18	18	To re-establish an advisory committee to provide independent
19	19	advice and recommendations to the Secretary of Trans-
20	20	portation regarding comprehensive, interdisciplinary
21	21	issues related to transportation from a variety of stake-
22	22	holders in transportation planning, design, research, pol-
23	23	icy, and advocacy, and for other purposes.
24	24	Be it enacted by the Senate and House of Representa-1
25	25	tives of the United States of America in Congress assembled, 2
26	26	SECTION 1. SHORT TITLE. 3
27	27	This Act may be cited as the ‘‘Transportation Equity 4
28	28	Act’’. 5

32	32	SEC. 2. ESTABLISHMENT OF TRANSPORTATION EQUITY AD-1
33	33	VISORY COMMITTEE. 2
34	34	(a) E
35	35	STABLISHMENT.—Not later than 120 days after 3
36	36	the date of enactment of this Act, the Secretary of Trans-4
37	37	portation shall establish an advisory committee, to be 5
38	38	known as the Transportation Equity Committee (referred 6
39	39	to in this Act as the ‘‘Committee’’), regarding comprehen-7
40	40	sive and interdisciplinary issues related to transportation 8
41	41	equity from a variety of stakeholders in transportation 9
42	42	planning, design, research, policy, and advocacy. 10
43	43	(b) P
44	44	URPOSE OF THE ADVISORYCOMMITTEE.—The 11
45	45	Committee established under subsection (a) shall provide 12
46	46	independent advice and recommendations to the Secretary 13
47	47	on transportation equity, including developing a strategic 14
48	48	plan with recommendations to the Secretary on national 15
49	49	transportation metrics and the effect on such factors as 16
50	50	economic development, connectivity, and public engage-17
51	51	ment. 18

53	53	UTIES.—The Committee shall evaluate the De-19
54	54	partment’s work in connecting people to economic and re-20
55	55	lated forms of opportunity and revitalize communities in 21
56	56	carrying out its strategic, research, technological, regu-22
57	57	latory, community engagement, and economic policy ac-23
58	58	tivities related to transportation and opportunity. Deci-24
59	59	sions directly affecting implementation of transportation 25
60	60	policy remain with the Secretary. 26

64	64	(d) MEMBERSHIP.— 1

66	66	N GENERAL.—The Secretary shall appoint 2
67	67	an odd number of members of not less than 9 but 3
68	68	not more than 15 members (with a quorum con-4
69	69	sisting of a majority of members rounded up to the 5
70	70	nearest odd number), to include balanced represen-6
71	71	tation from academia, community groups, industry 7
72	72	and business, non-governmental organizations, State 8
73	73	and local governments, federally recognized Tribal 9
74	74	Governments, advocacy organizations, and indige-10
75	75	nous groups with varying points of view. 11

77	77	ROAD REPRESENTATION .—To the extent 12
78	78	practicable, members of the Committee shall reflect 13
79	79	a variety of backgrounds and experiences, geo-14
80	80	graphic diversity, including urban, rural, tribal, ter-15
81	81	ritories, and underserved and marginalized commu-16
82	82	nities throughout the country, and individuals with 17
83	83	expertise in related areas such as housing, health 18
84	84	care, and the environment. 19

86	86	EPLACEMENT FOR NON -ACTIVE MEM-20
87	87	BERS.—The Secretary may remove a non-active 21
88	88	member who misses 3 consecutive meetings and ap-22
89	89	point a replacement to service for the period of time 23
90	90	set forth in subsection (f). 24

94	94	(e) MEETINGS.—The Committee shall meet not less 1
95	95	than 2 times each year with not more than 9 months be-2
96	96	tween meetings at a reasonable time, in a place accessible 3
97	97	to the public, and in a room large enough to accommodate 4
98	98	the Committee members, staff, and a reasonable number 5
99	99	of interested members of the public. The room in which 6
100	100	the Committee meets shall be large enough to accommo-7
101	101	date at least 100 and shall be compliant with the Ameri-8
102	102	cans with Disabilities Act of 1990 (42 U.S.C. 12101 et 9
103	103	seq.). 10
104	104	(f) T
105	105	ERM.—Each member of the Committee shall 11
106	106	serve a 2-year term with not more than 2 consecutive term 12
107	107	reappointments, but may continue service until a replace-13
108	108	ment is appointed. 14
109	109	(g) S
110	110	UPPORT.—The Office of the Under Secretary for 15
111	111	Policy of the Department of Transportation shall provide 16
112	112	necessary funding, logistics, and administrative support 17
113	113	for the Committee. 18
114	114	(h) A
115	115	PPLICATION OFFACA.—The Federal Advisory 19
116	116	Committee Act (5 U.S.C. app.) shall apply, except section 20
117	117	14, to the Committee established under this section. 21
118	118	SEC. 3. DESIGNATED FEDERAL OFFICER. 22

120	120	NGENERAL.—The Secretary of Transportation 23
121	121	shall appoint a full-time Federal employee to serve as the 24
122	122	coordinator of the Committee on Transportation Equity 25

126	126	and act as the Designated Federal Officer for the Trans-1
127	127	portation Equity Committee. The designated Federal offi-2
128	128	cer shall ensure that administrative support is provided 3
129	129	for the Committee. 4

131	131	ESPONSIBILITIES.—The Designated Federal Of-5
132	132	ficer shall— 6
133	133	(1) call meetings of the Committee, and any 7
134	134	subcommittees that the Committee designates, after 8
135	135	consultation with the Chair; 9
136	136	(2) formulate and approve an agenda, in con-10
137	137	sultation with the Chair, for each meeting; 11
138	138	(3) notify all Committee members of the time, 12
139	139	place, and agenda for any meeting; 13
140	140	(4) provide administrative support for all meet-14
141	141	ings of the Committee; 15
142	142	(5) attend each Committee and subcommittee 16
143	143	meeting; 17
144	144	(6) maintain all Advisory Committee on Trans-18
145	145	portation Equity files and records, including minutes 19
146	146	from each meeting; 20
147	147	(7) adjourn any meeting when it is determined 21
148	148	to be in the public interest and chair meetings when 22
149	149	directed to do so by the Secretary; 23
150	150	(8) make available to the public meeting notes 24
151	151	and information; and 25
