	maintaining a Chinese police presence or a 12
75	75	presence of the United Front Work Department 13
76	76	in the United States. 14

78	78	ANCTIONSDESCRIBED.—The sanctions de-15
79	79	scribed in this subsection with respect to a foreign person 16
80	80	described in subsection (a) are the following: 17
81	81	(1) P
82	82	ROPERTY BLOCKING.—The President shall 18
83	83	exercise all of the powers granted by the Inter-19
84	84	national Emergency Economic Powers Act (50 20
85	85	U.S.C. 1701 et seq.) to the extent necessary to block 21
86	86	and prohibit all transactions in all property and in-22
87	87	terests in property of any foreign person described 23
88	88	in subsection (a)(1) if such property and interests in 24
89	89	property are in the United States, come within the 25

96	96	LIENS INADMISSIBLE FOR VISAS , ADMIS-3
97	97	SION, OR PAROLE.— 4
98	98	(A) V
99	99	ISAS, ADMISSION, OR PAROLE.—In 5
100	100	the case of an alien described in subsection (a), 6
101	101	the alien is— 7
102	102	(i) inadmissible to the United States; 8
103	103	(ii) ineligible to receive a visa or other 9
104	104	documentation to enter the United States; 10
105	105	and 11
106	106	(iii) otherwise ineligible to be admitted 12
107	107	or paroled into the United States or to re-13
108	108	ceive any other benefit under the Immigra-14
109	109	tion and Nationality Act (8 U.S.C. 1101 et 15
110	110	seq.). 16
111	111	(B) C
112	112	URRENT VISAS REVOKED .— 17
113	113	(i) I
114	114	N GENERAL.—The visa or other 18
115	115	entry documentation of an alien described 19
116	116	in subparagraph (A) shall be revoked, re-20
117	117	gardless of when such visa or other entry 21
118	118	documentation was issued. 22
119	119	(ii) I
120	120	MMEDIATE EFFECT .—A revoca-23
121	121	tion under clause (i) shall— 24
122	122	(I) take effect immediately; and 25

131	131	(1) I
132	132	N GENERAL.—The President may, on a 5
133	133	case-by-case basis and for periods not to exceed 30 6
134	134	days, waive the application of sanctions under this 7
135	135	section with respect to a foreign person if the Presi-8
136	136	dent certifies to Congress not later than 15 days be-9
137	137	fore the waiver is to take effect that the waiver is 10
138	138	vital to the national security interests of the United 11
139	139	States. 12
140	140	(2) F
141	141	ORM OF CERTIFICATION .—The President 13
142	142	may submit a certification under paragraph (1) to 14
143	143	Congress in classified form if the President deter-15
144	144	mines it is necessary to do so. 16

146	146	MPLEMENTATION; PENALTIES.— 17
147	147	(1) I
148	148	MPLEMENTATION.—The President may ex-18
149	149	ercise all authorities provided under sections 203 19
150	150	and 205 of the International Emergency Economic 20
151	151	Powers Act (50 U.S.C. 1702 and 1704) to carry out 21
152	152	this section. 22

154	154	ENALTIES.—A person that violates, at-23
155	155	tempts to violate, conspires to violate, or causes a 24
156	156	violation of this section or any regulation, license, or 25

161	161	to the penalties set forth in subsections (b) and (c) 2
162	162	of section 206 of the International Emergency Eco-3
163	163	nomic Powers Act (50 U.S.C. 1705) to the same ex-4
164	164	tent as a person that commits an unlawful act de-5
165	165	scribed in subsection (a) of that section. 6

167	167	ROHIBITION ONPARTICIPATION INCERTAININ-7
168	168	VESTIGATIONS.—The President shall direct all Federal 8
169	169	agencies not to participate in any investigation that is not 9
170	170	initiated by the United States Government into any for-10
171	171	eign person described in subsection (a) unless the Presi-11
172	172	dent determines that participating in such an investigation 12
173	173	is vital to health, safety, and well-being of United States 13
174	174	citizens. 14

176	176	EFINITIONS.—In this section: 15
177	177	(1) A
178	178	DMITTED ALIEN.—The terms ‘‘admitted’’ 16
179	179	and ‘‘alien’’ have the meanings given those terms in 17
180	180	section 101 of the Immigration and Nationality Act 18
181	181	(8 U.S.C. 1101). 19

183	183	OREIGN PERSON.—The term ‘‘foreign per-20
184	184	son’’ means a person that is not a United States 21
185	185	person. 22

187	187	MMEDIATE FAMILY MEMBER .—The term 23
188	188	‘‘immediate family member’’, with respect to a for-24

196	196	dividual or entity, including a governmental entity. 4

198	198	NITED STATES PERSON .—The term 5
199	199	‘‘United States person’’ means— 6
200	200	(A) an individual who is a United States 7
201	201	citizen or an alien lawfully admitted for perma-8
202	202	nent residence to the United States; 9
203	203	(B) an entity organized under the laws of 10
204	204	the United States or any jurisdiction within the 11
205	205	United States, including a foreign branch of 12
206	206	such an entity; or 13
207	207	(C) any person in the United States. 14
