15	15	submit to the Congress a report on Federal criminal
16	16	offenses, and for other purposes.
17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Count the Crimes to 4
21	21	Cut Act of 2025’’. 5
22	22	SEC. 2. REPORT ON FEDERAL CRIMINAL OFFENSES. 6
23	23	(a) D
24	24	EFINITIONS.—In this section— 7

28	28	(1) the term ‘‘criminal regulatory offense’’ 1
29	29	means a Federal regulation that is enforceable by a 2
30	30	criminal penalty; and 3
31	31	(2) the term ‘‘criminal statutory offense’’ 4
32	32	means a criminal offense under a Federal statute. 5

34	34	EPORT ONCRIMINALSTATUTORYOFFENSES.— 6
35	35	Not later than 1 year after the date of enactment of this 7
36	36	Act, the Attorney General shall submit to the Committee 8
37	37	on the Judiciary of the Senate and the Committee on the 9
38	38	Judiciary of the House of Representatives a report, which 10
39	39	shall include— 11
40	40	(1) a list of all criminal statutory offenses, in-12
41	41	cluding a list of the elements for each criminal stat-13
42	42	utory offense; and 14
43	43	(2) for each criminal statutory offense listed 15
44	44	under paragraph (1)— 16
45	45	(A) the potential criminal penalty for the 17
46	46	criminal statutory offense; 18
47	47	(B) the number of prosecutions for the 19
48	48	criminal statutory offense brought by the De-20
49	49	partment of Justice each year for the 15-year 21
50	50	period preceding the date of enactment of this 22
51	51	Act; and 23
52	52	(C) the mens rea requirement for the 24
53	53	criminal statutory offense. 25

60	60	EPORTS.—Not later than 1 year after the 3
61	61	date of enactment of this Act, the head of each Fed-4
62	62	eral agency described in paragraph (2) shall submit 5
63	63	to the Committee on the Judiciary of the Senate and 6
64	64	the Committee on the Judiciary of the House of 7
65	65	Representatives a report, which shall include— 8
66	66	(A) a list of all criminal regulatory of-9
67	67	fenses enforceable by the agency; and 10
68	68	(B) for each criminal regulatory offense 11
69	69	listed under subparagraph (A)— 12
70	70	(i) the potential criminal penalty for a 13
71	71	violation of the criminal regulatory offense; 14
72	72	(ii) the number of violations of the 15
73	73	criminal regulatory offense referred to the 16
74	74	Department of Justice for prosecution in 17
75	75	each of the years during the 15-year period 18
76	76	preceding the date of enactment of this 19
77	77	Act; and 20
78	78	(iii) the mens rea requirement for the 21
79	79	criminal regulatory offense. 22

117	117	NDEX.—Not later than 2 years after the date 3
118	118	of enactment of this Act— 4
119	119	(1) the Attorney General shall establish a pub-5
120	120	lically accessible index of each criminal statutory of-6
121	121	fense listed in the report required under subsection 7
122	122	(b) and make the index available and freely acces-8
123	123	sible on the website of the Department of Justice; 9
124	124	and 10
125	125	(2) the head of each agency described in sub-11
126	126	section (c)(2) shall establish a publically accessible 12
127	127	index of each criminal regulatory offense listed in 13
128	128	the report required under subsection (c)(1) and 14
129	129	make the index available and freely accessible on the 15
130	130	website of the agency. 16
