To amend title 18, United States Code, to provide for en-
hanced penalties for officers and employees of the De-
partment of Justice and the intelligence communities
who conceal, remove, or mutilate Government records,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Stopping High-level 4
Record Elimination and Destruction Act of 2025’’ or the 5
‘‘SHRED Act of 2025’’. 6

SEC. 2. INCREASED PENALTIES FOR CONCEALMENT, RE-1
MOVAL, OR MUTILATION OF GOVERNMENT 2
RECORDS FOR OFFICERS AND EMPLOYEES 3
OF THE DEPARTMENT OF JUSTICE AND THE 4
INTELLIGENCE COMMUNITY. 5
Section 2071 of title 18, United States Code, is 6
amended by adding at the end the following: 7
‘‘(c) Whoever, being an officer or employee of the De-8
partment of Justice or of an agency or office of the intel-9
ligence community (as defined in section 3(4) of the Na-10
tional Security Act of 1947 (50 U.S.C. 3003(4), commits 11
an offense under this section, shall be imprisoned not less 12
than 20 years or for life, fined under this title, or both.’’. 13
