2727 This Act may be cited as the ‘‘Transportation Equity 4

3232 SEC. 2. ESTABLISHMENT OF TRANSPORTATION EQUITY AD-1

3535 STABLISHMENT.—Not later than 120 days after 3
3636 the date of enactment of this Act, the Secretary of Trans-4
3737 portation shall establish an advisory committee, to be 5
3838 known as the Transportation Equity Committee (referred 6
3939 to in this Act as the ‘‘Committee’’), regarding comprehen-7
4040 sive and interdisciplinary issues related to transportation 8
4141 equity from a variety of stakeholders in transportation 9
4242 planning, design, research, policy, and advocacy. 10

4444 URPOSE OF THE ADVISORYCOMMITTEE.—The 11
4545 Committee established under subsection (a) shall provide 12
4646 independent advice and recommendations to the Secretary 13
4747 on transportation equity, including developing a strategic 14
4848 plan with recommendations to the Secretary on national 15
4949 transportation metrics and the effect on such factors as 16
5050 economic development, connectivity, and public engage-17
5151 ment. 18

5353 UTIES.—The Committee shall evaluate the De-19
5454 partment’s work in connecting people to economic and re-20
5555 lated forms of opportunity and revitalize communities in 21
5656 carrying out its strategic, research, technological, regu-22
5757 latory, community engagement, and economic policy ac-23
5858 tivities related to transportation and opportunity. Deci-24
5959 sions directly affecting implementation of transportation 25
6060 policy remain with the Secretary. 26

6464 (d) MEMBERSHIP.— 1

6666 N GENERAL.—The Secretary shall appoint 2
6767 an odd number of members of not less than 9 but 3
6868 not more than 15 members (with a quorum con-4
6969 sisting of a majority of members rounded up to the 5
7070 nearest odd number), to include balanced represen-6
7171 tation from academia, community groups, industry 7
7272 and business, non-governmental organizations, State 8
7373 and local governments, federally recognized Tribal 9
7474 Governments, advocacy organizations, and indige-10
7575 nous groups with varying points of view. 11

7777 ROAD REPRESENTATION .—To the extent 12
7878 practicable, members of the Committee shall reflect 13
7979 a variety of backgrounds and experiences, geo-14
8080 graphic diversity, including urban, rural, tribal, ter-15
8181 ritories, and underserved and marginalized commu-16
8282 nities throughout the country, and individuals with 17
8383 expertise in related areas such as housing, health 18
8484 care, and the environment. 19

8686 EPLACEMENT FOR NON -ACTIVE MEM-20
8787 BERS.—The Secretary may remove a non-active 21
8888 member who misses 3 consecutive meetings and ap-22
8989 point a replacement to service for the period of time 23
9090 set forth in subsection (f). 24

9494 (e) MEETINGS.—The Committee shall meet not less 1
9595 than 2 times each year with not more than 9 months be-2
9696 tween meetings at a reasonable time, in a place accessible 3
9797 to the public, and in a room large enough to accommodate 4
9898 the Committee members, staff, and a reasonable number 5
9999 of interested members of the public. The room in which 6
100100 the Committee meets shall be large enough to accommo-7
101101 date at least 100 and shall be compliant with the Ameri-8
102102 cans with Disabilities Act of 1990 (42 U.S.C. 12101 et 9
103103 seq.). 10

105105 ERM.—Each member of the Committee shall 11
106106 serve a 2-year term with not more than 2 consecutive term 12
107107 reappointments, but may continue service until a replace-13
108108 ment is appointed. 14

110110 UPPORT.—The Office of the Under Secretary for 15
111111 Policy of the Department of Transportation shall provide 16
112112 necessary funding, logistics, and administrative support 17
113113 for the Committee. 18
114114 (h) A
115115 PPLICATION OFFACA.—The Federal Advisory 19
116116 Committee Act (5 U.S.C. app.) shall apply, except section 20
117117 14, to the Committee established under this section. 21
118118 SEC. 3. DESIGNATED FEDERAL OFFICER. 22

120120 NGENERAL.—The Secretary of Transportation 23
121121 shall appoint a full-time Federal employee to serve as the 24
122122 coordinator of the Committee on Transportation Equity 25

127127 portation Equity Committee. The designated Federal offi-2
128128 cer shall ensure that administrative support is provided 3
129129 for the Committee. 4

131131 ESPONSIBILITIES.—The Designated Federal Of-5
132132 ficer shall— 6
133133 (1) call meetings of the Committee, and any 7
134134 subcommittees that the Committee designates, after 8
135135 consultation with the Chair; 9
136136 (2) formulate and approve an agenda, in con-10
137137 sultation with the Chair, for each meeting; 11
138138 (3) notify all Committee members of the time, 12
139139 place, and agenda for any meeting; 13
140140 (4) provide administrative support for all meet-14
141141 ings of the Committee; 15
142142 (5) attend each Committee and subcommittee 16
143143 meeting; 17
144144 (6) maintain all Advisory Committee on Trans-18
145145 portation Equity files and records, including minutes 19
146146 from each meeting; 20
147147 (7) adjourn any meeting when it is determined 21
148148 to be in the public interest and chair meetings when 22
149149 directed to do so by the Secretary; 23
150150 (8) make available to the public meeting notes 24
151151 and information; and 25
