1818 tives of the United States of America in Congress assembled, 2
1919 SECTION 1. SHORT TITLE. 3
2020 This Act may be cited as the ‘‘Count the Crimes to 4
2121 Cut Act of 2025’’. 5
2222 SEC. 2. REPORT ON FEDERAL CRIMINAL OFFENSES. 6

2929 means a Federal regulation that is enforceable by a 2
3030 criminal penalty; and 3
3131 (2) the term ‘‘criminal statutory offense’’ 4
3232 means a criminal offense under a Federal statute. 5

3434 EPORT ONCRIMINALSTATUTORYOFFENSES.— 6
3535 Not later than 1 year after the date of enactment of this 7
3636 Act, the Attorney General shall submit to the Committee 8
3737 on the Judiciary of the Senate and the Committee on the 9
3838 Judiciary of the House of Representatives a report, which 10
3939 shall include— 11
4040 (1) a list of all criminal statutory offenses, in-12
4141 cluding a list of the elements for each criminal stat-13
4242 utory offense; and 14
4343 (2) for each criminal statutory offense listed 15
4444 under paragraph (1)— 16
4545 (A) the potential criminal penalty for the 17
4646 criminal statutory offense; 18
4747 (B) the number of prosecutions for the 19
4848 criminal statutory offense brought by the De-20
4949 partment of Justice each year for the 15-year 21
5050 period preceding the date of enactment of this 22
5151 Act; and 23
5252 (C) the mens rea requirement for the 24
5353 criminal statutory offense. 25

6060 EPORTS.—Not later than 1 year after the 3
6161 date of enactment of this Act, the head of each Fed-4
6262 eral agency described in paragraph (2) shall submit 5
6363 to the Committee on the Judiciary of the Senate and 6
6464 the Committee on the Judiciary of the House of 7
6565 Representatives a report, which shall include— 8
6666 (A) a list of all criminal regulatory of-9
6767 fenses enforceable by the agency; and 10
6868 (B) for each criminal regulatory offense 11
6969 listed under subparagraph (A)— 12
7070 (i) the potential criminal penalty for a 13
7171 violation of the criminal regulatory offense; 14
7272 (ii) the number of violations of the 15
7373 criminal regulatory offense referred to the 16
7474 Department of Justice for prosecution in 17
7575 each of the years during the 15-year period 18
7676 preceding the date of enactment of this 19
7777 Act; and 20
7878 (iii) the mens rea requirement for the 21
7979 criminal regulatory offense. 22

120120 lically accessible index of each criminal statutory of-6
121121 fense listed in the report required under subsection 7
122122 (b) and make the index available and freely acces-8
123123 sible on the website of the Department of Justice; 9
124124 and 10
125125 (2) the head of each agency described in sub-11
126126 section (c)(2) shall establish a publically accessible 12
127127 index of each criminal regulatory offense listed in 13
128128 the report required under subsection (c)(1) and 14
129129 make the index available and freely accessible on the 15
130130 website of the agency. 16

132132 ULE OFCONSTRUCTION.—Nothing in this sec-17
133133 tion shall be construed to require or authorize appropria-18
