Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Proper Celebration of 4
Martin Luther King, Jr. Day and Inauguration Day Act’’. 5

SEC. 2. SEPARATE DATES FOR CELEBRATION OF MARTIN 1
LUTHER KING, JR. DAY AND INAUGURATION 2
DAY. 3
Section 6103 of title 5, United States Code, is 4
amended— 5
(1) by redesignating subsection (d) as sub-6
section (e); and 7
(2) by inserting after subsection (c) the fol-8
lowing: 9
‘‘(d) Notwithstanding subsection (a), if by operation 10
of subsection (c) Inauguration Day will be observed on the 11
legal public holiday for the Birthday of Martin Luther 12
King, Jr., then the date for the Birthday of Martin Luther 13
King, Jr. under such subsection (a) shall be the Tuesday 14
following the third Monday in January.’’. 15
