law enforcement capabilities to combat transnational repression and ter-
rorism threats related to transnational repression, and for other purposes.

A BILL 
To amend the Homeland Security Act of 2002 to require 
the Secretary of Homeland Security to prioritize 
strengthening of State and local law enforcement capa-
bilities to combat transnational repression and terrorism 
threats related to transnational repression, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Strengthening State 2
and Local Efforts to Counter Transnational Repression 3
Act’’. 4
SEC. 2. COUNTERING TRANSNATIONAL REPRESSION. 5
(a) I
NGENERAL.—Subtitle H of title VIII of the 6
Homeland Security Act of 2002 (6 U.S.C. 361 et seq.) 7
is amended by adding at the end the following new section: 8
‘‘SEC. 890E. STRENGTHENING STATE AND LOCAL LAW EN-9
FORCEMENT EFFORTS TO COUNTER 10
TRANSNATIONAL REPRESSION AND TER-11
RORISM THREATS RELATED TO 12
TRANSNATIONAL REPRESSION. 13
‘‘(a) I
NGENERAL.—The Secretary, in consultation 14
with public and private sector stakeholders, shall, in a 15
manner consistent with the protection of privacy rights, 16
civil rights, and civil liberties, develop, through the Fed-17
eral Law Enforcement Training Centers and in coordina-18
tion with the Assistant Secretary for State and Local Law 19
Enforcement and the Under Secretary for Intelligence and 20
Analysis, a training program to enhance the capabilities 21
of State, local, Tribal, campus, and territorial law enforce-22
ment personnel, including personnel of the National Net-23
work of Fusion Centers, to counter transnational repres-24
sion and terrorism threats related to transnational repres-25
sion. 26

‘‘(b) REQUIREMENTS.—The training program devel-1
oped pursuant to subsection (a) shall relate to the fol-2
lowing: 3
‘‘(1) Identifying instances of transnational re-4
pression and terrorism threats related to 5
transnational repression. 6
‘‘(2) Types of information that should be col-7
lected and recorded in information technology sys-8
tems to help identify suspected perpetrators of 9
transnational repression and terrorism threats re-10
lated to transnational repression. 11
‘‘(3) Types of information that should be 12
shared routinely with the private sector, including 13
faith-based organizations, educational institution au-14
thorities, and communities that may be targets or 15
are victims of transnational repression and terrorism 16
threats related to transnational repression. 17
‘‘(4) Identifying suspected targets or victims of 18
transnational repression and terrorism threats re-19
lated to transnational repression. 20
‘‘(5) Personal safety best practices for individ-21
uals and communities that may be targets or are vic-22
tims of transnational repression and terrorism 23
threats related to transnational repression to prevent 24
and mitigate transnational repression and terrorism 25

threats related to transnational repression and en-1
sure that such targets and victims are afforded 2
prompt information about and access to victim sup-3
port resources, including such resources offered by 4
the Cybersecurity and Infrastructure Security Agen-5
cy, United States Citizenship and Immigration Serv-6
ices, and the Office for Civil Rights and Civil Lib-7
erties, to address the immediate and long-term needs 8
of such targets and victims. 9
‘‘(c) P
ROVISION OFCERTAINTRAININGS.—Trainings 10
developed pursuant to subsection (a) shall be provided by 11
the Federal Law Enforcement Training Centers or an-12
other office or component of the Department if the Direc-13
tor of the Federal Law Enforcement Training Centers de-14
termines such other office or component is accredited by 15
the Federal Law Enforcement Training Accreditation 16
Model Practice Clearinghouse or pursuant to a substan-17
tially similar process. 18
‘‘(d) C
OMMUNITYAWARENESSBRIEFINGS.—The As-19
sistant Secretary of Partnership and Engagement and the 20
Officer for Civil Rights and Civil Liberties, in coordination 21
with the Under Secretary for Intelligence and Analysis, 22
as appropriate, shall engage with State, local, Tribal, cam-23
pus, and territorial law enforcement personnel, including 24
personnel of the National Network of Fusion Centers, and 25

