2222 SEC. 2. APPRENTICESHIP PROGRAM FOR PILOTS. 6

2828 (1) APPRENTICE.—The term ‘‘apprentice’’ 1
2929 means a student enrolled at a flight training pro-2

3232 LIGHT TRAINING PROVIDER .—The term 4
3333 ‘‘flight training provider’’ means a flight academy 5
3434 certified under part 141 of title 14, Code of Federal 6
3535 Regulations. 7

3737 ECRETARY.—The term ‘‘Secretary’’ means 8
3838 the Secretary of Transportation. 9

4040 STABLISHMENT.—The Secretary, in consulta-10
4141 tion with appropriate industry stakeholders and flight 11
4242 training providers who conduct flight training under part 12
4343 141 of title 14, Code of Federal Regulations, shall estab-13
4444 lish an apprenticeship program to establish a pipeline of 14
4545 qualified and interested individuals to become commercial 15
4646 pilots. 16

4848 ELECTION.—Under the apprenticeship program 17
4949 established under subsection (b), each flight training pro-18
5050 vider participating in the apprenticeship program estab-19
5151 lished under subsection (b) may select up to 8 applicants, 20
5252 or more if considered appropriate by the Secretary based 21
5353 upon the size and type of each participating flight training 22
5454 provider, to serve as apprentices each academic year. 23

5656 URRICULUM ANDREQUIREMENTS.— 24

6060 (1) IN GENERAL.—To graduate from an ap-1
6161 prenticeship program established under subsection 2
6262 (b), an apprentice shall satisfy any relevant require-3
6363 ments and minimum curriculum under part 141 of 4
6464 title 14, Code of Federal Regulations (or successor 5
6565 regulations), including all curriculum under subpart 6
6666 C of such part. 7

6868 INIMUM REQUIREMENTS .—Nothing in this 8
6969 Act prevents a flight training provider from impos-9
7070 ing additional requirements, such as modifying the 10
7171 terms of service of the apprenticeship program, on 11
7272 an apprentice taking part in an apprenticeship pro-12
7373 gram established pursuant to this section. 13

7575 PTIONALPROGRAM.—A flight training provider 14
7676 may choose not to participate in an apprenticeship pro-15
7777 gram established under this section. 16

7979 EGULATIONS.—Not later than 1 year after the 17
8080 date of enactment of this Act, the Secretary shall issue 18
8181 such regulations as are necessary to implement this Act. 19

8383 NCENTIVIZINGRETIREDPILOTS.—The Sec-20
8484 retary shall take such actions as may be appropriate to 21
8585 develop methods to incentivize pilots, including retired 22
8686 military pilots, retiring airline pilots, and graduates of the 23
8787 apprenticeship programs established under this section, to 24
8888 become instructors, mentors, or program advisors at par-25

9595 tified flight instructors under part 61 or part 141 of title 4

100100 EPORTING.—The Secretary shall submit to 7
101101 Congress an annual report detailing apprentice 8
102102 progress, retention rates, and post-graduation em-9
103103 ployment outcomes under the program under this 10
104104 section. 11

106106 VALUATION.—The Secretary shall conduct 12
107107 an annual review of the apprenticeship program’s ef-13
108108 fectiveness, including the impact on addressing pilot 14
109109 shortages. 15
