A BILL 
To direct the Attorney General to include a data field in 
the National Missing and Unidentified Persons System 
to indicate whether the last known location of a missing 
person was confirmed or was suspected to have been 
on Federal land, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Tracking and Report-4
ing Absent Community-Members Everywhere Act’’ or the 5
‘‘TRACE Act’’. 6

SEC. 2. DATA FIELD IN THE NATIONAL MISSING AND UN-1
IDENTIFIED PERSONS SYSTEM RELATED TO 2
FEDERAL LAND. 3
The Attorney General, acting through the Director 4
of the National Institute of Justice, shall include in the 5
National Missing and Unidentified Persons System a data 6
field to indicate— 7
(1) whether the last known location of the miss-8
ing person was confirmed or was suspected to have 9
been on Federal land, including any specific location 10
details about the unit of Federal land that was the 11
last known location of the missing person; or 12
(2) in the case of unidentified remains of a per-13
son, whether the remains were located on Federal 14
land, including any specific location details about the 15
unit of Federal land on which the remains were lo-16
cated. 17
SEC. 3. REPORT. 18
Beginning in the second calendar year that begins 19
after the date of enactment of this Act, and annually 20
thereafter, on January 15th, the Attorney General, acting 21
through the Director of the National Institute of Justice, 22
shall submit to the Committees on the Judiciary of the 23
House of Representatives and of the Senate a report that 24
contains, for the previous calendar year, the number of 25

cases in the National Missing and Unidentified Persons 1
System for which— 2
(1) the missing person’s last known location 3
was confirmed or was suspected to have been on 4
Federal land, disaggregated by the Federal land 5
management agency with jurisdiction of the Federal 6
land; or 7
(2) unidentified remains of a person were lo-8
cated on Federal land, disaggregated by the Federal 9
land management agency with jurisdiction of the 10
Federal land. 11
SEC. 4. DEFINITION. 12
In this Act, the term ‘‘Federal land’’ means land 13
owned by the United States that is under the administra-14
tive jurisdiction of the Secretary of Agriculture, the Sec-15
retary of the Interior (except land held in trust for the 16
benefit of an Indian Tribe), or the Secretary of Defense 17
only with respect to land and water resources projects ad-18
ministered by the Army Corps of Engineers. 19