individuals and communities that may be targets or are 1
victims of transnational repression and terrorism threats 2
related to transnational repression, including by informing 3
such individuals and communities about how to identify 4
transnational repression and terrorism threats related to 5
transnational repression and protect against transnational 6
repression and terrorism threats related to transnational 7
repression. 8
‘‘(e) D
EFINITIONS.—In this section: 9
‘‘(1) P
ERSONAL SAFETY BEST PRACTICES .— 10
The term ‘personal safety best practices’ means 11
measures for enhancing individuals’ and commu-12
nities’ physical security, situational awareness, and 13
online security. 14
‘‘(2) T
RANSNATIONAL REPRESSION .—The term 15
‘transnational repression’ means an action of a for-16
eign government or an agent of a foreign govern-17
ment that satisfies each of the following: 18
‘‘(A) The action involves any of the fol-19
lowing: 20
‘‘(i) Any effort intended to coerce, 21
harass, or digitally or physically threaten, 22
including by force or reasonable fear of 23
death or serious bodily injury or imprison-24
ment of a person or an immediate family 25

member of a person, a person to take an 1
action in the interest of such a foreign gov-2
ernment. 3
‘‘(ii) Any effort intended to harass or 4
coerce, including by force or reasonable 5
fear of death or serious bodily injury or 6
imprisonment, a person to forebear from 7
exercising the First Amendment rights of 8
such person or any other right guaranteed 9
to the person by the Constitution or laws 10
of the United States, or to retaliate 11
against a person for having exercised such 12
a right. 13
‘‘(iii) An extrajudicial killing. 14
‘‘(iv) Any act intended to further the 15
efforts specified in clause (i), (ii), or (iii). 16
‘‘(B) The action is engaged in for or in the 17
interests of such a foreign government. 18
‘‘(C) The action— 19
‘‘(i) occurs, in whole or in part, in the 20
United States; or 21
‘‘(ii) is committed against a United 22
States person. 23
‘‘(3) U
NITED STATES PERSON .—The term 24
‘United States person’ has the meaning given such 25

term in section 1637(d)(10) of the Carl Levin and 1
Howard P. ‘Buck’ McKeon National Defense Au-2
thorization Act for Fiscal year 2015 (50 U.S.C. 3
1708(d)(10)).’’. 4
(b) R
ESEARCH ANDDEVELOPMENT.—The Secretary 5
of Homeland Security shall, to the extent practicable, co-6
ordinate with the Under Secretary for Science and Tech-7
nology and the Assistant Secretary for State and Local 8
Law Enforcement of the Department of Homeland Secu-9
rity to— 10
(1) carry out research and development of a 11
technology to enhance participation rates in training 12
offered to other State, local, Tribal, campus, and 13
territorial law enforcement personnel, including per-14
sonnel of the National Network of Fusion Centers, 15
for the purpose of enhancing domestic preparedness 16
for and collective response to transnational repres-17
sion and terrorism threats related to transnational 18
repression and other homeland security threats; and 19
(2) share information relating to researching 20
and developing methods for identifying instances, 21
suspected targets, and victims of transnational re-22
pression and terrorism threats related to 23
transnational repression, and methods for collecting 24
and recording information to help identify suspected 25

perpetrators of transnational repression and ter-1
rorism threats related to transnational repression. 2
(c) C
OMPTROLLER GENERALREVIEW.—Not later 3
than two years after the date of the enactment of this Act, 4
the Comptroller General of the United States shall submit 5
to Congress a report on the implementation of section 6
890E of the Homeland Security Act of 2002, as added 7
by subsection (a). 8
(d) C
LERICALAMENDMENT.—The table of contents 9
in section 1(b) of the Homeland Security Act of 2002 is 10
amended by inserting after the item relating to section 11
890D the following new item: 12
‘‘Sec. 890E. Strengthening State and local law enforcement efforts to counter 
transnational repression and terrorism threats related to 
transnational repression.’’.
